Attraction strategies within economic development are
designed to draw new businesses, industries, and
investments to a region. These strategies typically involve a combination of marketing, incentives, infrastructure
development, and partnership-building to create a
compelling case for businesses to relocate or expand.
Turlock offers a strategic location along the Highway 99 corridor with high visibility and access to over 640,000 people within a 20-mile radius, making it an ideal place for business growth. The City supports new investment through its Development Incentive Program, including a 25%

Business Attraction Monthly Report - July/August 2026
9 Area Development Magazine recently highlighted five major forces reshaping corporate site-selection and expansion decisions:
Labor availability
Housing affordability
Infrastructure capacity
Automation
Artificial intelligence
The article notes that companies are increasingly evaluating not only traditional factors such as available sites, costs and incentives, but also whether communities can provide sufficient infrastructure, develop and retain talent, support workforce housing, and coordinate effectively among local government, economic development, education and workforce partners.
Economic Development Takeaway:
Communities that can demonstrate development-ready sites, infrastructure capacity, workforce partnerships, housing availability and coordinated local leadership are increasingly better positioned to compete for private investment.
These trends reinforce several priorities within Turlock's Economic Development Strategic Plan, including infrastructure readiness, workforce development, housing as an economic development strategy, and strengthening partnerships that support business attraction and expansion.

31 On August 4th many Turlock residents
opened up your neighborhoods and welcomed
us for National Night Out. We had a great time
visiting block parties across the city, meeting
new faces, reconnecting with familiar ones,
and spending the evening together.
On August 10 we welcomed three new
officers to the TPD family - Officer Jose
Saucedo, Officer Marshal Vasquez, and Officer
Giovany Aguirre. Our newest officers also
share another special connection: all three are
veterans who have already dedicated a part of
their lives to serving our country.
th
On August 12 members of the Turlock
Police Department Community Advisory Board
to the Chief of Police received an inside look at
two of our specialized units; K-9 and Traffic
Safety.
th
On August 27 we bid farewell to Captain
Miguel Pacheco after 26+ years of dedicated
service. Congratulations, Miguel!
