1. Call to Order: Mayor Zabriskie called the meeting to order at 6:32 p.m.
2. Roll Call: Council Members; Romack, Henderson, Polivy, Vice Mayor Klovstad, and Mayor Zabriskie.

5. Presentations
5.1 Mayor Zabriskie presented the Proclamation for Wildfire Awareness Month to James Blattler, Emergency Services Manager, and Steve Kessmann, Truckee Fire Protection District.
5.2 Mayor Zabriskie presented the Proclamation for Earth Day to Lydell Wyatt of the Washoe Tribe (accepted virtually via Zoom).
5.3 Jen Callaway, Town Manager, presented the Employee Incentive Awards.
5.4 Jen Callaway, Town Manager, provided the Town Manager Report.

6. Consent Calendar

It was moved by Council Member Henderson, and seconded by Council Member Polivy, to approve the Consent Calendar Items 6.1 through 6.5 as follows:
6.1 Approved the minutes of the April 8, 2025, Regular Meeting.
6.2 Adopted Resolution 2025-20 approving the work elements and other associated projects and activities proposed in the Nevada County Transportation Commission’s Fiscal Year 2025/26 Overall Work Program.
6.3 Adopted the Existing Building Decarbonization Roadmap.
Written Comment received from: Contractors Association of Truckee Tahoe.
6.4 (1) Awarded $159,431.75 in Measure U funds through the 2025 Truckee Dirt Trail Grant Program (TDTGP) to the Truckee Trails Foundation for the construction of the Thelin Trail Project; (2) Authorized the Town Manager to execute a funding agreement; and (3) Created a Capital Improvement Project and budget for the TDTGP.
6.5 Adopted Ordinance 2025-03 adopting a military equipment use policy pursuant to Government Code Section 7071 (AB 481).
The Consent Calendar carried with the following vote:
Ayes: Council Member Henderson, Council Member Polivy, Council Member Romack, Vice Mayor Klovstad, and Mayor Zabriskie.

7. Discussion Items
7.1 Introduction of Ordinance Regarding Fire Hazard Severity Zone Classifications.
Recommended Action: That Council introduce Ordinance 2025-04 adopting the state- recommended Fire Hazard Severity Zone Map and amend Chapter 15.03 of Truckee Municipal Code regarding Fire Hazard Severity Zone Classifications.

The staff recommendation was moved by Council Member Henderson, seconded by Council Member Romack, and adopted with the following vote:
Ayes: Council Member Henderson, Council Member Polivy, Council Member Romack, Vice Mayor Klovstad, and Mayor Zabriskie.

7.2 Tahoe Truckee Regional Homeless Action Plan.

Plan (TTRHAP); (2) Provide direction to staff to continue participating in the Tahoe Truckee Homeless Advisory Committee (TTHAC) with the initial focus on navigation center services, community engagement, and outreach; and (3) Approve budget appropriation of $25,000 in support of partnership funding for the continuation of the TTHAC to focus on implementation of the TTRHAP.

Seana Doherty of Agnew Beck, and Hardy Bullock, District 5 Supervisor, Nevada County, also presented from the staff report.
Council Discussion:
Phebe Bumm, Nevada County Behavior Health Director, confirmed that under state law, a private corporation or non-profit entity could buy a house and provide homeless services without the Town’s knowledge.
Ryan Gruver, Nevada County Health and Human Services, confirmed the County will match the Town’s funding.
Any reference to a crisis stabilization/navigation center would encompass a shelter. o A site has not yet been determined.
o The Homeless Action Plan (HAP) allows flexibility for Council to prioritize a warming center while working on other items in the HAP. Nevada County has paused housing efforts in Truckee, such as the Hope Ridge House, to allow the Town to focus on the current HAP.

On Page 21 of the Homeless Action Plan, Focus Area 2, Goal 1, remove Strategy 1. o Strategy 2 becomes Strategy 1; Strategy 3 becomes Strategy 2. On Page 21, Focus Area 2, Goal 1, under Strategy 3 (now Strategy 2), remove the Tactic.
On Page 21, Focus Area 2, Goal 1, under Strategy 3 (now Strategy 2), add “…based on need and community input...”
The staff recommendation, with additional Council direction above, was moved by Mayor Zabriskie, seconded by Vice Mayor Klovstad, and adopted with the following vote:

Attended a Nevada County Solid and Hazardous Waste Commission meeting. Continued working with various jurisdictions regarding adoption of the Town’s resolutions opposing the federal funding cuts.
Attended a meeting with Representative Kevin Kiley in Rocklin.
Council Member Polivy
Attended a Visit Truckee Tahoe board meeting.
Vice Mayor Klovstad
Attended the Climate Transformation Alliance quarterly meeting. Attended a Lunch and Learn hosted by the Chamber of Commerce regarding sustainable practices for businesses.
Mayor Zabriskie
Attended Good Morning Truckee.
Was interviewed for the River Revitalization Steering Committee meeting. Met with the mayors of Grass Valley and Nevada City, and the Chair for Nevada County Board of Supervisors.
Attended a Mayor-Managers meeting.
Attended a meeting with Representative Kevin Kiley in Rocklin.
