waste rate schedules effective July 1, 2022; and adopt Resolution 2022-30 requesting the Nevada County Auditor to collect the residential fee on the Nevada County property tax roll.
Erica Mertens, Solid Waste Administrative Analysist II, presented from the staff report (presentation on file with Town Clerk).
Council Discussion:
COVID relief was received by Tahoe Truckee Sanitary District (TTSD). Kelli Hare, Tahoe Truckee Sierra Disposal (TTSD), was present to assist in answering question regarding the relief that was applied for and received. Terms and conditions of the loan were that TTSD was required to use funds to pay their staff. The loan ended up being forgiven.
The computation for the rate increase is based on the direct cost index. There were numerous factors directly related to COVID that were unexpected such as the large influx of residents utilizing their second homes during the pandemic, creating additional residential garbage that was above and beyond the norm with less staff to collect it. Messaging will continue in order to educate the public as much as possible so they’re able to learn how to best utilize their service.
Staff and TTSD are encouraged to continue to look for innovative ideas being aware of a 40% overall cost increase over the past five years.

Robert Womack, Emergency Services Coordinator; and consultant David Featherman, Wildephor Consulting Services, LLC, presented from the staff report (presentation on file with Town Clerk).
Council Discussion:
Northstar is about a year ahead of the Town, therefore it doesn’t make sense to pair up or scale up with them.
Northstar removes enough material from their own region to satisfy their proposed facility. Truckee will have too much green waste material; we’ll need to find a place to put the material to be stored.
o Waiting on cabin creek is possible, but the infrastructure is not in place yet. Truckee Tahoe Sierra Disposal Company (TTSD) is maintaining status quo with their management of their operations in the short-term.
It’s more efficient to do a ground source heat pump heat source, but no direct comparison has been done.
This project could be as early as two years out.
o There is no active timeline now, staff is still in discussion with Cal Recycle. o It is going to take a lot longer than the time we have to get an air curtain burner in place, even for a summer.
Regarding Green House Gas emissions: when you compare the material left on the ground versus the material disposed of by the air burners, there is significantly less greenhouse gas emitted with the highly regulated air burner systems.
o A high amount of GHG is sequestered in the biochar – information provided in the memo drafted by the consultant.

Measure K funding was put back into its account until there are specific projects that those funds will be earmarked for.
Funding for the two new Capital Improvement Projects; Town Land and the Below Market Rate Housing Program (BMR), funding an equitable distribution. o The public, developers, staff, etc., are highly encouraged to propose new and innovative ideas.
