Council Discussion:
• The Information Technology (IT) Division has initiated an e-waste reuse program to sell end-of-life devices to community agencies and offer them to staff before disposal . o With policy and operating procedures in place and the continued budgetary support of interns in the IT Division, this program should continue into the future. o Devices are wiped according to the Department of Defense’s standards. o Staff will share program information with the Climate Transformation Alliance. • The workplan dates for biomass completion may be delayed as Town continues to work through details on location and potential partnering agencies. • The 2025 greenhouse gas inventory work cannot start until early 2027 when data becomes available.

Verbal comment received from: Patricia Sigala.

Mayor Klovstad closed public comment.

Council Direction:

• Council accepts the Council Priorities Workplan Quarterly Update.

7.3 Homegrown Housing Funding Option Analysis.

Recommended Action: That Council review the Homegrown Housing Funding Option Analysis and provide direction to staff regarding next steps to further explore any potential funding options.

Lynn Baumgartner, Program Analyst II, presented from the staff report (presentation on file with Town Clerk).

Aaron Noussaine, BAE Urban Economics, present for questions.

Council Discussion:

• A Joint Powers Authority (JPA) could be formed to explore cross-jurisdictional funding options.
o Nevada County lacks authority to impose a Real Estate Transfer Tax (RETT) because it is not a charter county. Only charter jurisdictions can impose RETT. o JPA powers must be common to all members; therefore, the JPA could not impose RETT.
• A vacancy tax is an annual tax. RETT is not an annual tax as it is paid at the time of a property’s transfer or sale.
o From a compliance perspective, RETT would be easier to implement than a vacancy tax.
• The Town lacks authority to apply RETT to ski leases or on occupancies longer than 30 days.
• If the Town pursues RETT, it would not make it to ballot in 2026 but could be considered as part of a 2027 special election.
• Council could direct creation of a designation fund for Transient Occupancy Taxes received from short-term rentals.
• Council is still committed to deed restricting 10% of the housing stock by 2032.

Mayor Klovstad opened the item for public comment.

Written comment received from: Alison Griffin, Blair Porteous, and Brian Helm.

Verbal comment received from: Steve Teschera and Brian Helm.

Mayor Klovstad closed public comment.

Council Direction:

• Pursuit of RETT is the preferred option, but continue exploring additional revenue sources.
• Explore cross-jurisdictional funding options and partner agency collaboration. • Form a voluntary, informal (non-Brown Act) working group which would include Vice Mayor Henderson and Council Member Polivy.
• Majority supports further analysis of short-term rental permit optimization.
