7. Discussion Items

7.1 Adopt Resolution 2026-45 Regarding Updates to the Town-Wide Fee Schedule.

Recommended Action: That Council conduct a Public Hearing and adopt Resolution 2026-45 approving an inflationary adjustment, additions, and corrections to the Town Wide Fee Schedule.

Nicole Postlewaight, Senior Accountant, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:

 Staff confirmed that in 2007, the Town commissioned a consulting firm to complete a comprehensive fee study to review and analyze its cost recovery approach. o Staff anticipates releasing a Request for Proposal for an updated fee study for the fiscal year 2027/28 Updated Fee Schedule.
 The Accessory Dwelling Unit (ADU) Refinance Fee goes into effect if a homeowner has an ADU loan with the Town and refinances their primary mortgage.  Council discussed delaying the increase to specific housing fees related to Truckee Home Access Program, Homegrown Housing and Short-Term Rentals until an updated fee study has been completed or, alternatively, freezing the increase of the Homegrown Housing and Truckee Home Access Program fees and lowering the Short-Term Rental Program fee from 15% to 5%.
o The amount of money to be collected from these fees is nominal. o The fee increases are not vital to programs’ health.
 Council further deliberated that the community has not objected to these fee increases and has further requested incremental increases over time rather than substantial increases all at one time.
o By making an exception on freezing fee increases, it may create a difficult precedent and cause more problems in the future.
o By first conducting the fee study, staff will be able to analyze the information and apply it to future Fee Schedules.
o Freezing the fees will not increase the amount of housing.  Council discussed the potential for conversation with the Truckee Tahoe Workforce Housing Agency and other partner agencies regarding a fee deferral. o There may be a need to bring elected members to the table to further the conversation.
o Staff will bring a housing fee discussion to the workplan update.

Mayor Klovstad opened the public hearing asking for anyone wishing to speak in support or opposition to the action stated above.

25. Alfred Knotts, Assistant Public Works Director, presented from the staff report (presentation on file with Town Clerk).

Council Discussion:

 Staff plans to continue the discussion of options for non-employees of businesses in the parking district to purchase annual parking passes.
 Part of the future curbside management discussion will include locations for a 15-minute loading zone and additional bike parking locations.
 Staff will address broader wayfinding signage to direct the public to the value parking locations.
 Staff has not yet identified the best use for the Transit Center lot, but it will be part of a bigger inventory discussion once staff understands the need.  This Parking Code update seeks to establish a baseline program that can serve as a framework for evaluating other parking programs, such as overnight residential parking, while also assessing the need for and utilization of available parking for future discussions.
 Phase Two timing can be dictated by the Council in its workplan. o Council to discuss the timing at the next Council retreat.  Council would like to keep the option of parking garages open for future discussion.  Parking rates could vary based on time of day and day of the week.  Council would like additional outreach to residents and visitors beyond the Truckee Chamber of Commerce and the Truckee Downtown Merchants Association.
