PROCLAMATION
WOMEN’S HISTORY MONTH
WHEREAS, every March, Women’s History Month provides an opportunity to honor the generations of trailblazing women and girls who have built our Nation, shaped our progress, and strengthened our character as people; and
WHEREAS, throughout our history, despite hardship, exclusion, and discrimination, women have strived and sacrificed for equity and equality in communities across the country. Generations of Native American women were stewards of the land and continue to lead the fight for climate justice. Black women fought to end slavery, advocate for civil rights, and pass the Voting Rights Act. Suffragists helped pass the 19th Amendment to the Constitution so that no American could be denied a vote on the basis of sex; and WHEREAS, women and girls continue to lead groundbreaking civil rights movements for social justice and freedom so that everyone can realize the full promise of America; and WHEREAS, this Women’s History Month, as we reflect on the achievements of women and girls across the centuries and pay tribute to the pioneers who paved the way, let us recommit to the fight and help realize the deeply American vision of a more equal society where every person has a shot at pursuing the American dream. In doing so, we will advance economic growth, our health and safety, and the security of our Nation and the world.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Twentynine Palms, does hereby proclaim March 2024 as WOMEN’S HISTORY MONTH and invites everyone to learn more about the vital contribution of women to our Nation’s history.

Breakdown-2
BACKGROUND:
The Sanctuary Church has reserved the Community Center Gymnasium and kitchen over a four-day period, from April 25th through April 28th to celebrate their 20th anniversary. The organizer has requested that the fees be waived due to the Church’s non-profit status.
The City Council's policy on waiving fees dated September 26, 1989 allows private non-profit organizations, public or private charitable organizations or other public service agencies to use city facilities at no charge. It is recommended that this policy be updated as it is outdated, as it does not place a maximum reservation cap on facility rentals.
Currently, non-profits that book facility reservations are permitted one free (one day) rental per calendar year.
This ensures that the general public also has access to the facilities. Insurance and cleaning deposits are not waivable for facility rentals.
ENVIRONMENTAL: Page 19 of 68
None.
ALTERNATIVES:
The City Council could choose to waive all or a portion of the rental fees.
FISCAL IMPACT:
The waiver of rental fees over the course of the 4-day rental period will result in a loss of $3,855.00 in revenue.

Subj: Non-Profit Facility Fee Waiver for Community Center Gymnasium Dear [City of Twentynine Palms Community Services Department], I hope this letter finds you well. I am writing on behalf of the Sanctuary Church (formerly known as Spirit & Truth Worship Center Church), a non-profit organization dedicated to serving the community of Twentynine Palms. We are excited to celebrate our 20th anniversary and are planning a special weekend celebration from April 25 to April 28, 2024, at the Community Center Gymnasium.
Our organization has been an integral part of the Twentynine Palms community, and we would like to mark this significant milestone by hosting a series of events that will be open to the public. The Community Center Gymnasium is an ideal venue for our celebration, providing ample space and facilities to accommodate the various activities we have planned.
In light of our non-profit status and the community-oriented nature of our event, we kindly request a waiver of the facility fees associated with the use of the Community Center Gymnasium during the specified dates. The funds saved through this fee waiver will be directly reinvested into the 20th-anniversary celebration, allowing us to enhance the overall experience for the community. In addition, we believe this will be a great opportunity for the city to display some of the overall capabilities that the facility has to offer.
Our anniversary celebration aims to bring together residents, volunteers, and supporters to reflect on the positive impact the Sanctuary Church has had on the community over the past two decades.
By hosting this event at the Community Center Gymnasium, we hope to provide a central and accessible location for all residents to participate in the festivities.
We understand that there are costs associated with maintaining and operating the Community Center Gymnasium, and we genuinely appreciate the city's commitment to supporting local organizations. We assure you that we will adhere to all rules and regulations governing the use of the facility and will take full responsibility for any additional costs related to security, cleanup, or damages.

The waiver of the facility fees would significantly contribute to the success of our 20th-anniversary celebration and, by extension, benefit the entire Twentynine Palms community.
Thank you for considering our request. We look forward to the opportunity to collaborate with the City of Twentynine Palms and create a memorable celebration for the community. • Housing Element Annual
Progress Report
BACKGROUND:
Pursuant to State Government Code Section 65400, an annual progress report on the progress towards meeting the goals of the adopted Housing Element is required. This annual report, once approved by the Planning Commission and the City Council, will ultimately be submitted to the State Office of Planning Research and the California Department of Housing and Community Development.
This report is meant to give detailed information regarding building permit activity. This includes both planning and building permit applications for housing developments, the type of housing, and the expected income of the future residents.
The attachment to this report is the form provided by the State Department of Housing and Community Development and is standard throughout the State. This report shows the City's progress in meeting the goals set by the State for the Regional Housing Needs Assessment (RHNA).
According to the analysis in the form provided by the State, we have 13 residential units in process at this time in both the Planning and Building Department application stage. A total of 27 residential units were constructed last year. A total of 989 more residential units are needed to be constructed by 2029 in order for the City to meet the RHNA goals.

• CSA 70 O&M Contract
Amendment No. 2
BACKGROUND:
On February 9, 2021, the City Council approved entering into a contract with CSA 70 for the operation and maintenance of the Project Phoenix Wastewater System. The City does not currently have personnel that possess the specialized expertise needed for sewer system operation and maintenance. The City advertised a Request for Proposals (RFP) for Project Phoenix Wastewater System Maintenance Program in November 2020 and determined that CSA 70 was the most qualified entity to perform the required services. The Contract commenced on March 9, 2021, with an expiration date of March 31, 2022. On March 8, 2022 the City Council approved Amendment No. 1 to the Wastewater System Services Contract which extended the term of the contract to March 31, 2024.
During these last three years, CSA 70 has performed all necessary operation and maintenance activities as required by the contract in a timely and professional manner.
The services that have been, and will continue to be provided for the operation and maintenance of the of approximately 2,500 feet on new sewer pipe, associated manholes, service connections, septic tank and seepage pits would include, but not be limited to, the following:
1. Monthly Inspection. Above ground visual inspection of wastewater system including, manhole covers, trench condition, lateral cleanouts, seepage pit covers and sewer cleanouts; provide inspection report identifying results of inspection.
2. Quarterly Inspection. Open all manhole and cleanout covers and visually check for any surcharges; inspect septic tanks and seepage pits to determine pumping needs; provide an inspection report identifying results of inspection.
3. Annual Maintenance and Inspection – Wastewater Piping System. Provide flushing/jetting of entire sewer pipe system, and video inspection of complete sewer pipe system; provide an inspection report identifying work completed and results.
4. Annual Maintenance and Inspection – Septic Tanks and Seepage Pits. Inspect, monitor and pump septic tanks and/or pits as required by State Water Resources Control Board (SWRCB); haul effluent to approved site for disposal and provide disposal information to City.
5. Annual Report. Prepare an Annual Report as required by SWRCB.
6. Emergencies. Provide on-call service for blockages, sewer system overflows (SSO) and all other emergencies as required.
Attached is the Amendment No. 2 to the Wastewater System Service Contract between City of Twentynine Palms and County Service Area 70. This Amendment includes the fee for operation and maintenance for Year 4 of $71,957.64 and Year 5 of $74,835.95. The Amendment also extends the term of the contract to March 31, 2026.
All other terms and conditions of the original contract will remain in full force, including a termination clause by either party of sixty (60) days.
It should be noted that the City has completed the bidding of the second phase of the Project Phoenix Wastewater System which will include the installation of a packaged advanced treatment plant. A recommendation for award will be presented to the City Council at either the second Council meeting in March or the first Council meeting in April. It is anticipated that the new package plant will become operational during the term of this Amendment No. 2. CSA 70 has experienced wastewater treatment plant operations and maintenance staff, and the City anticipates including the package plant operations and maintenance into the contract. Staff will be working with CSA 70 during this period and will bring back a third amendment to include the package plant operations and maintenance prior to the plant going on-line.
ENVIRONMENTAL:
The City approved a Mitigative Negative Declaration for the entire Project Phoenix project, which included the sewer pipeline installation and operation, on February 12, 2019.
ALTERNATIVES:
The City Council could reject the Amendment No. 2 and re-advertise for a new operator.
FISCAL IMPACT:
This work has been paid by the wastewater rates to the 14 businesses in Project Phoenix, but the majority has been and will be continued to be paid by the General Fund.

BACKGROUND:
The Coachella Valley Housing Coalition (CVHC) administers a Mutual Self-Help Program whereas potential homeowners essentially build their own homes that they must live in for a certain amount of time. Currently, this program is constructing homes in the Cities of Brawley and Imperial, and other unincorporated areas around the Salton Sea. Participants must meet certain income and credit score requirements, and must dedicate at least 40 hours a week in labor.
In order for the program to be successful, there needs to be ten to thirteen buildable lots in close proximity in which to construct the houses, and the City must own those homes at the outset. Procedurally, the City would own the lots at the beginning of the process, then deed those lots over to the CHVC.
Staff has been in communication with the CHVC to more fully understand the types of housing developments and/or residential lots that would be acceptable to the CHVC for their purposes. It is CHVC's preference to utilize existing vacant and already subdivided properties of similar lot sizes within close proximity to each other. Utilities such as electricity and water service need to be readily accessible. Individual lots on septic tanks are acceptable to the CVHC.
Staff has researched properties that would potentially fit their criteria and has presented three "clusters" of properties for their consideration. Depending on feedback from CVHC, Staff will then inform the City Council of their preferences and recommend the next steps for implementation.

The cost of participating in this program will be highly dependent on the properties that would be chosen as acceptable to the CHVC.
