1. Call to Order: Mayor Klovstad called the meeting to order at 5:00 p.m.
2. Roll Call: Council Members: Polivy, Romack, Zabriskie, Vice Mayor Henderson, and Mayor Klovstad.
Staff Present: Chris Hardy, Chief Information Security and Technology Officer; Denyelle Nishimori, Community Development Director; Becky Bucar, Public Works Director/Town Engineer; Kell y Carpenter, Town Clerk; Andy Morris, Town Attorney; Nicole Casey, Administrative Services Director; Hilary Hobbs, Assistant Town Manager/Neighborhood Services and Sustainability Director; Danny Renfrow, Chief of Police; Jen Callaway, Town Manager; Lynn Baumgartner, Program Analyst II; Carissa Binkley, Economic Vitality Program Analyst II, and Sarah Ring, Deputy Town Clerk.
3. Pledge of Allegiance: Recited in unison.
A moment of silence was observed in remembrance of the recent events in Minnesota. General information was provided regarding Senate Bill 98.

5. Presentations
5.1 Jenny Dewald, King Beach Elementary School Principal, presented the Great Kindness Challenge with students: Gordon, Abigail., Nico, Wren, and Yulianna, and Ms. Bruna Bradford, Wellness Center (presentation on file with Town Clerk). Additionally, Romina Branje, Operations Manager; Kat Soltanmorad, Director; and Chef Marisol Cardona; Truckee Tahoe Unified School District Nutrition & Food Services were recognized by Council.
Mayor Klovstad opened item 5.1 for public comment.
Seeing none, Mayor Klovstad closed public comment.
Mayor Klovstad called for a recess at 5:24 p.m.
Mayor Klovstad reconvened the meeting at 5:32 p.m.
5.2 Jackie Calvert, Visit Truckee-Tahoe, presented Visit-Truckee Tahoe’s Annual Update (presentation on file with the Town Clerk).
5.3 Lynn Baumgartner, Program Analyst II, presented the Housing Program Results Update (presentation on file with Town Clerk).

5.4 Nicole Casey, Administrative Services Director, provided a Fiscal Year 2026-2027 Budget Update (presentation on file with Town Clerk).
5.5 Jen Callaway, Town Manager, presented the Town Manager Report.
Mayor Klovstad opened public comment.

6. Consent Calendar
It was moved by Council Member Polivy, and seconded by Vice Mayor Henderson, to approve the Consent Calendar Items as follows:
6.1 Approved the minutes for January 13, 2026, Regular Meeting.
6.2 (1) Approved the Employment Agreement for Town Attorney, Andrew Morris, for the period December 31, 2025 through December 31, 2029, with an annual salary of $267,479, deferred compensation of $18,350, pension costs of $22,145, and other fringe benefits including insurance of $58,697; and (2) Approved Resolution 2026-02 awarding a non-base pay compensation increase to Town Attorney, Andrew Morris, resulting in a one-time lump sum pay amount of $2,547.48.
6.3 Authorized the Town Manager to execute a contract amendment with Tahoe Truckee Unified School District in an amount not to exceed $75,000 per fiscal year for the remaining two contracted fiscal years to include additional captioning services for the Town’s streaming and televised public meetings.
The Consent Calendar carried with the following vote:
Ayes: Council Member Polivy, Council Member Zabriskie, Council Member Romack, Vice Mayor Henderson, and Mayor Klovstad.
Noes: None.
Absent: None.
Abstained: None.
The motion passed unanimously.
7. Discussion Items
7.1 Homegrown Housing Valuation Analysis and Proposed Program Modifications.
Recommended Action: That Council review the Homegrown Housing Valuation Analysis and provide feedback on the proposed changes to the monetary incentives for Homegrown Housing.
Lynn Baumgartner, Program Analyst II, presented from the staff report (presentation on file with Town Clerk).
Council Discussion:
Staff to proceed with the revised boundaries that are aligned with the Vehicle Miles Traveled map as an initial program boundary.
Applicants will be required to have a planning application deemed complete by the Planning Division in order to be approved for the program and reserve incentive funds. Adopt the proposed milestone framework to ensure funded projects move forward. Close applications under the current guidelines on March 31, 2026. Add guideline language to prioritize shovel-ready projects, including a budget-adjustment pathway for Council approval.

Proceed with staff-recommended per-unit incentive structure and proceed with the increased incentive for lower rent caps (80% AMI rent cap). Continue supporting the state density bonus exclusion.

Announced an upcoming meeting of Placer County Board of Supervisors at Granlibakken.
Council Member Polivy
Attended a meeting of the Visit Truckee Tahoe Board.
Watched the recent Planning Commission meeting.
Vice Mayor Henderson
Watched the recent Planning Commission meeting.
Attended a meeting of the Local Agency Formation Commission. Met with Jackie Calvert, Executive Director, Visit Truckee Tahoe.
Mayor Klovstad
Met with Jackie Calvert, Executive Director, Visit Truckee Tahoe. Met with members of the community.
