CORRELATION TO THE STRATEGIC PLAN:

The Tustin Legacy Neighborhood “D” South Phase 2 – Package 1 and South Hangar Infrastructure Project contribute to the fulfillment of the City’s Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the project supports Strategy 1, which among other items, is to develop critical phases of Tustin Legacy.

The civil portion of the work for the South Hangar project also contributes to fulfilling Goal B: Public Safety and Protection of Assets, specifically the project implementation of Strategy 5, which is to create and implement a plan to protect the City’s public assets.

BACKGROUND AND DISCUSSION:

Neighborhood “D” South Phase 2 is generally bounded by Airship Avenue, Warner Avenue, Compass Avenue, and Armstrong Avenue. The project scope of work included clearing and grubbing, grading, pedestrian bridge surcharge mounding, construction of storm drain, water, reclaimed water, sanitary sewer, and roadway improvements, as well as civil improvements to deliver electrical power to the South Hangar property for future potential use.

On November 7, 2023, the City Council authorized the award of a construction contract to Boudreau Pipeline Corporation. Construction was completed to the satisfaction of the City Engineer on July 10, 2026, and the project is now ready for City Council acceptance. _________________________
