7. Discussion Items
7.1 Discussion and Approval of the Fiscal Year (FY) 2023/24 through FY 2024/25 Council Priorities and Work Plan.
Recommended Action: Staff recommends that the Council discuss the draft FY 2023/24 – FY 2024/25 Council Priorities prepared following the January 26, 2023, Council retreat, provide direction regarding changes deemed appropriate by a majority of the Council, and approve the FY 2023/24 – FY 2024/25 Council Priorities and Workplan for the fiscal years.
Jen Callaway, Town Manager, presented from the staff report (on file with the Town Clerk).
Council Discussion:
Only discussing the approval of Council Priorities, not Council Workplan. o The Workplan will come back for discussion after the April 11, 2023, Council meeting.
o The Workplan is designed to capture items staff does not address on a day- to-day basis.
o The Capital Improvement Plan (CIP) projects are being blended into the Workplan to account for the amount of time staff dedicates to those projects. o Items on the bike rack are not anticipated to start until after the two-year priority period.
Of the two Jibboom projects, the Jibboom/Bridge/Church Street project is bike racked. The Jibboom Street pedestrian feasibility study is underway. Parking management is being transitioned from the police department to the transportation division.

o The parking strategic plan will not be initiated until 2024/2025. Determining whether to use a consultant for items on the task list is identified by staff during the course of the year.
o All items on the task list are created with the capacity of staff in mind. The Town has been accepted for two CivicSparks to start in September. If we are not successful in securing any CivicSparks, we would utilize a consultant for the Greenhouse Emissions task.
The Comprehensive Wayfinding Program does not include the Rotary signs. Council’s previous direction on Joerger Ranch was to unlock RMW -20 and revisit the inclusionary workforce housing unit. We can look at the development of Parcel 4 as part of the study and incorporate it from a discussion standpoint. o Council’s current timeframe of the summer of 2024 is not in line with Mr.
Grigg’s first bullet for an immediate timeframe.
A local AMI is not in the workplan, but staff could consider it as part of a core service. To move up Item 1.7 from the task list would be a more efficient use for the Town for existing zoning and plan development, but it would require other items to move down, such as the town density bonus program and the hospital master plan. o Mr. Griggs could submit a land use application that includes a specific plan amendment for the alternative language to be added to the specific plan to be put in front of council.
A Dark Night Sky Ordinance is already in place but there needs to be more communication about education and enforcement. Keep it in the bike rack but see about a potential for a CivicSpark in the 24/25 workplan.
AMI is already part of the legislative advocacy platform and does not need a place in the workplan.
Mayor Romack opened the item for public comment.
Written comment received from: Brian Griggs.
Verbal comment received from: Sven Leff.
Mayor Romack closed public comment.
Council Direction:
Remove wayfinding signage from the bike rack but keep consolidation with the Park and Recreation District in the bike rack for now.
Add rail use to the bike rack for a future CIP project. The report for the Pioneer Trail Street bridge extension project should be made available to Council prior to the establishment of an advisory committee.
The staff recommendation, including Council direction above, was moved by Council Member Klovstad, seconded by Vice Mayor Polivy, and adopted with the following vote:
Ayes: Council Member Klovstad, Vice Mayor Polivy, Mayor Romack, Council Member Zabriskie and Council Member Henderson.
Noes: none.
Absent: none.
Abstained: none.
The motion passed unanimously.
