7.3 STAFF REPORT - Ready Nevada County: Preparing for the Future Tax Measure.

Recommended Action: Discuss Ready Nevada County: Preparing for the Future tax measure and provide feedback and/or direction to staff.

Jen Callaway, Town Manager, presented from the Staff Report (on file with the Town Clerk).

Council Discussion:
 Staff will come back with numbers for sales tax collection by jurisdictions.  The unincorporated Nevada County sales tax rate is 7.5%.  The County has ~$30 million in reserves that they have been using as a match for state and federal funds. The fund balances are set through the budget policy but has changed DocuSign Envelope ID: 1B5D41E5-1EA1-4F3B-9B2A-D6F32BF92BBC

due to wildfire impact. The Office of Emergency Services is now operational 40-50 times a summer, up from 3-5 times, and needs to meet the new demand.  Used polling and community outreach for basic direction to the Board of Supervisors (BOS), and plan to do more outreach before it goes to the BOS.  This is proposed as a sales tax with no sunset (compared to Measure T that was a parcel tax with a 5-year sunset) because they don’t see work being completed in five years. They polled on a parcel vs sales tax, and sales tax was supported 61-62%. o Polling on parcel tax has less than 60% support in 2019.  For eastern Nevada County, where the money goes is up for discussion – potentially directly to the Town or the Truckee Fire District (TFD). They have also discussed money going to homeowners for home hardening.
 County desires feedback on what the Town would support.  County has received feedback on having a higher percentage of funds going to eastern county due to a higher summer population, and Federal Emergency Management Act (FEMA) bases recovery on estimated value, and eastern county has estimated value of 30%.
 County has not received formal positions from fire districts in the County.  There would be an eastern county Tax Advisory Committee (TAC) to make recommendations to BOS, consisting of OES, TFD, Town Staff, health & human services providers, and land stewards.
 There were ~1,000 survey responses from a professional pollster, with Truckee breakout of 100. Combined definitely and probably yes at 62% in November 2021.  TAC proposing to BOS for final decisions was proposed instead of a memorandum of understanding (MOU) because Supervisors are responsible to voters, and the TAC has local level control.

Mayor Henderson opened the item for public comment.

Joan de Ryk Jones John Perhacs Lindsay Smith
Ted Owens Richard Anderson Ruth Hall
Patrick Flora

Verbal comment received from:

Council Direction:
 Council understands the importance of wildfire funding and supports the purpose and guiding principles of the measure.
 Council is not supportive of proposed tax measure as it currently stands.  Council would like sunset date of 6-8 years.
 Council has concerns due to potential tax cap limitations.  Council wants to ensure revenue comes back to eastern county and/or Truckee.  Council wants more control of funds including Memorandum of Understanding (MOU).
 Council wants annual reporting on how tax dollars are used.  Council thinks this should be a special tax, not a general tax.  Council would like a binding security agreement.
