Laura Dabe, Associate Planner, presented from the staff report (presentation on file with Town Clerk).
Council Discussion:
Masonry is considered an allowable use; the proposed language was in regard to engineering.
Both Town impact fees, school, fire, park, and recreation, on square footage for Accessory Dwelling Units up to 750 (749 and below) square feet. There would be fees for a non-ADU (detached living area) if it was not a part of the original building permit.
Insert half stories, allow additional five feet of space for attic or mechanical space. The under 750 square foot ADU applies whether it’s an addition or detached. o One distinction; if you are doing a dwelling conversion, meaning taking a portion of your existing dwelling and converting it, it would be 500 square feet or less. The exemption for food trucks to be required to move has existed for a long time. o Staff can explore some other options that other jurisdictions have in regard to food trucks.
The definition of a towing vehicle attachment was researched, and the definition as proposed was common amongst other jurisdictions.
Mayor Polivy opened the public hearing asking for anyone wishing to speak in support or opposition to the action stated above.
Written comment received from: Kenny Blum.
Verbal comment received from: Kenny Blum, Raymond Applegate, Fernando Herrera, and Robert Ferwerda.
Mayor Polivy closed public comment.

Revise language regarding masonry walls.
Revise proposed square footage language to be increased up to 600 square feet for detached living area.
Edit the SB9 square footage language.
Support staff’s recommendation in regard to demolition. Allow for additional five (5) feet of height for attic and mechanical. Add Food Trucks to the bike rack:
o Allow for operations to continue as-is until a broader conversation occurs. o Code enforcement will resume once the policy has been revised. o Operators need to uphold all codes and ordinances, but storage is on hold. Defer to staff on paving item for stormwater permit.
The staff recommendation, with proposed modifications, was moved by Council Member Romack, seconded by Vice Mayor Zabriskie, and adopted with the following vote:
Ayes: Lindsay Romack, Vice Mayor Zabriskie, Council Member Klovstad, and Vice Mayor Polivy.
