7.2 Adopt the Town of Truckee Reserve & Designation Policy and Sustainability Designation Savings for FY2022/23.

Recommended Action: That Council adopt Resolution 2024-11 adopting the Town of Truckee Reserve and Designation Policy effective January 2024 and direct staff to save 5% of the General Fund operating surplus to the Sustainability Designation as part of the fiscal year 2022/23 year- end balances.

Nicole Casey, Administrative Services Director, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:
 ACA 1 funds are to be used for construction of public infrastructure or affordable housing and is not allowed to be used for operations funding. Funding for TART Connect services would not be available under ACA 1.
 An example of a one-time, limited capital funding program that would fall under the Reserve & Designation Policy is the Lease to Locals pilot program. o The Town could designate funding for a greenhouse gas inventory program.  To reallocate the designation funding would require adopting a resolution.  The $5 million surplus minimum is not a mathematical standard, but a desire to maintain that minimum. The idea is to stick with the target from previous years.  An example of a designation that has automatic funding is the Contingency Designation and is equal to 40 percent of General Fund revenues.
o There is a cap on the Contingency Designation.
 The Sustainability Designation is part of the Resolution for the whole policy. Should the Council wish to change any of the designations, they would need to rescind the Resolution, edit the policy, and adopt a new resolution. o The idea behind the Reserve and Designation Policy is to be transparent.  Measure K generates $1.2 million in revenue every year which is only been used to fund housing programs and projects. A portion of the funding goes to pay for staffing.  $16 million over five years was designated for housing programs in Fiscal Year 2023/2024.

7.3 2024 Town of Truckee Emergency Operations Plan (EOP).

Recommended Action: That Council: (1) Introduce Ordinance 2024-10 to update the Truckee Municipal Code Section 2.50 (Emergency Services); and (2) Approve the update of the 2024 Emergency Operations Plan (EOP).

Robert Womack, Emergency Services Manager, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:

 If emergency operation centers are not able to be activated, the Town would look offsite, such as County facilities.
o The practice of emergency center activation should be done every year, if not every six months.
o Truckee has been activated so practicing has not been necessary. o Reasons to be activated include red flag warnings in summer.  Simulations have been done to activate Tahoe Donner using the Ladris program.  The Town is required by the Emergency Services Act to have an EOP but the Act does not require an update.
o The Town is unique to have an updated EOP.
