7.2 Truckee TART Connect Microtransit Pilot Program Update.

Alfred Knotts, Transportation Program Manager, presented from the staff report (presentation on file with Town Clerk).
Gordon Shaw, LSC Transportation Consultants, Inc., also participated in the presentation.
Council Discussion:
Maintenance costs and leasing expenses are included in the total cost as a fixed amount. The cost charged by the Downtowner per passenger-trip per hour is less on TART Connect than the cost per passenger-trip per hour on the fixed route. Grouping trips together may provide a lower wait time. o Lower wait times would require more van service on the road. o Wait times have been consistent throughout the day but tend to increase during snowstorms.
o The highest wait time is between 3:00 p.m. and 6:00 p.m. o The highest demand is between 3:00 p.m. and 4:00 p.m.
There is a possibility of using the Mobility Hub as a “spoke-and-wheel” to break up rides that DocuSign Envelope ID: 611224F8-0C7B-4F6D-B900-7D52DD20FD2C

go from one end of town to the other.
Staff will work with the vendor to come up with a more accurate wait time and eliminate “car abandonment.”
Once electric vehicles are in circulation for TART Connect, Vehicle-Miles Traveled will not be a necessary or accurate measurement of success.
Mayor Polivy opened the item for public comment.
Written comment received from: Colleen Dalton and Tullin Valdez
Verbal comment received from: Omar and Adam of TART Connect, and Colleen Dalton.
Mayor Polivy closed public comment.
Council Direction:
Financing TART Connect will be discussed at the April 23, 2024, Town Council meeting.
More data is needed as this program is still in its infancy. o More data on student use and trips to and from schools. o More data on less need for parking by utilizing TART Connect. Look to integrate both the microtransit and the fixed route on one app. Work with Placer County to serve more areas outside of Town boundaries. Explore more funding sources from existing partners and new partners whose employees utilize the program to get to and from work.
