TULELAKE CITY COUNCIL
October 23, 2024 - 5:30 PM
Mayor Tom Cordonier called the meeting to order at 5:30PM. Mayor Pro Tem, Bryan Hendricks and Council Members, Henry Ebinger, Teresa Williams and Julia Pena Larsen were present. Also in attendance were City Clerk, Aissa Martinez and Assistant City Admin, Cecilia Alvarado. Director of Public Works, Jose Perez, arrived at 5:36PM.
Those absent were City Treasurer, Sara Luscombe; Finance Director, Will Sargent; Chief of Police, Tom Hoy; Chief Resilience Officer, Jose Fiscal; City Hall Administrator, Jenny Coelho and Police Officers Jorge Ruiz and Brant Mauk.
APPROVAL OF THE OCTOBER 15, 2024, REGULAR MEETING MINUTES Council Member Ebinger made a motion to approve the October 15, 2024, regular meeting minutes. Mayor Cordonier seconded the motion. All votes were aye.

APPROVAL OF THE PAYMENTS OF BILLS
Council Member Ebinger made a motion to approve paying the bills presented including the Axon bill. Mayor Cordonier seconded the motion. All votes were aye. Motion carried. (Motion 24-184)

APPROVAL TO BUY GARBAGE CANS FOR THE CITY
Director of Public Works, Jose Perez, commented that he would like to purchase garbage cans for the City for $87.90 each garbage can and he would like to order 30 of them.
Council Member Ebinger made a motion for the approval to buy garbage cans for the City. Mayor Cordonier seconded the motion. All votes were aye. Motion carried. (Motion 24-185)
APPROVAL TO BUY TIRES FOR BACKHOE
Director of Public Works, Jose Perez, commented that he would like to purchase two tires for the backhoe for a total of $1,641.94. Mayor Cordonier made a motion for the approval to buy tires for backhoe. Council Member Ebinger seconded the motion. All votes were aye. Motion carried. (Motion 24-186)
APPROVAL OF LANGAN PROPOSAL FOR PROFESSIONAL SERVICES FOR RECORD OF SURVEY FOR APN# 050-201-010-000
Mayor Cordonier made a motion for the approval of Langan proposal for professional services for record of survey for APN# 050-201-010-000. Council Member Ebinger seconded the motion. Four votes were aye with one abstaining. Motion carried. (Motion 24-187)
REVIEW AND DISCUSS QUOTE FROM BOB'S EXCAVATING TO REMOVE MALLARD
BUILDING MATERIALS
- Chief of Police, Tom Hoy, called in on this item and commented that Bob's Excavating will charge $150 per hour per truck to remove Mallard building materials. Mayor Pro Tem Hendricks made a motion for the approval of quote from Bob's Excavating to remove Mallard building materials. Council Member Ebinger seconded the motion. All votes were aye. Motion carried. (Motion 24-188)

REVIEW AND DISCUSS COUNCIL MEMBER ATTENDANCE AS PER GOV'T CODE § 36513 Council Member Williams commented that Bryan Hendricks' position as Mayor Pro Tem should become vacant because he has missed six Council meetings in a row. Council Member Ebinger commented that Bryan Hendricks was off fighting fires, and he thinks these meetings should be excused as he's serving the public. Discussion only. No action taken.
