1. PRESENTATION
A. Staff presentation to City Council and Planning Commission to review, discuss and provide comments to staff regarding the City’s Housing Element (Quintero)
Director Quintero introduced Andrew Hill, Principal with Dyett & Bhati, who provided a PowerPoint Presentation on the General Plan Update for the Housing Element and zoning ordinance updates. Mr. Hill provided a project overview and discussed project c omponents such as the Housing Element Update, Safety Element Update, Environmental Justice Element and zoning amendments. He spoke about Regional Housing Needs Allocation (RHNA), capacity for new housing, and identifying opportunities for housing. He also spoke about accessory dwelling units (ADUs), graduated density and congregational overlay.
Mr. Hill explained that an update of the Housing Element triggers statutory requirements to update the Safety Element and to adopt an Environmental Justice Element and that the Environmental Justice Element must characterize issues prevalent to Turlock and incorporate goals and policies to address them. He stated that the California EPA has designated areas of Turlock as “disadvantaged communities” and that state funding is available to help address environmental justice issues and improve the quality of life in those areas.
Community engagement and outreach was discussed. S ome engagement methods to be used will be internet and social media posts, pop up outreach, stakeholder group focus groups, online survey, community open house meeting and updates at City Council meetings.
