7.2 Development Code Amendments for Deed-Restricted Housing Incentives (Homegrown Housing Nonmonetary Incentives).

Recommended Action: That Council conduct a public hearing and: (1) determine the Development Code amendments to be exempt from the California Environmental Quality Act pursuant to Sections 15060(c)(2), 15060(c)(3) and 15061(b)(3); (2) introduce Ordinance 2026-06 amending the Truckee Municipal Code, Title 18, Development Code, to create a Deed -Restricted Housing Incentives ordinance and related clean -up amendments; and (3) adopt Resolution 2026- 11 establishing qualifying income limits for the Deed -Restricted Housing Incentives.

Yumie Dahn, Principal Planner, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:

• A Planned Development Application would go to the Planning Commission for review. o The Flexible Design Review process would continue to include staff -level review, while the Director would retain discretion to determine whether a project should be elevated to the Planning Commission for further review . ▪ The decision to refer a project to the Planning Commission is not based on the number of public comments received, but on whether the project has the potential to set a precedent.
• To provide for more flexibility, Council supports allowing Dwelling Unit Equivalents (DUE) and a 40% limit on studio units.
• Staff will bring the component for seniors and persons with disabilities as an eligibility requirement to Council in the fall.
• On-street parking would be accessible to the public.
o Council supports 25% for on-street parking but it should not be the Town’s responsibility to maintain.
• The state, not Nevada County, updates Area Median Income (AMI) each May. • Because a small site is considered no more than one-half acre, there should be ample stormwater management and snow storage at the sacrifice of landscaping and open space.
• Council supports the requirement of inclusionary workforce housing to support mixed income projects and continuing to require the inclusionary component for the Development Code incentive.
o Staff will bring updated program guidelines back to Council which will include monetary incentives for a fully deed restricted project. • Council supports the deed restricted term of 55 years with no automatic renewal. o Staff will look at including a clause to allow for the Town to purchase deed restrictions at their expiration.
• Council is not in favor of the Planning Commission’s recommendation to have decks and storage served by a common walkway.
• Council supports Planning Commission’s recommendation to have one common laundry facility for every four dwelling units.

Mayor Klovstad opened the public hearing asking for anyone wishing to speak in support or opposition to the action stated above.

Written comment received from: Brian Helm, Hayes Paryzbok (2), Jason Toups, and Sophia Heidrich.

Mayor Klovstad adjourned for a recess at 7:17 p.m.

Mayor Klovstad resumed the meeting at 7:30 p.m.

Council Direction:

• No maximum site coverage or minimum open space on sites 0.5 acres or smaller. o Snow storage and drainage must be met.
o Landscaping is not a priority.
• Town will not maintain on-street parking.
• Allow DUEs, but include a studio cap at 40% for all projects • Require inclusionary housing and allow monetary incentives for inclusionary housing.
• Deed-restricted term is 55 years, which will not automatically renew, but staff to include a clause to purchase deed restriction at the end of the term for both monetary and non-monetary incentives.
• Staff to revert back to standard requirements and not allow use of common exterior walkways for decks and storage.
• Staff to bring component for seniors/persons with disabilities at later date. • Update the Homegrown Housing program guidelines to incorporate the 180% AMI threshold.

The staff recommendation, with additional Council direction above, was moved by Council Member Romack, seconded by Council Member Polivy, and adopted with the following vote:

Ayes: Council Member Polivy, Council Member Romack, and Mayor Klovstad.

7.3 River Revitalization Steering Committee Update.

Recommended Action: That Council: (1) direct staff to reconvene the River Revitalization Steering Committee as an ad-hoc advisory group; and (2) provide direction to staff regarding the Catalyst Project focus area.

Carissa Binkley, Economic Vitality Program Analyst II, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:

• Property owners of the catalyst sites may independently contract with the consultant to advance the projects at their own expense.
• At this time, staff does not have the resources or capacity to oversee both a reconvened River Revitalization Steering Committee (R2SC) and the Economic Vitality Strategic Plan (EVSP).

Special Town Council Meeting April 07, 2026 Page 5 of 6 Verbal comment received from: Jessica Penman and Jan Holan.

Mayor Klovstad closed public comment.

Council Direction:

• Council approves reconvening R2SC so long as the scope does not expand beyond the allotted time or resources remaining and does not jeopardize the EVSP. • Council gives R2SC the flexibility to navigate the remaining focus area within the scope.

7.4 Guidelines for Building Electrification Token Program and Truckee Municipal Code Amendments.

Recommended Action: That Council: (1) introduce Ordinance 2026-07 amending Section

5.02.030 of the Truckee Municipal Code to allow for issuance of Town Council Priority Program Transient Occupancy Registration Certificates; (2) find Ordinance 2026 -07 exempt from the California Environmental Quality Act pursuant to Sections 15060, 15061, 15301, and 15378; (3) approve the guidelines for the Building Electrification Token Program and direct staff to launch this program in summer 2026; and (4) provide direction to staff on recommended program goal(s) and performance metrics.

Erin Brewster, Sustainability Program Manager, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:
▪ Tokens can be transferred once to another person and can be redeemed to no more than two eligible properties per year.
o Once redeemed, the token becomes inactive.
▪ Tokens can be reserved with the submission of a pre-application which would be before any upgrades commence.
o Tokens are issued once staff receives supporting documentation that the upgrades are complete.
o Although the Town will not be involved in the transference of a token, staff will include additional details to clarify the terms of transferring and using tokens as part of the program.
▪ Staff plans to advertise the token program to those on the waitlist as well conduct other outreach efforts with partnering agencies.

Mayor Klovstad opened the item for public comment.

Written comment received from: Blake Herrschaft and Jackie Calvert.

Verbal comment received from: Jason Toups.

Mayor Klovstad closed public comment.

Council Direction:

• Staff to track metrics, including the number of air conditioning units installed and gas furnaces replaced, and report back after six months.

The staff recommendation, with additional Council direction above, was moved by Council Member Romack, seconded by Mayor Klovstad, and adopted with the following vote:
