7. Discussion Items
7.1 2027-2035 Housing Element Public Review Draft.
Recommended Action: That Council review the 2027-2035 Housing Element (7th Cycle) Public Review Draft, the Planning Commission’s recommendations, and public comment, and direct staff to incorporate modifications, if necessary, into the draft Housing Element for submittal to the California State Department of Housing and Community Development for review.
Yumie Dahn, Principal Planner; presented from the staff report (presentation on file with Town Clerk).
Mayor Klovstad opened the item for public comment.
Seeing none, Mayor Klovstad closed public comment.
Council Direction:
• Remove the proposed Truckee-specific Area Median Income policy from the draft before submission to the California Department of Housing and Community Development.
o Council may reconsider adding the policy during a future review. • Retain the proactive housing-site inventory buffer and associated rezoning program. • Keep the existing Lease to Locals program requirements unchanged and not add a new incentive for shorter seasonal leases.
• Incorporate Council’s direction and proceed with submitting the revised draft Housing Element to the California Department of Housing and Community Development. • Incorporate technical corrections and clarifications into the draft requested by Council:
o Clarify the reported 78% owner-occupancy rate.
o Correct Table HF-1 which reports 105% progress toward the very low-income housing allocation while also identifying 50 units remaining to be built. o Replace outdated reference to Squaw Valley Olympics with 1960 Winter Olympics or another appropriate reference.
o Revise language from pipeline projects to projects in the entitlement pipeline for clarity.
o Review and reconcile the discrepancy between the draft Housing Element’s reference to protecting 350 mobile-home spaces and the figures in the presentation showing a decline from 441 to 414 mobile homes.
