Proposed GF Budget for FY
2023-24 & 2024-25
BACKGROUND:
The City Manager and Finance Director are presenting this proposed two-year General Fund budget for Fiscal Year 2022-23 & 2024-25 for City Council review and approval. The proposed budgets for Special Funds and Project Phoenix Funds will be presented to the Council for approval on June 13, 2023. City Council is required to approve the proposed budgets before the beginning of the new Fiscal Year, which is July 1, 2023. City Staff will schedule another public hearing for June 27, 2023 should Council need more time to review the proposed budgets. This proposed budget is developed by utilizing historical spending by department, with input and review by the department heads, direction from Council during strategic planning, and Council budget committee (Mayor Pro Tem Bilderain and Council Member Klink). The City’s revenue was developed with input from San Bernardino County (Property Tax), HDL (Sales Tax), and local trends (Transient Occupancy Tax – TOT).
Overall, this is a cumulative balanced two-year Fiscal 2023-24 & 2024-25 Budget with revenues, excluding transfers in and reserves, at $13.0M and $13.3M, respectively. The three largest increases from the 2022-23 forecast are Property Tax in lieu of Vehicle License Fee (VLF) - $152K and Property Tax - $101K, and Sales Tax - $33K. Due to the current economic uncertainty, City Staff is projecting TOT revenues of $1.9M in both years, a decrease of $100K from current year forecast. The City's top five revenue sources include 1) Property Tax in lieu of Vehicle License Fee (VLF) - $3.9M and $4.1M in FY 23-24 & 24-25, respectively; 2) Property Taxes - $2.6M and $2.7M in FY 23-24 & 24-25, respectively; 3) Transient Occupancy Tax (TOT) - $1.9M in each FY; 4) Sales Tax - $1.6M in each FY; and 5) Franchise Fees - $883K and $918K, in FY 23-24 & 24-25, respectively. The City's transfers in for the two-year budget decreased by $3.1M compared to FY 2022-23 due to the second and last installment of ARPA funding being received in July 2023.
Expenditures, excluding transfers out, are presented at $14.7M and $13.3M for 2023-24 and 2024-25, respectively, with employee-related costs increasing by $253K and $85K for FY 2023-24 and FY 2024-25, respectively. The employee-related cost increases include cost of living adjustment (COLA) of 4.6%, CalPERS retirement system increases (1.85% and .21% increase for CLASSIC and PEPRA members, respectively), merit increases, employee reclassifications, reclassification of PEPRA wages to the Classic scale, the reopening of the Luckie Park Pool, and the reallocation of $44K to the General Fund for salaries and benefits previously paid by Article 8 funding. Law Enforcement contract service costs are also expected to increase by $585K mainly due to the addition of one detective and overall cost increases of about 5%. Following the City Council's direction and strategic priorities, City Staff is recommending an increase of $50K for community events. Staff is also recommending establishing an ad hoc committee which will be responsible for reviewing event proposals/applications and making funding recommendations to City Council.
Transfers out for the FY 2023-24 & 2024-25 budgets are about $4.2M lower compared to the FY 2022-23 budget due to the ARPA funding received by the City during FY 2021-22 and 2022-23; similar funding is not expected to be received in the upcoming two fiscal years. Staff is proposing transfers out of $330K and $230K for FY 2023-24 and 2024-25, respectively, to the Capital Projects fund and Sewer Fund. The transfers in FY 2023-24 include $160K for self-funding of the Capital Projects Fund, $105K for the acquisition of a vehicle for the Animal Control department, $5K to be put aside for the acquisition of a street sweeper; and $65K to the Sewer fund to subsidize sewer operation costs.
General Fund Position:
Throughout the years, the City has maintained a very strong financial position, for instance, the unassigned fund balance in FY 2020-21 was 69% of total General Funds expenditures, and 63% in FY 2021-22. Although the City's unassigned reserves are expected to remain untouched in FY 2022-23, the denominator, which is total General Fund operating expenditures, is expected to increase significantly, reducing City's reserves to 55%. City's reserve policy is 60-65% of total General Funds expenditures. The surplus for FY 2022-23 is projected to be approximately $511K, of this amount, $335K will be assigned for future projects including the acquisition of the vehicle for the Animal Control department mentioned above, housing and homelessness programs, COPS/SLESA expenditures, Community Event Activities, Budget module, and Emergency Response Plan. Page 281 of 344
In Fiscal Year 2023-24, City expects to use about $473K from the reserves to pay off the Twentynine Palms Water District's fire safety pension plan (the Plan) which was assumed by the City back in 2016.
City Staff had been waiting for the U.S. Treasury 20-year bond rates to get higher than 3.5% to terminate the Plan and to reduce the City's liability. With the current U.S. Treasury Bond rate at record highs, approximately 3.92% as of May 15, 2023, City Staff saw this as an opportunity to close the inactive Plan. The City is currently at the final stage of the termination process and is waiting for the final valuation from CalPERS. Based on the last valuation prepared by CalPERS on December 9, 2022, the final payoff amount, based on a 3.75% discount rate, will be approximately $3.5M. The City has assigned $1.3M of its General Fund reserves to terminate the Safety Plan. In addition to this, there is a total of $1.6M in the Water District PARS Post-Employment Benefits Trust, which equates to almost $3M. in total available funding to terminate the Plan. As mentioned above, the City will have to use approximately $473K of its reserves to fund the remaining balance. City Staff proposes to replenish the fund balance with an internal loan from the City's fire station annual lease payment received from the San Bernardino County. With the annual lease being $35K per year, it will take approximately 14 years to replenish the City's reserves.
Part of the revenue increase strategy is to capitalize on the economic engines of Joshua Tree National Park and Twentynine Palms Marine Corps Air/Ground Combat Center. In addition, we will increase all of our fees by CPI (4.6%) on July 1, 2023. Also, new revenue will be created by economic activity in our Downtown with the completion of Project Phoenix, and development in the City (Grocery Outlet, O'Reilly Auto Parts, a new Dollar General, and other independent development, both commercial and residential).
Department Expenses:
Staff is recommending maintaining the baseline spending for Fiscal 2023-24 & 2024-25 and maintain all programs at current levels. The following are the recommended changes:
COLA at 4.6% in Fiscal 2023-24 and 2.5% in Fiscal 2024-25. Wage reclasses of PEPRA employees to the Classic range scale resulting in an increase of approximately $25K in FY 2023-24.
Wage increases of $20K from the implementation of the Compensation analysis. Reallocation of salaries & benefits in the amount of $44K and $41K in FY 2023-24 & 2023-23 from the Gas Tax fund. These salaries and benefits were previously paid by Article 8 funding. Staff development and training is a priority for the City Council and City Manager, budgeted at $81K annually, plus $12,500 for Staff Education reimbursement programs in both fiscal years. Maintained the historical legal costs, however if legal issues arise, this could increase, as was the case in FY 2020-21 with the FP5 challenge.
The City's Project Phoenix Community Center is now fully operational with projected operating costs of $164K and $179K for FY 2023-24 & 2024-25, respectively. The City has filed its last and final ROPS with the County, pending DOF approval. The County approved the City's request of $25K, adjusted for inflation of 4% each year, for Successor Agency administrative costs and allowance effective FY 2024-25 through FY 4042-43. The admin allowance for FY 2023-24 will be $87K.
FY 2024-25 is an election year, and $4.8K has been budgeted for election related costs. UAL Contribution of $60K to the Twentynine Palms Water District Safety Pension Plan for FY 2023-24, plus $1.8M for the termination of the Plan.
Sheriff contract service costs increased by $585K, or 12%, in 2023-24 mainly due to the addition of one detective. In year 2, Sheriff's costs were increased by 5.0% plus $23K for body worn cameras. Maintained the contribution to non-profits at $50K.
Increased utility costs by 5% per year to be in line with current trends. Transitioning in the Community Development department with partial retirement of Assistant Planner by December 2023.
City will evaluate our cloud storage over the next two years with our current contract expiring. Community Development Software, Citizenserve, annual subscription at $28K annually.
Luckie Park Pool costs will be fully restored in the two-year budget with the completion of pool before the year-end.
$350K financing for the ballfield lights at Luckie Park resulting in an annual payment of $26K (includes principal and interest) for a 20-year period starting with FY 2023-24. Funding for Housing and Homelessness programs, $75K and $50K in 2023-24 and 2024-25, respectively. Additional funding of $50K annually for Community events. $10K for improvements at Veteran's park.
$25K for Emergency Response Plan.
With the closure of the Traffic Safety Fund, $25K for traffic signal maintenance costs was added to the General Fund, and the Transfer to the Traffic Safety Fund will be eliminated starting in FY 2023-24.

Mayor and Council
I am excited to present the City of Twentynine Palm’s two-year Strategic Plan. This plan will serve as the roadmap that guides staff in recommendations for resource allocations. With the guidance and leadership from the Mayor and Council, and outstanding participation from our community, the following goals have been identified which create the foundation for the strategic plan. In addition to the top ten goals, the staff understands the overarching strategic goals are public safety, fiscally sound government, improved infrastructure, and quality of life.
Below is the list in no particular order.
1. New Shelter / Animal Control
2. Addition of a Sheriff Detective
3. Ballfield Lights
4. Theatre29 Expansion
5. Housing and Homeless Advisory Committee
6. Events
7. IT Improvements
8. Debt Financing to pay for major improvements
9. Revenue Augmentation to pay for debt financing
10. Emergency Response Plan
Throughout the development of the strategic plan, we received tremendous support and input from the Council and Community. The Council over a two-day period went over a variety of topics to stimulate discussion. As the staff implements the various projects, programs, and policies outlined in the strategic plan, staff will work diligently to build upon the available resources we have in our community.
To summarize the strategic priorities
The Current Animal Shelter/Animal Control buildings are old steel buildings built by the staff and the community in the early 90s, however they have exhausted their useful life;
With the volume of service calls and the subsequent case load of the detectives, there is a need to increase staffing in the detective bureau to more effectively investigate and solve crimes;
Luckie Park has 24 wood ballfield lights, most of these wood poles have exceeded their life, and the remaining are at the end of life. This safety project has added benefits with installing LED lights as well that have energy savings; Theatre 29, our local performing arts facility which is a partnership with a nonprofit has a need to expand their capacity from 90 sets to 150. It is a City owned building;
Due to the current need to add inventory to our housing stock, and very specifically affordable housing and, in part, connected to the homeless problem, Council wants to start up an advisory committee to review and suggest solutions to the Housing and Homeless problem;
Events (Art, Culture, Music, and other) development, utilizing our current organizations and potentially new organizations to enhance culture and our destination;
Very specifically the Animal Shelter and Theatre 29 expansion will exceed the ability for the City to build with a “pay as you go” approach. The City will need to augment our revenues and then leverage that revenue with a financing mechanism to build these facilities.
To be prepared for natural and man-made disasters, the City needs to be prepared to react to these disasters to protect and inform our residents.
Special thanks to all the participants and staff involved in this process for their time and input. Their contributions have been and will continue to be invaluable as we work together to accomplish the many objectives and strategies identified in the Strategic Plan.
Sincerely,
Frank J. Luckino
