5.1 TART Connect Microtransit Program Overview and the Future of Transit in Truckee Workshop.

Alfred Knotts, Transit Program Manager, presented the staff report (presentation on file with the Clerk’s office). Alfred introduced consultant, Gordon Shaw, LSC Transportation Consultants Inc.

Dan Wilkins, Public Works Director/Town Engineer provided staff recommendations on how to improve the funding aspect for ongoing service of Microtransit. • Funds could be pulled from existing services, for example, funds from fixed route. • Which services would we remove those funds from to fund Microtransit? • If the Town were to use State and Federal funds to purchase vans, this could bring the yearly cost down by around $300 thousand dollars.
• Is there an existing model that has a source/ destination-based billing? • Based on source and destination, the Town could establish agreements with entities to fund the services being provided within a community where that entity is benefitting. o The Town currently has existing partnerships with the Hospital District, Visit Truckee Tahoe, as well as utilizing Town Special Service Area (TSSA) funds from both Glenshire and Tahoe Donner to fund transit services.

• Net Vehicle Miles Travelled (VMT) increase of approximately 49k with Microtransit. o Council requested additional information on the possible VMT increase with the program.
• There is a trade off with 4WD versus electric or natural gas-powered buses. • Town is pursuing, through grants, to include that model of a diverse fleet. o A diverse fleet would reduce greenhouse gas (GHG) emissions as well. • The cost per person each trip would drop with a higher occupancy vehicle. • Placer County is working on a long-range effort with the possibility of transit lanes, however there are other pieces to that plan and the timeline is years out if the project is successful.
• No analysis has been done to calculate the cost benefit to the individual rider. • Under the existing pilot we are covering 60% of the population. • The Town would need about 9 Microtransit vans to attain the 30 minutes wait time.
