Staff is not proposing changes to any community-wide renewable electricity goals for other agencies to follow.
Truckee Donner Public Utility District’s (PUD) primary goal is meeting the state mandate to provide 100% renewable and zero-carbon electricity by 2045. o The PUD is already at 60% eligible renewables and is committed to exceeding the state minimum.
o The PUD’s regulatory requirements are different than the Town’s aspirational goals.
The resolution will be updated to remove the reference to energy being the largest contributor to the Town’s greenhouse gas emissions (GHG) inventory. o Transportation is still the largest contributor to Town’s GHG inventory. o Once staff receives the updated GHG inventory data, they will bring that information back to Council for discussion.
The cost to achieve 100% renewable electricity by 2030 will be based on the individual programs in the Climate Action Plan which will be brought to Council as part of its work plan discussion.
Renewable Energy Certificates (REC) are the exclusive right to claim attributes of renewable electricity production.
o It gives the Town the right to claim electricity attributed to it. o Private sector businesses, municipalities and other utility companies use it when they are unable to directly purchase renewable electricity. o Buying RECs does not mean increasing the supply of renewables. o The PUD already purchases RECs for community-wide power.

7.3 Policy Framework for Sidewalk Vending Regulations.
Recommended Action: That Council provide direction to Town staff regarding potential development of sidewalk vending regulations, including outreach and enforcement.
Chelsea Crager, Senior Planner, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:
As part of the ordinance, Town could require sidewalk vendors to obtain a seller’s permit for sales tax collection.
It would be up to Council to determine the enforceability and restrictiveness of the ordinance.
o Code Compliance would be tasked with enforcement of the ordinance as part of their daily field operations.
A sidewalk vending ordinance is on Council’s work plan for downtown infrastructure and has been on the Planning Commission’s radar.
o The goal is to develop clear expectations of how to operate legally in the greater community and have a clear course for dealing with complaints. The Town has received occasional complaints regarding food safety and location of street vendors.
o The ordinance could set parameters regarding where street vendors could legally be (i.e., sidewalks, right of ways, etc.).
Mayor Zabriskie opened the item for public comment.
Written comment received from: Jessican Penman and Kristen Kempt.
Verbal comment received from: Jessica Penman and Wrenn Cavallo.
Mayor Zabriskie closed public comment.
Council Direction:
Council agrees now is the time to move forward with drafting a policy and ordinance.
To save time, staff should review policies and ordinances from other municipalities for reference.
Staff should work with the Truckee Downtown Merchants Association and the Chamber of Commerce for feedback and input.
As outreach is critical, staff should engage with current sidewalk vendors without interrupting their operation.
At this point, Council has no strong preference if the ordnance should be more permissive or restrictive.
