1. Call to Order
2. Roll Call: Council Members; Zabriskie, Klovstad, Vice Mayor Romack, and Mayor Henderson.
Absent: Council Member Polivy.
3. Pledge of Allegiance – deferred.
4. Public Comment – none.
5. Discussion Items
5.1 Review the Fiscal Year 2022-2023 Budget Document.
Recommended Action: Direct staff regarding the 2022-2023 Town Budget and five-year Capital Improvement Plan.
Staff provided a review of the draft budget.
Council Member Polivy arrived at 3:00 pm.
Council Direction:
Make minor edits and corrections.
Any Police fleet purchase that could not be replaced with an electric vehicle option version will come back to Council for review at a public meeting. Agendize a discussion regarding privately maintained trails. Increase transit based on driver capacity.
The improvement district funds should have reserve accounts for maintenance and replacement.
The workplans should reflect the reality of the constraints from the Towns human resources.
Under Capital Improvement Project C1910 move the funding from ($50,000) 24/25 and 25/26 to the 23/24 fiscal year totaling $150,000 in 23/24. Defund the out years on the housing capital improvement program C1814 Measure K funding source and return the funds to the Measure K fund until there is a project or program identified.
Agendize an item to discuss West River Streetscape, park, traffic, and parking. Move Envision DPR funding to the Jibboom, Truckee Way/Stockrest Springs pedestrian project.
Agendize an item to discuss Housing exemptions and perceived impediments. Review fuel budget for roads and snow.

Council agreed to move forward with recruiting for the new staff as identified in the draft budget.
Mayor Henderson adjourned for a brief recess at 4:02 p.m.
Mayor Henderson reconvened at 4:12 p.m.
Mayor Henderson adjourned for a brief recess at 5:00 p.m.
Mayor Henderson reconvened at 5:45 p.m.
Mayor Henderson opened the item for public comment.
Seeing no public present, Mayor Henderson closed public comment.
