1. CALL TO ORDER
Mayor Isherwood called to order the special meeting of the Tulare City Council at 6:34 p.m. in the Council Chamber located at 491 North M Street.
2. PUBLIC COMMENT PERTAINING TO CLOSED SESSION ITEMS
There were no public comments.
3. RECESS TO CLOSED SESSION TO DISCUSS THE FOLLOWING
3.1 Conference with Legal Counsel - Existing Litigation (Gov. Code § 54956.9(d)(1)) Name of Case: VCU317197 Laborers International Union of North America Local 294 and People of the State of California, Ex Rel. Rob Bonta, Attorney General of the State of California v. City of Tulare
The City Council recessed to closed session at 6:35 p.m.
4. RECONVENE FROM CLOSED SESSION
The City Council reconvened from closed session at 7:22 p.m.

Mayor Isherwood advised there was no reportable action from closed session.

7. CALL TO ORDER
Mayor Isherwood called to order the regular meeting of the City Council at 7:23 p.m. in the Council Chamber located at 491 North M Street.
8. PLEDGE OF ALLEGIANCE AND INVOCATION
Fire Chief Ott led the Pledge of Allegiance, and an invocation was given by Steve Duyst, Pastor of Tulare Community Church.
9. PROCLAMATIONS & RECOGNITIONS
9.1 Recognition to Tulare Baseball Association 9U All-Stars for Accomplishments.
Mayor Isherwood presented certificates of recognition to members of the Tulare Baseball Association 9U Cal Ripken All-Stars for their accomplishments this season.
10. PUBLIC COMMENT
There were no public comments.
11. PRESENTATIONS
11.1 Tulare County Regional Transportation Agency (TCRTA) Update. Derek Winning, Executive Director of TCRTA, provided a brief presentation updating the City Council on the work of the TCRTA.
12. COMMUNICATIONS
City Manager Marc Mondell advised there were no communications.
13. COUNCIL REPORTS AND ITEMS OF INTEREST
Council reported on recent events and discussed items of interest.
14. CONSENT CALENDAR
It was moved by Councilmember Sigala, seconded by Vice Mayor Harrell, and unanimously carried to approve the items on the Consent Calendar as presented.
14.1 Waive the reading of ordinances and approve reading by title only.
Recommended Action: Approve the reading by title only of all ordinances and that further reading of such ordinances be waived.
14.2 Approval of City Council Meeting Minutes.
Recommended Action: Approve the minutes of the special and/or regular meeting of August 19, 2025. [M. Wilcox]
14.3 Downtown Tulare PBID Committee Appointment.
Recommended Action: Appoint Adrian Herrera to the Downtown Tulare Property-Based Improvement District Committee. [J. Gomez]
14.4 Conditional Final Map Acceptance – Mission Creek.
Recommended Action: Conditionally approve the final map and subdivision improvement agreement for the Mission Creek subdivision for recordation, and accept all easements and dedications offered to the City, subject to receipt of the signed final map, all fees, and other required items prior to November 01, 2025. 14.5 Liberty Hill Phase 1 Notice of Completion.
Recommended Action: Accept the required public works improvements for Phase 1 of the Liberty Hill subdivision located on the northwest corner of West Street and Bardsley Avenue, authorize the City Engineer to sign a Notice of Completion (NOC), and direct the City Clerk to file the NOC with the Tulare County Recorder’s Office. 14.6 Water Line Easement for CIP Project WT0055 – Hwy 99 Water Crossing.
Recommended Action: Accept a relocated Grant of Easement for water line purposes from Quest Equity, LLC, and authorize a Quitclaim Deed for a portion of a prior easement that will no longer be needed. Authorize the City Manager or his designee to sign the Certificate of Acceptance and Certificate of Conveyance for the same. [M. Miller]
14.7 2024-25 Transportation Development Act Claim.
Recommended Action: Adopt a resolution 1) concurring with the Tulare County Regional Transportation Authority’s claim of a portion of the City of Tulare’s Fiscal Year 2025 Transportation Development Act allocation in the amount of $1,118,207.49 in State Transit Assistance, $1,716,303.28 in Local Transportation Funds, and $165,680.85 in State of Good Repair Apportionment “SGR” funds, and 2) authorizing the City of Tulare’s claim of the remainder of $2,170,188.74 in Local Transportation Funds. 15. GENERAL BUSINESS
15.1 First Reading of Ordinance to Change Council Meeting Time.
Recommended Action: Pass-to-print an ordinance repealing and replacing Section
1.16.010 (Time, place of regular meetings) of Chapter 1.16 (Council Meetings) of the Tulare Municipal Code to change the start time of regular City Council meetings to 5:30 p.m.

Council Action: It was moved by Councilmember Mederos, seconded by Vice Mayor Harrell, and unanimously carried to approve the item as presented.
