7. Discussion Items

7.1 Special Circumstances Rate Adjustment for Commercial Recycling.

Recommended Action: That Council: (1) Approve a special circumstances commercial solid waste rate adjustment of 2.11%, effective April 1, 2026, to add twice-a-week commercial recycling service as an option for commercial customers; and (2) Authorize the Town Manager to execute a letter agreement with Tahoe Truckee Sierra Disposal to utilize $24,193 from the Solid Waste Fund reserves to cover the Fiscal Year 2025/26 costs of the proposed commercial rate increase, fully subsidizing increased costs through June 30, 2026.

Melanie Grebitus, Program Analyst II, presented from the staff report (on file with the Town Clerk).

Council Discussion:
• It isn’t unusual for the solid waste fund to have a large balance especially considering emergency preparedness.
• The Franchise Agreement was initially designed to incentivize businesses to sign up for the recycling program by including the cost into the garbage rate as not as a fee -for- service expense.
• Council encouraged staff to research the fee -for-service option for future discussion. • To further incentive businesses, staff will consider including wildlife resistant commercial recycling containers as an option under the new Franchise Agreement instead having them be an out-of-pocket expense for those businesses.
• Staff plans to provide clear and consistent communication to businesses to educate them regarding alternative cardboard recycling options so as to not have an impact on residential cardboard recycling.
• Council encourages education to the broader community about the entire recycling program.
