7.2 Public Art Funding Strategy.

Recommended Action: That Council direct staff to develop an updated Reserve and Designation Policy to reserve $100,000 a year for Public Art funding and pursue amendments to the Development Code to further encourage private development contributions toward public art.

Becky Bucar, Assistant Public Works Director, presented from the staff report (on file with Town Clerk).

Julia Guerrero of Civic Centered and Brian Abernathy of Pelham Advisors presented virtually for questions.

Council Discussion:
• Staff’s recommendation of using $100,000 of General Fund expenditures per year would be in perpetuity.
• The funding of $100,000 for art implementation would not include maintenance. o Council could direct staff to include maintenance in the designation. • Council could consider using the Transient Occupancy Tax as a source of funding, but having a predictable amount from the Reserve and Designation Policy would benefit the Public Art Commission of Truckee.
• The Reserve and Designation Policy would have to be amended to de-designate funding for public art.
• Regardless of any General Fund surplus or deficit, the Reserve and Designation Policy would be a flat amount of $100,000 per year.
o Council could designate a percentage instead.
• As part of the current Public Art W ork Plan, if the Public Art Commission of Truckee wanted to consider an item outside the scope of the Work Plan, it could come to Council with a recommendation to amend the Public Art Work Plan.
• The Reserve and Designation policy will come back with the budget cycle next year. o If the cap is reached, staff will bring back to Council the Reserve and Designation Policy to re-evaluate funding mechanisms.
• Reword “maintenance” to “asset management.”

Hilary Hobbs, Assistant to the Town Manager, presented from the staff report (on file with Town Clerk).

Council Discussion:
• There is no cap on number of tokens.
o Applications would come to Council for approval.
