Council Discussion:
The grant funds from this application will partially fulfill one of the workplan items. o Long-term planning for EV charging infrastructure at Town Facilities. o Develop a plan based on demand.
o The first part of the grant would be to determine what the appropriate number of EV charging stations between Town facilities.
o Staff may not be asking for the full 1.5 million; it will depend on the structure of the agreement options available to staff during the planning and design phase of the project if staff is successful with the grant.
o Staff will have the opportunity to ask for less – if that is the case, the percentage match would be less.
o Town is committing to installing the charging station infrastructure on Town facilities.

Council Discussion:
The consultant stated they are seeing more positive trends in their polling than a year ago This poll was more of a future looking survey to gauge how voters viewed a regional library. Six months to one year is a good lapse between proposals for taxpayers to consider new tax measures based on their merits.
Voter support increased as the survey went into more detail on the services that would be offered.
10 million is sought by the Friends of the Library to ensure the project attains the funding it needs versus a lesser number.
The Truckee Tahoe Airport District is an agency partner and funder but has not been asked to endorse the project.
Council would like to see all the tax measures brought back for individual review at some point in the future.
Martis Valley, Nevada County, and the broader region were included in the survey.
Mayor Romack opened the item for public comment.

Mayor Romack called the meeting to order at 7:25 p.m.
7.2 Single-Use Water Bottle Policy Recommendations.
Recommended Action: Provide feedback on staff recommendations for policy options, supporting outreach, and incentive programs intended to reduce the use of single-use water bottles. Direct staff to develop an ordinance regulating single-use water bottles for Council consideration.
Erin Brewster, Sustainability Program Manager, and Melanie Conti, Program Analyst, presented (presentation on file with Town Clerk).
Council Discussion:
Staff is working with regional partners, including the drink Tahoe Tap campaign, to collaborate for Truckee banded water bottle.
The hospital has requirements to keep a certain amount of water on hand for patient care and staff would be looking to make them exempt.
Environmental impacts and equity issues are a concern with the potential of people switching to unhealthy options such as sweetened drinks or unhealthy beverages. o There are examples of studies showing that the effort paired with public outreach, education, and infrastructure, promoting re-fillable water bottles can avoid the switch to other beverages.

Council would like to see a report that disaggregates what types of plastic water bottles are being collected with clean-up efforts.
Town has not heard any negative comments from the local grocers. Council received a comment in opposition from the California Grocers Association. Some impacts would not be able to be mitigated by addressing the sales impact in local convenient stores.
The implementation timeline would be similar to South Lake Tahoe’s which is eighteen months.
Visit Truckee Tahoe was a partner in sharing out the survey with their audience.

Council Direction:
Research a quality bottle product when considering collateral material. Educate all members of the community.
Support the refill stations proposed by staff.
Bring this item back as soon as staff can without sacrificing a quality product with the implementation of other efforts currently in effect such as the Styrofoam ban, and the single- use food ordinance; support consultants if needed to move this forward faster. Collect additional data to back-up recommendations to do a broader ban on all plastic bottles.
7.3 West River Revitalization Steering Committee.
Recommended Action: Approve formation of and committee member nominations for the West River Revitalization Steering Committee, a Brown Act Committee. Appoint two Councilmembers to serve on the West River Revitalization Steering Committee with authority to appoint new members to the committee as appropriate.
Carissa Binkley, Program Analyst II, presented the staff report (presentation on file with Town Clerk).
Council Discussion:
The number of meetings would initially be a slow start and then increase in frequency.

There is a risk of losing interest if the timeline is too long. Staff from other divisions will be brought in on an as-needed basis. Bring East River Street into the conversation because any policies derived from the committees will impact on the region and not just West River Street. Staff is hesitant to present to more receiver site boards for participation before having authorization to form the committee.
The list does not specify where the business owner or property owner is located on the corridor; high level view to ensure there is representation for the whole corridor.
