Emergency Action Plan for Event
Mil-Tree’s board and volunteers, which includes veterans and first responders trained to react quickly, will all be present should there be an emergency:

We will escort our audience calmly and quickly out of the building and help with any other situations that arise.

This is an Art Show with a spoken word element so we are not expecting there to be a rowdy audience, but we will be prepared to handle the situation should we need to.

Describe how this event will showcase Twentynine Palms’ character, diversity, or history: (500 words or less)
5 The 29 Palms Historic Plaza, located in the heart of Twentynine Palms, is a testament to the region's rich history and cultural heritage. Established in the early 20th century by Frank and Helen Bagely, the Plaza was a central hub for early settlers and a vital part of the community's development. The area served as a focal point for social gatherings, commerce, and public events, reflecting the town's pioneering spirit and resilience in the face of the harsh desert environment.

We believe the Historic Plaza is a vibrant and viable community asset which needs to be honored and preserved for generations to come. Our efforts to revitalize the area through new businesses and community events have already begun to attract both locals and visitors, and with additional funding, we can expand these efforts to ensure the Historic Plaza continues to be a lively and engaging destination.

Provide a list of any additional funding sources you intend to utilize or have already secured for this event: (250 words or less) Describe your intended audience and how you will reach them through your marketing strategy: (250 words or less)
6 Possible sources of funding:

With nearly 10K organic followers across our Social Media platforms, we will rely heavily on geo-targeted, demographic and interest-based Instagram ads, Facebook event listings, and cross promotion with Visit 29 and Rediscover29 to ensure we reach our desired audience of both local residents and tourists. The campaign will launch 6 weeks before each event, with increased frequency in the two weeks leading up to the event. We will also have a strong print campaign with unified branding across all materials, working with other local businesses to share event details, collaborate and get involved whenever possible.

COMMUNITY EVENT GRANT APPLICATION
2024-2025 Fiscal Year
Should your application be successful, how do you intend to utilize the City of Twentynine Palms Community Event Grant? (250 words or less) Should your event receive partial or no funding from the City of Twentynine Palms, what effect will that have on its execution? (250 words or less)
7 Should our application be successful, the grant will be allocated towards essential aspects of event planning and execution, including the rental of equipment and purchase of materials to be directly used during the events. Funds will also cover marketing and promotional efforts, social media ads and printing costs as well as on-site promotional materials such as banners and signage. Additionally, the grant will support logistical needs, including permits, insurance, and sanitation services to ensure a safe and enjoyable experience for all attendees.

If our event receives partial or no funding from the City of Twentynine Palms, it will impact its execution by necessitating adjustments to our plans. With partial funding, we will prioritize key elements of the event, focusing on the most essential activities and attractions to ensure a successful and engaging experience. We may seek additional sponsorships and partnerships with local businesses to cover remaining costs, and potentially reduce the scale or duration of some activities to stay within budget constraints.

In the case of no funding, we will explore alternative funding sources such as community fundraising efforts, donations, and volunteer support to cover basic expenses. While the event series might be further scaled down or even canceled, we are still committed to maintaining its core objectives of fostering community engagement and revitalizing the Historic Plaza. How do you intend to collect data and analyze the success of your event? (250 words or less)
Are there any potential challenges or risks associated with organizing this event, and how do you plan to address them? (250 words or less) 8 To collect data and analyze the success of our event, we will implement a multi-faceted approach. First, we will use attendance tracking methods such as sign-in sheets and digital registration to measure participation. We will also use surveys and social media analytics to assess engagement and reach, monitoring metrics such as likes, shares, comments, and event page interactions. This data will provide insights into the effectiveness of our marketing strategies and the overall public response. Furthermore, we will engage with local businesses involved in the event to collect their feedback on foot traffic and sales during the event period.

By analyzing this data, we can measure the event's impact on community engagement, local business support, and overall satisfaction. This comprehensive evaluation will help us identify successful elements, areas needing improvement, and inform planning for future events to ensure continued growth and community benefit.

While these events pose challenges such as weather, logistics, and attendance, we've prepared proactive strategies. Weather contingency plans include securing indoor venues or tents for outdoor activities to ensure smooth proceedings regardless of conditions.

Logistical coordination will be managed through meticulous planning, clear communication at stakeholder meetings, and a detailed event plan outlining timelines, responsibilities, and backup options.

To ensure strong attendance, we'll launch an extensive marketing campaign using social media, printed media, and local partnerships. Engaging businesses and organizations to promote the event within their networks will amplify awareness and interest, ensuring a successful and well-attended event. Page 183 of 296

This Special Event Emergency Action Plan (EAP) is provided to educate event staff and volunteers and to create consistency with planned events. The event organizer is responsible for training event staff using the following potential emergency situations and ensuring all key event staff are informed and documented.

Event Details and Staff Contact Information:

Event Name: Seasonal Fair Event Series

Emergency Planning Considerations
Command Location:

During events, organizers will identify a command post location on-site for use by the event staff for meetings, event coordination, communications, and briefings. In an emergency/disaster situation, it will serve as an incident command post. All events will have a designated first aid station on-site, which provides medical services and can be used for lost and found items, as well as a reunification location for lost/missing children/parents.

Evacuation Routes:

Many kinds of emergencies can require an evacuation. Planning is vital to ensure quick and safe evacuation no matter the circumstance. Choose destinations in different directions to have options out of the area and be familiar with alternate routes in case of a secondary emergency.

Walk briskly, but do not run. Stay on the right to allow emergency responders clear access.

1. Always follow the instructions of first responders.

2. Remember that your evacuation route may be on foot depending on the emergency/disaster.

Page 216 of 296 ends

Lost/Found Child Protocol:

Any event staff approached by a lost child/adult or parent reporting a lost child will immediately escort the child/adult or parent to the predetermined reunification location and remain until the missing party is found. If the child is missing for any amount of time, immediately contact local police (DIAL 911). If the parent/guardian of a found child cannot be located within a reasonable amount of time, notify the police (DIAL 911).

Lost/Found Property Location:

Lost and found property gathered at the command post should be given to the primary event organizer, who will be the main point of contact for the event.

Police, Fire & Medical Emergencies:

Police, Fire, and Ambulance personnel will respond based on the initial 911 call. Police personnel are trained in first aid and can provide stabilization until the ambulance arrives. They may also respond to provide rescue, traffic, communications, and crowd control.

In Case of a Police or Medical Emergency:

1. DIAL 911. Stay on the phone if possible until the dispatcher has all the information needed.
a. Give the nature of the emergency (e.g., Medical, Active Shooter, Person with Weapon, Protest, Fight, Riot, Suspicious Package, Bomb Threat, etc.). b. Location (your specific site location and address if known). c. Your name and phone number where you can be called back.

2. Do not move the victim unless absolutely necessary.

3. Stay on the telephone until the dispatcher has all needed information and tells you to hang up.

In Case of a Fire:

1. DIAL 911. Stay on the phone if possible until the dispatcher has all the information needed. Give the nature of the fire emergency and the location. Staying on the phone long enough to answer any questions the dispatcher might have will ensure that proper equipment and personnel respond.

2. Alert people in the immediate vicinity to evacuate to the safest designated areas.

3. Use a fire extinguisher if the fire is small and you have been trained on how to operate the device.

4. Never breathe the smoke from a fire. Stay low and crawl if necessary to avoid smoke inhalation. Smoke from some plastics and other common materials is toxic. Stay upwind so smoke will blow in the opposite direction.

5. DO NOT REENTER THE AREA. If a life may be in jeopardy, notify the first responders.

A significant number of fire fatalities result when people who have successfully evacuated a fire area return to retrieve a valued item or search for someone or a missing pet.

Page 217 of 296 ends

Emergency Vehicle Access:

1. Access points for emergency vehicles must be maintained at all times with access points clearly marked on the event map.

2. Fire lanes and fire hydrants must not be obstructed.

3. Participants and spectators will be directed to park in approved areas and not obstruct protective features, fire lanes, sidewalks, or public throughways.

Weather-Related Emergencies and Earthquakes
The on-site primary event coordinator will be responsible for monitoring the weather conditions using the National Weather Service (NWS) website or app: https://www.weather.gov/. before and during the event and determining if weather conditions are a hazard to staff/patrons at the activity. If severe weather is predicted prior to the event, the event coordinator will evaluate the conditions and determine if the event will continue as scheduled. If severe weather occurs during the event, the event coordinator or their designee will notify those attending the event that a hazardous weather condition exists and direct them to shelter.

Lightning:

In the event of weather conditions with the potential for lightning activity, careful monitoring of the weather dynamics is required. Such factors as developing cloud patterns in the area, and lightning and thunder activity should be considered. In conditions where there is observable thunder and lightning, outdoor activities shall be suspended until thunder can no longer be heard.

There is no safe place outside when thunderstorms are in the area. Evacuating to buildings, enclosed parking structures, and hard-topped vehicles are safe options. A safe building is one that is fully enclosed with a roof, walls, and floors, and has plumbing or wiring (excludes temporary, portable, or metal buildings).

Lightning Safety Rules:

1. Keep an eye on the sky.

2. If you see or hear a thunderstorm coming, immediately suspend outside activity and go to a safe building or vehicle.

3. Postpone activities promptly; do not wait for rain.

4. If you cannot get to a shelter, stay away from trees.

5. Avoid contact with metal, plumbing, electrical equipment or cords.

6. Stay away from windows and doors and stay off porches.

7. Do not lie on concrete floors and do not lean against concrete walls.

Wind:

Winds of only twenty-five miles per hour can be enough to cause power outages and uproot trees with shallow roots. If an event has tents, be cautious of the stability of the structure. All tents must be braced with 50 lbs. of weight per leg. Wind can pose a hazard to participants,

Page 218 of 296 ends

staff, and spectators. If the on-site event coordinator determines that winds pose a life-safety issue, activities shall be suspended.

Excessive Heat:

Heat is the number one weather-related killer in the United States, resulting in hundreds of fatalities each year. In planning for outdoor activities during a heat wave,we will consider certain precautions, e.g., provide cooling places, and schedule the event in the morning or evening hours when it is cooler. The on-site event coordinator will encourage staff and participants to:

1. Drink and have plenty of water available. Avoid alcoholic and high sugar drinks.

2. Encourage participants to wear lightweight, light-colored, and loose-fitting clothing.

3. Wear a wide-brimmed hat, sunglasses, and sunscreen.

Microburst and Flash Flooding:

Microburst rainfall and flash flooding can occur suddenly and without warning in the hi-desert.

Should rainfall occur during an event, the on-site event coordinator will:

1. Monitor the radio, television, and the NWS website or app for information.

2. Be aware that flash flooding can occur at any time, even with a small amount of rain.

3. Let participants know not to walk through moving water.

4. Let participants know not to drive in flooded areas.

Earthquake:

The danger of an earthquake is high; however, it is unknown when an earthquake will happen.

Event staff will be aware of the danger and the procedures for safety and evacuation.

1. Initially Drop, Cover, and Hold On.

2. Stay calm and await instructions from first responders or designated officials.

3. Keep away from overhead fixtures, windows, filing cabinets, and electrical power.

4. Assist people with disabilities in finding a safe place.

5. Evacuate as instructed by police or other first responders. Be aware of falling objects as you exit a structure or hazards on the ground or in the area.

Application Questions
Event Description: (500 words or less)
3 The 12th annual Joshua Tree National Park Art Expo will be presented in November 2024 at the historic 29 Palms Art Gallery.* Founded in 2013, the Joshua Tree National Park Council for the Arts (JTNPCA), a 501(c)3 based in Twentynine Palms, hosts the annual JTNP Art Expo, which features a month-long juried exhibition and an Art Expo opening weekend celebration at the historic 29 Palms Art Gallery in November.

The exhibition features artwork “depicting or inspired by the natural aspects of Joshua Tree National Park or its cultural history” and is open to artists in the desert region, across California, the U.S., and Canada. Each year, entries are received from 100 to 150 artists who have a connection with the park and have created artwork inspired by the park. Both professional and amateur artists are represented, some who have just visited the park and created art or finished it after returning home and some who live close enough to the park to visit it regularly and create a body of park-inspired artwork. After jurying, between 50 and 60 artists are selected, and one art piece per artist is chosen for the month-long juried exhibition at the gallery, featured in an exhibition catalog, and eligible for up to $4,000 in cash awards. Awards are presented in three categories, 2-Dimensional Art, 3-Dimensional Art, and Photography, plus a Best of Show and an honorary Superintendent’s Award personally selected by the Park Superintendent.

The Art Expo opening weekend has an Art Market with artist booths on the gallery grounds, art demonstrations for all ages, food and beverages, live music by local musicians, an awards reception, and the juried exhibition in the gallery. Admission is free to the gallery and all events. Attendees include the juried artists and their families and friends; local artists, families and residents of 29 Palms and the Morongo Basin; as well as other SoCal artists, art collectors, and national park visitors. Average attendance for the Art Expo weekend celebration is around 500 to 600, plus several hundred people who visit the gallery exhibition throughout the month. Also, artwork in the entire exhibition is featured on the website, jtnparts.org, and promoted on the 29palmsartgallery.com website, for people to review remotely.
*The juried exhibition is on display at the gallery November 1-30, 2024, open every week on Friday, Saturday, and Sunday.
*JTNP Art Expo weekend celebration is Nov. 2 & 3: open Saturday, 10 am to 7 pm, and Sunday, 10 am to 4 pm, with artist booths, art demos, food and beverages, live music, the exhibition, and an awards reception on Saturday, 4 to 7 pm.

Describe how this event will benefit the members of the Twentynine Palms community: (500 words or less)
4 The goals of the JTNP Art Expo include highlighting the art and artists inspired by Joshua Tree National Park, celebrating the park and its cultural history, and inspiring attendees of all ages to learn more about the park and its desert ecosystems, flora and fauna, monolithic rock formations, and cultural history, as depicted in the artists' renderings.

The juried exhibition in the gallery presents an opportunity for community residents of all ages to view and be inspired by the artwork representing the park, to experience the various art mediums and artistic styles used by more than 50 artists from the desert and across the country, and to view the artists’ interpretations of key scenic areas, wildlife, and points of interest in Joshua Tree National Park. As an interactive addition, gallery visitors of all ages are encouraged to vote for their People's Choice award after viewing the artworks. (Kids love this!)
On Art Expo weekend, attendees can meet and talk to many of the juried artists in person and ask questions, participate in their art demos for adults and children, and/or purchase art directly from the artists. Considering that art in the schools has become limited in recent years, this event offers a special opportunity for young people of the community to be exposed to fine art from a wide variety of artists and artistic mediums. Art Expo weekend also provides a family-friend event where people can view art, shop, enjoy food and beverages, listen to live music, and meet artists and friends in a festive community environment.

In addition, the Art Expo weekend event is held on the first full weekend of November, concurrently with the 29 Palms Historical Society’s annual Weed Show, located down the street at the Old Schoolhouse Museum; therefore, attendees can walk back and forth to both events and enjoy two free art-related local events in one location on the same weekend.

5 As the gateway to Joshua Tree National Park and home of the National Park Service Headquarters and the historic Oasis of Mara, Twentynine Palms is in a unique position to showcase the park and its natural and cultural history, which is an integral part of the community’s identity and character.

More than 3 million visitors from around the globe are drawn each year to Joshua Tree National Park for its majestic views, monolithic rock formations, bizarre flora, and abundant wildlife. Over the years, the park has inspired thousands of artists and influenced them to undertake plein-air painting or photography forays into the park, to make the pilgrimage for artist residencies, or even to make long-term moves to the desert.

The park even inspired the murals in Twentynine Palms, when back in 1994-95 local community activists started revitalizing the downtown area to restore civic pride and give the park visitors a reason to visit the community and its burgeoning art scene.

Today, the artwork featured in the annual JTNP Art Expo juried exhibition not only portrays the national park’s flora and fauna and natural attributes, but also presents examples of its cultural history from Native Americans, like Serrano and Chemehuevi, to early desert gold miners and various historic locations in the park like Keys’ Desert Queen Ranch, Ryan’s Ranch, Lost Horse Mine, Oasis of Mara, and other park sites. Many of those historic people—indigenous tribes, gold miners, prospectors, cattlemen, and desert homesteaders—were responsible for settling the community of Twentynine Palms and have been portrayed in desert art over the years, including the JTNP Art Expo.

The Oasis of Mara, which dates back 9,000 years, is the original heart of Twentynine Palms and home to park headquarters as well as home of the historic 29 Palms Art Gallery, one of the original Adobes of Twentynine Palms, built in 1936 by the local Stubbs brothers. In addition, the 29 Palms Artists' Guild, owner and operator of the gallery, is the oldest arts organization in the Morongo Basin, founded by famed artist John Hilton in 1951-52. This history is an integral part of the JTNP Art Expo story, and the gallery's history is shared with all guests at the gallery during the event.

The history of the park, the oasis, the early residents, the adobe gallery and the founding artists are highlighted each year in the JTNP Art Expo juried exhibition and featured in the Exhibition Catalog (print and online) along with the juried artists and their artwork inspired by the park. The catalog is available for free at the gallery and online on the jtnparts.org website. (See past catalogs at https://jtnparts.org/past-exhibitions/ )

Additional funding comes from selling sponsor ads in the Exhibition Catalog including: Sky's The Limit Observatory, Broadview Hacienda, Desert Bohemian Trading Post, Plaza Art & Frame, Grnd Sqrl, Rocky's Pizza, 29 Palms Art Gallery, and other local businesses and art patrons.

All artists, art lovers, buyers and collectors, students, residents of the hi-desert and Coachella Valley, Southern California artists and art patrons, national park visitors, and ages young and old are welcome at the annual JTNP Art Expo. Outreach is via email marketing to the JTNPCA and 29 Palms Artists’ Guild lists, and via social media posts, media releases, print media, and paid ads on national art websites that announce juried art shows. [2] Event announcements are sent from August through November via all media to invite art enthusiasts and desert residents to the JTNP Art Expo weekend events and juried exhibition. 7 Awards Sponsor. Each year we present awards for the juried artwork in 3 categories:
2-Dimensional Art, 3-Dimensional Art, and Photography, with a 1st, 2nd, and 3rd Place award in each category, plus a Best of Show. The cash awards total $4,000 and are chosen by three award judges, comprised of professional artists or arts administrators. We would like the $4,000 grant to cover the award money presented to the artists and make the City of Twentynine Palms our "Awards Sponsor."
Minimal. The 12th annual JTNP Art Expo juried exhibition (Nov. 1-30) and opening weekend celebration (Nov. 2-3) has already been scheduled at the gallery and will take place, regardless of any loss of funding from the City. However, it will impact our budget, as we have counted on the City's sponsorship for the past 11 years and usually have received a minimum of $3,500. Some expenses would have to be cut without the funding.

How do you intend to collect data and analyze the success of your event? (250 words or less)
Are there any potential challenges or risks associated with organizing this event, and how do you plan to address them? (250 words or less) 8 We use Art Sales in the gallery during the month-long exhibition and Artist Booth Art Sales at Art Expo weekend to measure the monetary success of the event and measure it against previous years. Art sales in the gallery during the month average $4,000 to $5,000 (for which we receive 35% commission); and art sales in the artists' booths on Art Expo weekend usually average $6,000 to $8,000 (for which we receive 10% commission from the booth artists). Attendance at the gallery for the exhibition all month and attendance at the Art Expo weekend celebration and art market is monitored, counted, and reported by board members and volunteers. We utilize docent tracking plus a guest book in the gallery entry foyer to record sign-ins and obtain local and geographical information, and emails; People's Choice award ballots and drawing tickets will show artist and visitor participation; and we monitor outreach and responses on social media posts (those placed by us and those posted by the artists and other sources, businesses, and organizations); and we review and store all press coverage from media releases and stories.

Weather. The juried exhibition is safely displayed inside the 29 Palms Art Gallery, so the artwork is safe and the exhibition can remain for the entire month; but the Art Expo weekend event is staged outside and features booths (tents) on the gallery grounds, art reception and food and beverages on the patio, and live music on the gallery stage.

Therefore, high winds and/or rain can be a deterrent to the outdoor activities. Some artist booth displays can be moved inside the gallery for the weekend. The awards reception can be moved indoors. Food and beverages can continue to be served in the sheltered, covered patio area. Live music on the stage would likely be canceled. In an extreme weather situation, including adverse driving conditions in the Morongo Basin, the entire Art Expo weekend could be postponed until the following weekend, and the public alerted using phone calls, press releases, radio, and social media to make the announcements. 9 The JTNP Art Expo juried exhibition and weekend celebration has been held in Twentynine Palms since 2013. Artist entries have ranged from 100 to 150 entries per year, with artwork submitted from artists in the local desert, as well as Coachella Valley, across California and the U.S., and as far away as Canada, England, and Germany. All artwork is related to Joshua Tree National Park, and 50 to 60 artists are ultimately selected for the juried exhibition at the historic 29 Palms Art Gallery.

In 2021, the year after Covid, people spent money on art like crazy. 60 artists were selected out of 108 artists who entered. Gallery sales were $13,195 and sales in the artist booths on Art Expo weekend were more than $8,500. Since then, numbers have become more balanced with previous years.

In 2022, 60 artists were chosen out of 123 artists who entered. Gallery sales were $3,520 and artist booth sales were around $6,800.

In 2023, 64 artists were selected out of 140 artists who entered. Gallery sales were $4,084 and booth sales were down at about $3,000.

Attendance has averaged from 500 to 1,000 attendees for Art Expo weekend and the exhibition, and about 50% to 60% were locals. Attendees also included Park visitors who stopped after seeing the event tents while traveling to or from the park on National Park Drive; guests who came from the 29 Palms Inn or other hotels; people who walked over from the Old Schoolhouse Museum's Weed Show; visitors or locals who saw the banners or postcards or social media or heard the radio; and 100 or 200 more locals and visitors who visited the exhibition in the gallery during the month.

Most of the out-of-town artists and their families and friends who participated in the JTNP Art Expo and who attended the exhibition and events stayed in the local lodging in Twentynine Palms and ate in the local restaurants.

MARKETING PLAN
Primary marketing person for the annual JTNP Art Expo is the event organizer, Vickie Waite, a co-founder and board member of Joshua Tree National Park Council for the Arts (JTNPCA), 501(c)(3), and the only paid staff member. Waite has served as event organizer and artist liaison for the Art Expo since its inaugural event in 2013. She oversees all aspects of planning and executing the event, including publicity and marketing. Waite’s background includes three decades of promoting arts and culture in 29 Palms. She is assisted in marketing the JTNP Art Expo by JTNPCA board members and publicity volunteers from the partner organization, 29 Palms Artists’ Guild, as well as juried artists who promote the event by posting their artwork and event info on their social media.

Publicity and marketing for the 12th annual JTNP Art Expo includes:
• Graphic image for each year is created using a winning artwork from the previous year and incorporating a complementary color theme. The graphic theme is then used for all printed materials (postcards, posters, catalogs), social media posts and email marketing. • Email marketing via Constant Contact begins in February, with periodic emails going to a list of 1,095 recipients, including artists, art buyers/collectors, previous event attendees, and people who signed up to receive email news on the jtnparts.org website.

Emails are also sent to the 29 Palms Artists’ Guild email list. Emails focus on Call for Art and Save the Date, then switch to Art Expo event schedule September to November. • Social media includes Facebook and Instagram, from “Call for Art” posts (February to mid-September) to event announcements (September thru November). Individual graphic posts feature the artist booths, live music, food vendor, awards reception on Art Expo weekend and the juried exhibition in the gallery. The posts are shared by local orgs, such as visit29.org and visit_joshuatree, by desert friends, and by juried artists who post images of their artwork (and awards, if applicable) on their own social media. • Event photos during Art Expo weekend are posted on social media in real time, as well as photos or videos of the art show in the gallery and artist/art award winners. • The website, jtnparts.org, is updated frequently, and all social media and email marketing aim to drive traffic to the website for more information and a schedule of events. Juried artists and their artwork, once selected, are all featured on the website. • Postcards announcing the Art Expo dates and schedule of events are printed several months before the event (July/August) and distributed to galleries, visitor centers, lodging, restaurants, and retail shops in 29 Palms and the hi-desert. • Art Posters are created for the annual event each year and are posted in key locations in 29 Palms (some restaurants, lodging, retail, and the visitor center). Posters are also sold at the Art Expo and are collected and framed by artists and visitors to the event. • Exhibition Catalog is printed and available for free, featuring the juried artists, their biographies, their artwork, and historical stories about Joshua Tree National Park and the historic 29 Palms Art Gallery. The full-color catalog is available for free at the gallery all month and during Art Expo weekend, and mailed to sponsors and out-of-town artists

EMERGENCY ACTION PLAN
Primary emergency situations that might impact the JTNP Art Expo would entail: [1] high winds and/or thunderstorms and rain, which would adversely impact the outdoor aspects of the Art Expo weekend event and possibly affect driving conditions in the Morongo Basin; and/or [2] the return of a virus outbreak or pandemic situation like Covid-19.

Juried Exhibition: The JTNP Art Expo juried exhibition is housed inside the gallery for the month of November and open Friday, Saturday, Sunday, 11 am to 3 pm, with extended hours on Art Expo weekend, Saturday 10 am to 7 pm and Sunday 10 am to 4 pm. JTNPCA staff, volunteers, and board members are on duty all Art Expo weekend to monitor the event and docent in the gallery; 29 Palms Artists’ Guild members are also on site for the event and to run the gift shop.

The 29 Palms Art Gallery is ADA accessible and equipped with three entrance/exit doors, including an emergency exit door on the west end of the building. Fire extinguishers are available in the gallery. The gallery has a new HVAC system for heating and cooling, which is maintained monthly. For post-Covid CDC purposes, masks are welcome but optional inside the gallery, and hand sanitizers are located throughout the building. Portable air purifiers are available, if needed. The gallery abides by San Bernardino County Health Department guidelines and is a Covid-compliant facility. Visitor traffic is monitored by the gallery docent on duty to eliminate over-crowding, and all doors remain unlocked during business hours to facilitate evacuation, should it be needed.

Art Expo Weekend: Most activities on JTNP Art Expo weekend occur outdoors, with artist booths on the gallery grounds, food and beverages served on the covered patio, and live music on the gallery stage. Tables and chairs are set up on the large patio area, which is covered with a temporary canopy tent erected to provide shade. In a worst-case scenario, high winds or thunderstorms would necessitate postponing the Art Expo weekend until the following weekend.

In case of moderate winds or rain, artist booths can be dismantled or omitted, and artists would be allowed to set up artwork on tables inside the gallery rooms for the weekend.

Food and beverages could still be served on the covered patio next to the building, where they are protected from wind and rain. Food is served by a licensed local restaurant; in 2023 and 2024 it is Rocky’s Pizza. They cook food at their restaurant and bring pizzas to the gallery where they are served from their portable electric warming ovens; they also use restaurant warming trays for other pasta and use coolers for sandwiches and condiments. Beverages are served from ice-filled coolers on the patio.

Parking lots are marked with chalk to facilitate attendee parking and easy access to/from Cottonwood Drive and National Park Drive. Handicapped parking is clearly marked and available in the gallery’s west parking lot. All activities during Art Expo weekend take place during the daytime, except for the Awards Reception on Saturday night, from 4 to 7 pm. Patio, stage, and parking lot lights illuminate the grounds for people moving around or leaving the reception in the dark. A security guard is on duty all night.

If this is the first time this event is hosted, submit a twoyear history of any event programming you have previously organized. (500 words or less)
9 The Art Faire has now entered its fourth successful year, showcasing a remarkable journey of growth and community impact. Initially conceived as a single-day event, the faire received valuable support from the Chaparral Artists, who hosted a drop-in art class, and Reach Out Morongo Basin, which provided face painting services. Catering for the event was provided by the Lazy Lizard from Wonder Valley in collaboration with the Cowboy Attic.

Over the years, the Art Faire has experienced a substantial increase in attendance, escalating from 300 attendees in its debut year to almost 1000 attendees in recent editions.

This significant surge in participation underscores the event's popularity and positive standing within the community. A notable achievement of the Spring Art Faire has been its success in attracting artists and vendors from various regions, including art hubs such as Los Angeles, Riverside, San Bernadino and San Diego. By engaging creatives and vendors from beyond the local area, the event has not only diversified its offerings but also expanded its audience base. The involvement of vendors from out of town has had a ripple effect on the local economy, bringing in external visitors and economic support to the community. Some valuable additions to the event over the years have included a photo workshop, youth art classes, and naturalist talks.

Attendance records from sign-in sheets at the gallery indicate a mix of local and out-of-town guests from locations like Los Angeles, the Pacific Northwest, Canada, and the Upper Midwest. A survey conducted by the Arts Connection revealed that attendees were willing to adjust their schedules to participate, with approximately 25% opting to stay in hotels or camp within Joshua Tree National Park.

The economic impact of the Spring Art Faire extends beyond the event itself. Out-of-town vendors and artists who travel to take part in the fair often make use of local lodging facilities, thereby supporting the hospitality industry in the region.

Furthermore, these visitors have the opportunity to explore the local park, visit nearby attractions, and dine at local establishments, providing a boost to various businesses in the community.

Through strategic outreach and a commitment to delivering a high-quality event experience, the Spring Art Faire has not only grown in attendance but has also become a significant driver of economic activity in the community. Page 270 of 296

Ifthis is the first time this event is hosted, submit a twoyear history of any event programming you have previously organized. (500 words or less)
As a previous grantee. we judiciously used our 2023 award to increase literacy in Twentynine Palms and across the Morongo Basin, We were able to leverage the City’ s $1.000 grant. along with our other efforts.to provide each of the Basin’ 5 three libraries with $1.754 to augment summer programs and services for local children and adults. The Spell-A-Thon continues a 30 plus year tradition of promoting literacy in the Basin.

Originated by the now defunct Morongo Basin Coalition for Adult Literacy, The Friends of the Morongo Basin Libraries restarted this annual event and the end of the covid pandemic. Both the City 5 financial support and venue,Twentynine Palms Community Center, were important parts of last year” 5 success. Both teams and attendees were impressed with the center and how its atmosphere contributed to the festivities. We look forward to partnering with the city again and hope that our improved marketing efforts will prove mutually beneficial.

To Whom it May Concern,
My name is Debbie Medina I returned to Twentynine Palms, the place I call home, in 1995. Iwas hired by the San Bernardino County Library system, and worked at the Twentynine Palms Branchfor most of my tenure. After working for 20 years in the library system, i retired in 2015. During the time Iworked for the County, Ijoined the Kiwanis Club of Twentynine Palms in 2005 and have been an active member ever since.

Upon retiring I became a member of the Friendsof the Twentynine Palms Library, in which I have served as President, Vice President and currently as a Member at Large.

Three years ago I approached members of the Joshua Tree and Yucca Valley Friends of the Librarygroups, for volunteers to help resurrect the Spell-A»Thon, formerly sponsored by the Morongo Basin Coalition for Adult Literacy (MBCAL).A committee was formed with representation of each library. We are currently working on our 4‘hAnnual Spell-A-Thon, which is scheduled to take palce in March 2025.

Thank you for you considering us to be a part of your selection for the City Grant 2024- 2025.

Truly,
Debbie Medina
