A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TULELAKE AUTHORIZING THE MAYOR AS THE

APPROVED SIGNOR FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAMS AND APPROVING

THE SUBORDINATION OF PROGRAM LOANS TO A SECOND DEED OF TRUST WHEREAS, the City of Tulelake participates in the Community Development Block Grant (CDBG) Programs administered through the State of California Department of Housing and Community Development (HCD); and WHEREAS, the City operates CDBG-funded local programs, specifically including the Home Assistant Loan Program and the Economic Development Loan Program, to foster affordable housing stability and local economic growth; and
WHEREAS, conventional lending parameters and state program guidelines require designated local program loans to occupy a junior lien position to facilitate primary financing for participating program recipients; and WHEREAS, the City Council desires to explicitly grant signing authority to the Office of the Mayor to execute all necessary security instruments, contracts, and program documents.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tulelake as follows:

2. Scope of Authority: The Mayor is authorized to execute, on behalf of the City, all loan agreements, promissory notes, escrow instructions, deeds of trust, subordination agreements, and any other ancillary documents required for the closing and administration of these loans.

Subject: City of Tulelake Drought Relief Project
Grant Agreement No. 4600015602

TIME EXTENSION REQUEST
On behalf of the City of Tulelake, this letter respectfully requests a time extension for construction of the subject project for the reasons set forth below.
• During the bi-weekly construction meeting held on August 20, 2026, the Contractor advised that the dV/dt filter required for the VFD cable has a two-month lead time and is not expected to arrive until November 2026. The Grant Agreement currently requires project completion by December 31, 2026. A time extension is requested to address the delayed delivery of this critical component and to provide reasonable contingency for any additional construction delays that could otherwise cause the work to extend beyond the funding deadline.

Table 1 presents the original project schedule, including due dates for key deliverables, together with the proposed revised timetable.

Construction of the drought relief project is anticipated to be completed by June 2027. Related project deliverables will be scheduled consistent with that completion date.
