Town Council Meeting August 12, 2025 Page 4 of 6 Lynn Baumgartner, Housing Program Analyst II, and Laurel Burlingame, Housing and IDEA Program Intern, presented from the staff report (presentation on file with Town Clerk).
Council Discussion:
• Regarding Recommendation 1.1, the local housing authority would be different from the Truckee Tahoe Workforce Housing Agency because it would be more locally focused on the community’s unique needs.
o It would not necessarily be a funding agency but could potentially become one. • Regarding Recommendation 1.4, tiny homes were not discussed during the interviews or at the workshops.
o Mobile homes are currently excluded from the Truckee Home Access Program, so this recommendation has the potential to provide feasibility and be more impactful on local housing within the Town’s jurisdiction.
• Regarding Recommendation 4.3, it was intended to include seniors to fill the gap in the existing workforce housing program.
o Not all seniors meet the definition requirements for workforce or low -income but still face housing challenges.
o “Senior” refers to retired workforce, not assisted living. • Regarding Recommendation 9.1, staff intended the phrase “encourage large employers” to be broad so as to allow for opportunities to create partnerships and provide guidance for future conversations with other agencies and community organizations. o Staff would focus on large employers of seasonal staff rather than year-round staff because there are generally more challenges with finding seasonal housing. • Staff will look to include the addition of a housing trust. • Staff will look to add a recommendation to educate protected classes on their legal rights and remedies if they are subject to discrimination.
o There are no impediments for government agencies to provide funding to local non-profits, such as Sierra Community House.
o Staff will contact Sierra Community House to see if they would be interested in assisting with this proposed recommendation.

7.3 Short-Term Rental Building Electrification Token Program.
Recommended Action: That Council: (1) Provide feedback on the proposed Building Electrification Token Program concept and direct staff to develop a final program proposal for Town Council consideration; and (2) Direct staff to develop proposed amendments to the Truckee Municipal Code to allow the Town Council to approve issuance of Tokens for a broader range of programs outside of the original focus on workforce housing.
Erin Brewster, Sustainability Program Manager, and Belen de Schutter, Sustainability Intern, presented from the staff report (presentation on file with Town Clerk).
Council Discussion:
• The value of the token is variable and depends on how the owner wants to use it. • The current token waitlist is approximately 14 months with approximately 200 applications on the waitlist.
• At this time, issued tokens need to be redeemed within 36 months from issuance. • Ongoing support for the program would not require a lot of staff time. • The Town has received some initial interest in the program from property managers and relators through Visit Truckee-Tahoe.
