Denyelle Nishimori, Community Development Director; Jenna Gatto, Planning Manager; Laura Dabe, Associate Planner, Chantal Birnberg, Associate Planner; presented from the staff report (on file with the Town Clerk).
Present to respond to questions: Ascent representatives Mike Parker, Chelsey Payne, and Jessica Babcock.
Present on Zoom to respond to questions: Ascent representatives Honey Walters, and from Best, Best, and Krieger LLP, Alisha Winterswyk and Tiffany Michou.
Council Discussion:
Staff and consultant responses to public comments are over 300 pages. If affordable housing is proposed the developer can request a deviation in the height requirement.
The tallest building other than artist lofts is about 55 feet. Changing the General Plan process can be up to 4 times a year per element. o If the change creates an environmental impact, then further environmental review would be required.
If Council chooses to update the baseline data, the timeline to update the baseline data would be six to eight months and a potential re-review of the environmental impact. The most recent population data for the Town is approximately 17,000. 2040 build out population is impacted by updated information based on household sizes and second homeowner estimates.
No environmental responses, open space, and building height have been reduced or removed in the 2040 plan.
Population now is about the same as 2016 based on Truckee Sanitary District data.
Mayor Romack opened the item for public comment.

Fencing item contained in the General Plan is a standard for new construction. Tahoe Forest Hospital District (TFHD) Plan inclusion in the General Plan o Timing – adds several years to the process. The Hospital application is incomplete. o Folding into the General Plan will cause several years of delay. o Process – Hospital has a master plan application, legislative act before Planning Commission and Council.
o TFHD is in the process of developing an Environmental Impact Report (EIR). At the EIR as lead agency TFHD can establish their impacts thresholds. o Development standards – are significantly different than the existing standards for the Town.
o The cost would be borne by the Truckee community versus the Hospital District. o There have not been comments presented with regard to a “grow at all cost” plan. o The state will require TFHD to reduce its overall greenhouse gas emissions.
