TULELAKE CITY COUNCIL
July 02, 2024 - 5:30 PM
Mayor Tom Cordonier called the meeting to order at 5:38PM. Council Member Henry Ebinger was present. Council Member Teresa Williams was present via conference call. Also in attendance were City Clerk, Aissa Martinez, Chief Resilience Officer, Jose Fiscal and City Hall Administrator, Jenny Coelho. Those absent were Mayor Pro Tem Bryan Hendricks; Council Member, Julia Pena Larsen; City Treasurer, Sara Luscombe; Finance Director, Will Sargent; Chief of Police, Tom Hoy; Director of Public Works, Jose Perez; Assistant City Admin, Jazlyn Chavolla and Police Officers Brant Mauk and Jorge Ruiz.
APPROVAL OF THE JUNE 18, 2024, REGULAR MEETING MINUTES
Council Member Ebinger made a motion to approve the June 18, 2024, regular meeting minutes.
Mayor Cordonier seconded the motion. All votes were aye. Motion carried. (Motion 24-132)
APPROVAL OF THE JUNE 25, 2024, SPECIAL MEETING MINUTES
Mayor Cordonier made a motion to approve the June 25, 2024, special meeting minutes.
Council Member Ebinger seconded the motion. All votes were aye. Motion carried. (Motion 24-133)
APPROVAL OF THE PAYMENTS OF BILLS
Council Member Ebinger made a motion to approve paying the bills presented. Mayor Cordonier seconded the motion. All votes were aye. Motion carried. (Motion 24-134)

REVIEW AND APPROVAL OF SISKIYOU COUNTY LOCAL TRANSPORATATION COMMISSION LOCAL TRANSPORTATION FUND- TRANSPORTATION CLAIM FOR FISCAL YEAR 2024/2025 Council Member Ebinger made a motion for the approval of Siskiyou County Local Transportation Commission Local Transportation Fund- Transportation Claim for Fiscal Year 2024/2025. Mayor Cordonier seconded the motion. All votes were aye. Motion carried. (Motion 24-135)
REVIEW THE REVISED 2023 ANNUAL GROUNDWATER SUSTAINABILITY PLAN This was a Public Hearing for the 2023 Annual Groundwater Sustainability Plan. No action taken.
REVIEW AND APPROVAL OF RESOLUTION 24-08, A RESOLUTION OF THE CITY OF TULELAKE
COUNCIL ACTING AS THE GROUNDWATER SUSTAINABILITY AGENCY FOR ALL THOSE PORTIONS
OF THE TULE LAKE GROUNDWATER SUBBASIN LOCATED WITHIN THE CITY OF TULELAKE, TO ADOPT THE REVISED TULE LAKE GROUNDWATER SUBBASIN ANNUAL REPORT FOR THE 2023
WATER YEAR, IN COORDINATION WITH THE COUNTY OF MODOC, COUNTY OF SISKIYOU, AND
THE TULELAKE IRRIGATION DISTRICT GROUNDWATER SUSTAINABILITY AGENCIES (GSA'S), AND
TO DIRECT STAFF TO SUBMIT SAID REPORT TO THE CALIFORNIA DEPARTMENT OF WATER
RESOURCES
City Clerk, Aissa Martinez, read the title of Resolution 24-08. Council Member Ebinger made a motion for the approval of Resolution 24-08, a Resolution of the City of Tulelake Council acting as the Groundwater Sustainability Agency for all those portions of the Tule Lake Groundwater Subbasin located within the City of Tulelake, to adopt the revised Tule Lake Groundwater Subbasin Annual Report for the 2023 Water Year, in coordination with the County of Modoc, County of Siskiyou, and the Tulelake Irrigation District Groundwater Sustainability Agencies (GSA's), and to direct staff to submit said report to the California Department of Water Resources. Mayor Cordonier seconded the motion. All votes were aye. Motion carried. (Motion 24-136)

Chief of Police: Absent.
Minutes of July 02, 2024 - Regular
Chief Resilience Officer: Jose Fiscal commented that he's still working on the equipment's grant.
City Hall Administrator: Jenny Coelho commented that City Hall staff will be interviewing next week for the Assistant City Admin position. She also commented that EPA will be here next week doing testing on the abandoned buildings.
Director of Public Works: Absent.
Finance Director: Absent.
