DISCUSSION AND POTENTIAL ACTION ITEMS

1. Luckie Park Pool Rehabilitation.

RECOMMENDATION: The City Council review the proposed layout and features for the Luckie Park Pool and provide direction on the release of bidding given the current higher bidding market.

City Manager Luckino presented the Staff Report and explained that the reason for this meeting today is to relay the additional dollars needed to construct and the need for the touch scoring system per the new CIF rules from the High School. He mentioned that Bryant Ismerio with Tilden-Coil and Ken Moeller with Arch-Pac Aquatics, were present via Zoom to explain or answer any questions.

Councilmember Mintz asked if installing the gutter system would be more efficient as opposed to the skimmer.

Mr. Moeller replied yes for competitive pools it is better. Councilmember Mintz asked Recreation Division Manager Minatrea if the restrooms are efficient and Recreation Division Manager Minatrea replied that they are, however, they could use a complete renovation.

Councilmember Bilderain commented that the School District needs to step up and help with this funding, especially for the touch screen scoring system. Mayor O'Gilvie agreed. Councilmember Mintz stated yes, they do, however, they are not going to pay for the actual infrastructure part of the pool, we have the American Rescue Plan Act (ARPA) money, and it is a one-time opportunity to put something nice in Twentynine Palms, so we should act on it and do it all right. Councilmember Klink commented that the School District needs to be a part of this scoring system upgrade. Mayor Pro Tem Wright commented that we need to consider the children, giving them the same advantages, that others have, and he agrees 100% that if the School District is going to upgrade the scoring system at Yucca Valley High School, then they need to do so here. Mayor O'Gilvie asked if the Council could wait to vote on the scoring system so that an answer can be obtained from the School District on whether they will assist with the funding of the scoring system.

ACTION: A motion was made by Councilmember Mintz, seconded by Mayor Pro Tem Wright to move forward with all the pool improvements, upgrade the gutter system, add the wiring for the score system, adding the 1.1 million to the budget to make sure the pool is ready for competition as soon as deemed possible.

The above motion was carried by the following:
