Direct staff to draft policy for Tulare PD to seek proper identifcation of masked federal agents Mr. Mayor and Council,
I would like to ask for your support in placing on our August 5, 2025, meeting agenda the following item for discussion and possible action:
* That the City Manager direct the appropriate city staff to develop a draft policy for council consideration that would instruct officers of the Tulare Police Department responding to calls related to immigration activities to: 1) seek proper identification and/or credentials of any masked individuals claiming to be federal agents operating within the City of Tulare who have no visible identification markings, 2) request to speak to a supervisor in charge of the operation and, 3) capture the interaction on body camera for transparency and accountability.
There have been examples of individuals posing as federal agents that have kidnapped, harassed and endangered members of the public. We need to ensure the safety of our residents.
The recent immigration activities throughout the country have stoked fear throughout many communities and I believe it is proper for our local law enforcement to ascertain if those activities are being conducted by duly lawful agents of the federal government.
Thank you for your consideration.

Presentation by Tulare Healthcare Providers on the status of access to healthcare.
Mr. Mayor and Council,
I would like to ask for your support in placing on our August 5, 2025, meeting agenda the following item for discussion and possible action:
* That the Council direct the appropriate city staff to invite our local healthcare providers to provide a presentation on the possible impacts our city residents may face with the recent passage of the federal funding bill passed by Congress and signed by the President.
The recent passage of the federal spending bill has highlighted a number of policy and funding decisions and policies made at the federal level that may seriously impact our constituents.
There has been much discussion on the possible closure of rural hospitals and thousands of Tulare residents being impacted which could lose access to affordable healthcare.
It would be a great opportunity for our residents to understand what is the future status of healthcare access in Tulare.
Thank you for your consideration.

Planning and Research for new multi-diamond Softball Park on Westside.
Mr. Mayor and Council,
I would like to ask for your support in placing on our August 5, 2025, meeting agenda the following item for discussion and possible action:
* That the Council direct the appropriate city staff to begin the process of researching, planning, and exploring the cost, logistics, and steps for building a multi-diamond softball complex on the west side of the city in alignment with the results of the city’s park master plan.
* That staff also includes studying how building this sports park, as part of the city's regional park plan, could spur economic development on the westside.
As you may recall, the city adopted its parks master plan, which called for the building of a regional sports park that could include a new softball park complex somewhere in the city.
And more recently, the Council set aside $ 50,000 dollars in the new fiscal year budget for planning projects such as this.
It has been months since the plan was adopted by the Council, and I believe it is time for the city to begin exploring the various steps necessary to accomplish some of the plan's recreational goals.
Thank you for your consideration.
