7.2 Truckee Home Access Program (THAP) Local Business Application and Guideline Revisions.

Recommended Action: 1) Approve changes to the Truckee Home Access Program (THAP) Guidelines; and 2) Approve the THAP for Local Business Application from The Greeno Revocable Trust and authorize a payment of $105,600.

Hilary Hobbs, Assistant to the Town Manager, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:

 The guidelines of the Truckee Home Access Program (THAP) state that if a home is purchased by an individual, to be qualified, there is a cap on the individual’s assets and income.
o The general idea of THAP is that the individual purchaser would occupy it. Rental of the home is allowed with Town-approval.
 There are many distinct circumstances with business owners and the Town wants to provide flexibility for all types of businesses.
 There needs to be some legal structure to the business for it to qualify for the THAP program.
o Unincorporated structures would not qualify.
 The intent of THAP is to provide a pathway for businesses to provide workforce housing for their employees.
 Town Council’s focus today should be on Mr. Greeno’s application. Staff will put this item back on the agenda to address the language for future business applications in the guidelines.

Mayor Romack opened the item for public comment.

Alfred Knotts, Transit Program Manager, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:

 To increase the odds of getting two-thirds majority vote, the Town would need a strong transportation advocacy campaign to help garner support for the measure. o Truckee North Tahoe Transportation Management Association could not directly run and fund an advocacy campaign because their money comes from dues that come from public agencies.
 The current measure generates $3.5 million annually.
 Reliance on the passing of California Assembly Constitutional Amendment 1 (“ACA 1”) is risky and out of staff’s control.
o There will be organized opposition to ACA 1. The target should be to achieve two- thirds majority so that whether ACA 1 passed or not, it would be irrelevant.  If an open-ended funding source becomes available, the borders of TART Connect could be expanded to include the Town limits that are part of Placer County.  The proposed funding would generate $3.5 million in more revenue. To fund the transit program as it currently exists would cost $2.5 million. $1 million would be available to fund other community priorities.

Mayor Romack opened the item for public comment.

Written comment received from Eric Premack.

Mayor Romack closed public comment.

Council Direction:

 Do not pursue renewal of this measure on the March, 2024 ballot.  Staff should return in a few months to discuss a potential future ballot measure for the November 2024 election.
 Consider polling again prior to July to determine the strength of the community commitment.
 Keep looking for other funding sources for TART Connect.
