1. CALL TO ORDER
Mayor Isherwood called to order the special meeting of the Tulare City Council at 6:01 p.m. in the Council Chamber located at 491 North M Street.
Councilmember Sigala led the Pledge of Allegiance.
2. PUBLIC COMMENT
There were no public comments.
3. GENERAL BUSINESS
3.1 SB 1 Transportation Improvement Projects for Fiscal Year 2026.
Recommended Action: Adopt a resolution identifying the Road Maintenance and Rehabilitation Account (RMRA) funds available through Senate Bill 1 (SB 1) that have been programmed into the City of Tulare’s Capital Improvement Program for Fiscal Year 2026 and a list of proposed projects that will utilize those funds.

Public Comment: There were no public comments.
Council Action: It was moved by Councilmember Sigala, seconded by Vice Mayor Harrell, and unanimously carried to approve the item as presented.
3.2 Tulare Avenue and Oakmore Street Intersection Deferred Improvement Agreement.
Recommended Action: Consider a Deferred Improvement Agreement with the developer of the Fulton Estates project at the southwest corner of Tulare Avenue (SR-137) and Oakmore Street.
Presented By: Assistant City Manager Thomas W. Gaffery IV Public Comment: There were no public comments.
Council Action: Staff advised they are still working on this item; therefore, no action was taken. Councilmember Mederos provided additional information regarding the current status and the issues being worked through. Questions posed by Council were responded to by staff.

Council recessed to closed session at 6:12 p.m.

Council reconvened from closed session at 7:10 p.m.

City Attorney Mario Zamora advised there was no reportable action.
7. ADJOURNMENT
Mayor Isherwood adjourned the special meeting at 7:10 p.m.
