Question 1
Are there any final changes that should be considered int the Draft Economic Development Element?
Discussion:
• Modify the language related to collecting date on both employees and housing. o Utilize Mountain Housing Council for studies.
• Regarding Visit Truckee Tahoe language changes
o Support with Visit Truckee Tahoe in the lead.
 First and third comments from Visit Truckee Tahoe (VTT) have support. o Include task items being added as separate items.
• Studies may not give Council the data they need to move economic policy. o Dynamic – updated and acted on, on an annual basis.
• Business license program should move to medium.
• ED1A – Do not allocate funding to any visitor initiatives. • Remove destination marketing from ED2.4
• Suggest an empty house tax.
• Craft a business program that support local businesses versus studying.

General Consensus:
• Support for VTT language
• Leverage existing data collection efforts.
• Move the business license program to the midterm.

Commissioner Riley – Comments before leaving:
• Safety and noise – stronger language on policy working with the airport on safety and noise. • Floor Area Ratio no support beyond 3.5.
• Gateway area densities – consensus with current 2025 general plan, does not include expansion of the Tahoe Forest Hospital and West River Street.

Commissioner Riley left the meeting at 7:00 pm.

Question 2
Can the draft Safety & Nosie Element move forward to the Board of Forestry? Discussion:
• Reduce the roadside vegetation program and fire brake language. o Utilize professional resources to assist in developing the plan. • Include reference documents.
• Safety elements reduce fuel brakes and fuel reduction focus on re-vegetation of historically forested lands.
• SN2.12 – educating on the health impacts and ways to elevate these impacts. • SN2.9 – wildfire mitigation fees.
o Ensure additional fees that will inhibit positive development. • Fuel brake definitions:
o Will change per topography and development area.
• Engage Fire District and Forest experts to move the fuel brakes appropriately.

Question 3
Floor Area Ratio?
Discussion:

Town Council Meeting October 11, 2022 Page 5 of 6
• Having a combined floor area ration for residential and commercial. • How far can Council go without the new law details.
• The Towns objective design standards will still apply. • Town does have lot coverage in place, but they will need to be modified based on creating a single floor area ratio.
• Staff will continue to refine this discussion and how it will be impacted by the State laws.

Question 4
Gateway
• Understand the density concern but need to have density increase options based on desired goals.
o Do not go back to the 2025 density goals.
• Moving to the higher density on Donner Pass Road and not considering other areas throughout the entire community.
• Comfortable setting the density 6 – 18 unit with a density program could get it to 24 (Option 2).

Question 5
Any final changes to West River Street that are not reflected in the Riverfront Mixed-Use Land Use Designation?
• Will changing the mixed use away from industrial uses help or impede the movement of business or not.
o Non-conforming uses seem to dwindle until sale, instead of having improvements and investment.
• Definition of riverfront mixed use.
• Acquiring property for these uses to go to.
• Sub-committee to review the property and work with property owners to help move them from the river.

Tentative Schedule
• Any delay causing decision should be daylighted to Council. • Town Manager Report and keep Council apprised of the timeline changes.

Mayor Henderson adjourned for a brief recess at 7:38 pm.

Mayor Henderson left the meeting at 7:38 pm.

Vice Mayor Romack reconvened the meeting at 7:48 pm.
