Policy Question 1:

Has staff adequately responded to public & Council/ Commission interests/ concerns/ comments?
• Staff confirmed the inclusion of East River Street revitalization. • Add language to investigate the Development of public and private financial planning to achieve Town goals.
o Strengthen the language to comments that have been received. • Policies can be defined into the Truckee Corridor Enhancement plan how Council sees fit – program can be tailored to define how that strategy is handled. • Cross reference achievable housing within Truckee in the Climate Action plan with the Housing Element.
o Defining achievable housing is included as a to-do item in the Housing Element. • Preferred Land Use Alternative will be discussed at the October 11th meeting - action will take place at the hearings.
• The number of units and built environment was included by staff, in response to conversations that occurred as to how State law is intersecting with Town’s. • Staff edited Land Use action regarding industrial land 4-A from 5 to10 acres. • Road improvements, if brought to Council as a project, would have subsequent California Environmental Quality Act (CEQA) review.
• Change the topographic rules in the scenic corridor standards. • Incentivize moving industrial away from the Truckee River. • What is the real population number?
o Only been given a part-time population status.
• Is 85% market rate in line with the climate action plan?

Council Discussion:
• Referenced policy Question 5. list during this topic. • Keep mini storage/ gas station item on the list to discuss in respect to the General Plan.

Joint Town Council and Planning Commission MeetingSeptember 27, 2022 Page 4 of 6 Policy Question 2: Council previously modified Action CAP-11F to require update of the CAP every four years. Can 2040 targets be considered as part of the next CAP update versus with 2040 General Plan adoption?
• Do we want to try and meet these targets, or should the Town adopt the cap now and revisit in four years?
o Council and Commission came to a consensus to adopt the cap now and revisit in four years.

Policy Question 3: Are there any modifications to the draft timeframes (short-term, mid- term, long-term, on-going) to consider?
• Multiple action items in the list that an outside consultant can accomplish. • Council can mark those items as outsourceable for when a funding source comes available. • Consolidate some items such as bus shelters with future conversation. • Combine Housing and the collection of Truckee Specific Data into one item as short-term and Business License Program would be mid-term.
• A Business License Program may not be a benefit; this can be outsourced to the Truckee Chamber, or other appropriate organization.
• Leave all the land use actions in short-term designation with no specific date as it has a working group.
• There is no definition of short-term, but 5 years is generally considered to define that. • Keep Trails and Bikeways Master Plan, protected bike lanes and regulation of e-bikes in the short-term category.
• Street trees: update the rules to allow more mature trees to remain. o There are upcoming grant opportunities that can be discussed. • Replace the short-term, mid-term and long-term terminology with 0-5 5-10 and 10-20. o Everything can move, but it will put parameters around the definition. o Staff suggests defining the terms so that when you read the plan, it is clear what the definitions of those terms mean.
• Update the terminology of on-going and annually.
o These are two different definitions:
o On-going - staff is always working on workforce housing, that doesn’t stop. o Annual - there is typically an annual report brought to Council. • Transfer of Development rights is in three different parts of the plan.

Mayor Henderson called for a brief recess at 7:25 p.m.

Mayor Henderson resumed the meeting at 7:42 p.m.

Policy Question 4: Should Level of Service (LOS) Standards be Maintained?

Proposed Level of Service (LOS) Policy M-4.4

• Edit to LOS - D or better standard to Donner Pass Road. • Staff summarized reasons for keeping LOS policies in the General Plan. • Capital Improvement Projects (CIP) projects are largely paid for by the Traffic Impact Fee Program, grant funds (if available), general fund and other revenue sources. o Certain CIP projects are not eligible for use of the Traffic Impact Fee funds. o If Impact Fees and are not eligible, Council would need to seek other revenue sources.

Council Questions:
• Existing conditions were done in 2018.
o The model is calibrated from the 2018 report and an updated analysis was done DocuSign Envelope ID: CBF602D9-BF10-4E29-A89F-11841A1AE7BF

Joint Town Council and Planning Commission MeetingSeptember 27, 2022 Page 5 of 6 this year.
• If the Town did away with LOS policy, the Town would lose one trigger of what drives the construction of roundabouts.
• Have other jurisdictions done away with LOS now that the state has moved to VMT? o Placer County has updated their fee program to include both LOS and VMT in one program to mitigate the impact of development.
o It is a trend that urban communities are doing away with LOS and rural communities and resort communities are maintaining both VMT and LOS.

Policy Question 4: Direction to Staff

• Support staff’s recommendation to maintain Level of Service (LOS) except for certain areas of the Downtown Corridor and develop a Vehicle Miles Travelled (VMT) program to present to council at a future date.
• Staff to provide the traffic analysis done by the traffic consultant if it is not already included in the General Plan.

• Recommendation of language change in the climate action plan by Deirdre Henderson. • Add the revised draft EIR to the next meeting’s agenda. • A timeline was not prepared; however, staff can put one together for the October 11th meeting.
• Remove item g. mini storage/ gas station from policy Question #5 list, to be brought back to the second meeting on October 25, 2022.
