Lucas Kannall, Assistant Planner, presented from the staff report (on file with the Town Clerk).
Council Discussion:
There are certain exemptions for flatwork that would not require a permit, however because the pavement is connected to a right of way, an encroachment permit is required. o The pavement was used for a parking pad, but the issue is regarding encroachment and is not about what the pavement is used for.
Donner Avenue is a private road not maintained by the Town, but the Town does regularly enforce development codes on private roads and public streets. Development code standards apply to private roads.

7.2 Continuation of Micro Transit Pilot Program through June 30, 2024.
Recommended Action: Provide direction to staff to extend the TART Connect Micro Transit Pilot Project to June 30, 2024, as outlined in this staff report.
Alfred Knotts, Transit Manager, presented from the staff report (on file with the Town Clerk).
Council Discussion:
Information regarding the percentage of ADA-certified riders is not readily available. If the program continues through the next fiscal year, the Town would consider buying its own transit vehicles.
It would be useful to have a year’s worth of data to determine a funding stream to continue microtransit into the future.
There is some flexibility to reduce cost of the program based on the fluctuation of demand.
The Town has contracted with Downtowner and is committed to a certain dollar amount based on number of vans in use. The cost is per hour per vehicle. All vehicles are fueled by regular gasoline. If a longer-term contract becomes an option, the Town would look into diesel vehicles.
The Town is in negotiations with the contractor for microtransit to start earlier. If Dial-a-Ride is eliminated, the Town would work with the contractor to continue to provide advanced reservations for the ADA certified riders through the app and the telephone.
Mayor Romack opened the item for public comment.

7.3 West River Street Park (C1817) Design Contract Amendment #6.
Recommended Action: Authorize the Town Manager to execute a contract amendment in the amount of $124,822 with Melton Design Group, Inc. to complete the West River Street Park design for a not-to-exceed contract amount of $523,899.13 and authorize a contingency budget of $31,633 for a total authorized expenditure of $555,532.13 on the design contract.
Nola Mitchell, Associate Engineer, presented from the staff report (on file with the Town Clerk).
Council Discussion:
Trash receptacles would be serviced by TTSD. No restrooms included in design. The eastern development site is being discussed as housing restrooms and allowing park users to use the restrooms. Closest public restrooms to this site are located in the Depot.
Businesses that are closer to the park may have restrooms available to the public. Only mixed use housing would be allowed in place of park.
Mayor Romack opened the item for public comment.
Written comment received from: Joan Jones, Jan Atwell Holan
Verbal comment received from: Casey Hebel, Andy Barr, and Alicia Barr.

The reason for the increase in time from two years to 10 years to redevelop a site is to allow the property owner additional time to establish a new use on the property. Placer County will get the impact fees when Palisades expands. The Town will need to update the Traffic Impact Fee program within two to three years from the date of the General Plan adoption.
Mayor Romack opened the public hearing asking for anyone wishing to speak in support or opposition to the action stated above.
Seeing none, Mayor Romack closed public comment.
