Erica Mertens, Solid Waste Administrative Analyst II, Melanie Conti, Administrative Analyst 1, and Pancho Mackin-Plankey CivicSpark Fellow, presented from the staff report (on file with the Town Clerk).

Council Discussion:
 Staff is recommending a grant program that is simple to administer and for business to apply for.
 The idea behind limiting the exemption for new business, is to help new business comply rather than exempt.
o Exemptions might be considered if zoning clearances are required, but not necessarily if new construction is proposed.
 Meat trays and egg carts are not planned to be exempt from the ban.  Loan versus grant program.
o The amount of funding is not likely to be enough to warrant a loan program. o Most grants would be a few hundred dollars.

Jenna Gatto, Planning Manager, presented from the staff report (on file with the Town Clerk).

Council Discussion:
 There is a pre-application, but not a formal application for a mini storage.  This was not identified by staff during the previous land use element discussion as an issue.
o The primary concern is these are large facilities with only one or two employees. o Land use provides for economic development opportunities. o Preserving limited land capacity for additional job growth uses with community serving uses.
o How do you balance the need for locals to store items without having to drive to Sierra Valley or Reno for that use?
o Provide additional facts to support the interest of limiting ministorage.  Fueling station – will Town be moving fueling stations to reduce VMT’s or just create a monopoly for the current fueling stations.
 What is the purpose of highway commercial zoning district? o Add an action to identify appropriate uses.
 Drive through business.
 Convenience store.
 Professional office.
 Retail space capped at 20,000 square feet.
