The appropriations limit, which became effective following passage of Propositions 13 and 4 by California voters in 1978 and 1979, Item #: 10.2
General Business
respectively, places a limit on the growth of local government spending by capping revenue that can be appropriated in any given fiscal year. The City’s limit is calculated by adjusting its prior year’s limit on the basis of changes in population and per capita personal income. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TULARE
ESTABLISHING THE POSITION AUTHORIZATION RESOLUTION FOR FISCAL YEAR 2027 WHEREAS, maintaining a Position Authorization Resolution is an essential best practice in municipal budgeting and internal controls; and
WHEREAS, the number of full-time positions in which persons may be employed by the City of Tulare during Fiscal Year 2027 is set forth in Exhibit A of this Resolution; and WHEREAS, the number of persons employed in full-time positions shall not exceed the total number of authorized positions; and
WHEREAS, a change in the total number of full-time positions authorized in the City shall only be accomplished by resolution of the City Council.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tulare, as follows:

Section 1. The City Council of the City of Tulare hereby establishes the number of full-time positions in which persons may be employed by the City during Fiscal Year 2027, as set forth in Exhibit A of this Resolution.

Section 2. The City Manager shall bring to the City Council authorized positions to be added during the fiscal year for approval.

Section 3. The City Manager is hereby authorized to make revisions to job descriptions without limitation and make title changes that do not materially alter the positional role, affect the Position Authorization Resolution, or require approval as part of the collective bargaining process.

Section 4. The City Manager, or their designee, is hereby authorized to recruit and fill positions in anticipation of known upcoming vacancies to minimize periods where key positions remain unfilled, even if employee counts temporarily exceed the authorized position count for a particular classification. Such actions shall not result in an adjustment to total divisional appropriations, and all associated costs must be absorbed through savings in other line items so the total division budget remains unchanged.

PASSED, APPROVED, AND ADOPTED by the City Council of the City of Tulare this 2nd day of June 2026, by the following vote:
