Council Action: City Attorney Mario U. Zamora advised that a new Exhibit B will be substituted that better illustrates the area that the City is going to occupy in the building which will not affect the terms of the agreement. Vice Mayor Harrell pulled this item to inquire about the change from the original proposal in who would be responsible for expenses for the facility such as utilities, stating that the staff report does not say what the potential cost may be for the City for expenses being borne by the City. City Manager Marc Mondell provided a response thereto. Councilmember Sigala expressed concern that the custodial service for the TBIZ area of the building will be contracted out instead of using City staff. Donnette Silva-Carter provided a response thereto. Following discussion, it was moved by Councilmember Mederos, seconded by Councilmember Sayre, and carried 5 to 0 to approve the item as presented to include an update to Council twelve months from the date of operation (Councilmember Sigala and Vice Mayor Harrell abstained without stating a legal disqualification; therefore, their abstentions counted as affirmative votes pursuant to the Council Handbook).
