Emergency meeting to discuss the emanate demolition of historic Advance building downtown.

We as a council previously determined that historic preservation, when feasible, is in the city's best interest.

Given that the city is in the process of trying to establish a downtown historic district as a means to encourage historic preservation, I therefore recommend the following:

1. Council place a 6 month moratorium on the issuance of demolition permits( for non life safety issues) in downtown.

2. Staff shall immediately notify city council of any demolition permit applications received in order to provide council time to work with the property owner and community to determine if there are any feasible alternatives to demolition.

3. At the end of the 6 month period if no feasible alternatives have been found the demolition permit shall be issued upon permit fee payment.

4. Also consider raising the cost of demolition permits.
