SECTION 2. Findings. The City Council of the City of Twentynine Palms makes the following Findings in support of Development Code Amendment No. 25-000004:

A. That the Zone Change or Development Code Amendment is consistent with the intent of the goals and policies of the General Plan, in that introducing the Open-Space Conservation (OS-C) land use district meets with the spirit of the goals and policies of the General Plan by indicating which parcels are to be set aside as permanent open space.

B. That the Zone Change or Development Code Amendment prescribes reasonable controls and standards to ensure compatibility with other established uses, in that the new Open-Space Conservation (OS-C) land use district property prescribes reasonable controls on proposed uses in this land use district.

C. • Change Order 1 - 29 Palms
Solar Project EIR 3.6.25
BACKGROUND:

On March 25, 2025, the City Council authorized the City Manager to enter into any necessary agreements between the City, environmental consultants, and project applicants for environmental work done on private property. An Environmental Impact Report (EIR) is in the midst of production for the E-Group Solar project.

Because of extra work that is needed to be conducted that had not been anticipated at the time of the initiation of this project, change orders are necessary to fully reimburse the environmental consultant.

Change Order #1 in the amount of $7,500 is needed to account for additional costs incurred as a result of applicant delays and repeated re-submittal of site plan, grading plan, technical reports, peer reviews, and EIR drafting.

Change Order #2 in the amount of $8,800 is needed to account for costs incurred as a result of the change in General Plan Amendment (GPA) to reduce the GPA area to cover only 48 unit lots to the Solar Project.

Change Order #1 and #2 combined exceed the City Manager's approving authority. The revised contract amount will be $167,450.

It should be noted that any costs associated with the production of the EIR are to be reimbursed by the applicant. Page 33 of 104 ENVIRONMENTAL:

Mr. Keith Gardner
Community Development Director
City of Twentynine Palms
6136 Adobe Road
Twentynine Palms, CA 92277
RE: Proposal to Prepare an EIR, Solar Array Project
Dear Keith:

I am following up on our recent conversations regarding this project and the expectation that an Environmental Impact Report (EIR) will be required by the City to fulfill the requirements of the California Environmental Quality Act (CEQA). We have prepared the following proposal for your review.

Understanding of Project and Scope of Work
The City has received an application for the development of a commercial solar array to be located on 185± acres located north of Two Mile Road and west of Noels Knowll Road in the northwestern part of the City. Offsite improvements are also proposed, and appear to include the extension of Easy Street from Two Mile Road to the site, the extension of conduit and powerlines from the property to the Carodean Substation, and potentially improvements at the Substation.

The City has determined that the following applications will be required:

1. General Plan text and map amendment to allow a new land use designation which allows commercial solar development.

2. Development Code text (new development standards) and map amendment to allow solar uses on the property.

3. Conditional Use Permit for the use itself.

4. Development Agreement, if needed, is defined as a project under CEQA.

The applicant is preparing and will submit the following technical reports:

1. Glare Analysis

2. General Biological Resources Report

3. Desert Tortoise Survey

4. Burrowing Owl Survey/Translocation Plan

Page 35 of 104 ends

5. Joshua Tree Survey

6. Cultural Resources Report

7. Hydrology Study and Water Quality Management Plan
Terra Nova will prepare an air quality and greenhouse gas emissions report. It is not anticipated at this time that either traffic or noise impact analyses will be required.

For purposes of this proposal, we have made the following assumptions:

1. The City has provided us with the full application package, including grading plan, site plan, etc., and will furnish updates as they become available.

2. Terra Nova will peer review the applicant’s technical reports and provide comments/corrections as necessary.

3. The City will undertake SB 19 and AB 52 Tribal Consultation and provide the results of that consultation for incorporation into the EIR.

4. Terra Nova will provide administrative support to the City, and transmit the NOP, EIR, and other documents as needed throughout the process.

On the basis of the assumptions above, we propose the following scope of work.

A. Project Initiation and Team Meetings: Terra Nova will continue to attend the regularly scheduled team meetings through the EIR preparation process. For purposes of this proposal, we have assumed up to 18 Zoom team meetings for a period of 9 months.

B. Project Description: Based upon planning and design documents prepared by the applicant, Terra Nova will develop a comprehensive project description in consultation and coordination with City.

C. Mapping: Prepare appropriate base maps to establish a common mapping reference for all environmental analysis. The source of mapping will include plans secured from the City, General Plan and Zoning Maps, USGS quad maps, aerial photos and other appropriate base mapping. In addition, incorporate design team graphics into the EIR where necessary to illustrate the project and its impacts.

D. Notice of Preparation: Terra Nova will prepare a draft CEQA-compliant Initial Study/Notice of Preparation based on the project description and available technical data. The Initial Study will be conducted on a categorical basis to assure that all areas requiring detailed analysis have been identified, and those areas where no impact will occur are addressed so that they do not require analysis in the EIR. The Initial Study will be reviewed by the City and edited as necessary. A Notice of Preparation (NOP) and Notice of Completion (NOC) will also be prepared and provided to the City for approval. Comments on the NOP will be addressed in the Draft EIR.

E. Air Quality & GHG Analysis: Terra Nova will prepare a comprehensive air quality analysis for construction and operational moving and stationary emissions, as well as fugitive dust (PM10) emissions associated with grubbing and site grading, truck and other construction vehicle trips. Emissions associated with post-construction

operations will also be analyzed in conformance with the MDAQMD Environmental Handbook and local Air Quality Guidelines. Project potential for greenhouse gas (GHG) emissions will also be analyzed and mitigation measures developed, as appropriate. The analysis will be conducted for each of three (3) project alternatives.

F. EIR Research and Documentation: Research, document and map environmental resources and hazards for integration into the EIR, as appropriate. Each analysis category will be briefly addressed in the Environmental Setting discussion, and issues requiring further analysis will be fully analyzed in the impacts and mitigation section of the EIR. Mitigation measures will be included on a categorical basis, as will cumulative impacts. The goal is to provide comprehensive analysis and mitigation, which utilizes the most up-to-date data and information available in a manner compliant with CEQA, and as much detail as possible.

G. Project Alternatives: In addition to the “Preferred Alternative” project, Terra Nova will also develop and analyze up to three (3) additional alternative projects, including a “No Project” alternative. Alternative projects will be reviewed with the City, and impacts associated with each will be analyzed on a categorical basis.

H. Mandatory CEQA Analysis: Terra Nova will prepare other mandatory CEQA discussions, including Growth-Inducing Impacts, Unavoidable Environmental Impacts, Short-Term Use Versus Long-Term Productivity, and other mandatory CEQA EIR discussions.

I. EIR Screencheck Review: Terra Nova will prepare a screencheck draft of the EIR for review by City staff prior to transmittal. Terra Nova and its consultants will confer with City staff regarding comments, and will amend the screencheck draft accordingly. One review round is included in this proposal. If additional reviews are required, they will be billed on a time and materials basis.

J. Notice of Availability: Terra Nova will prepare the Notice of Completion and Notice of Availability of the EIR in conformance with California Government Code. The Notice will be provided to the City for publication.

K. Final EIR Drafting: The City will provide Terra Nova with comment letters received on the Draft EIR, and Terra Nova will restate comments and prepare responses to comments, conferring with City staff before finalizing responses. Terra Nova and City staff will work cooperatively in the completion of Final EIR documentation. The level of public comment is not known at this time. We have assumed 40 hours for the response to comments.

L. Document Distribution and Noticing: Terra Nova will distribute the NOP/IS and EIR documents to the City’s responsible and trustee agencies, in a manner that is compliant with CEQA and the City’s requirements. This service would also include posting to the County Clerk and SCH websites to initiate comment periods. Upon completion of the Final EIR, Terra Nova will transmit this document to all commenting agencies/parties, as well as to those who have requested a copy from the City. Said

transmittal must be accomplished at least 10 days prior to EIR certification. This task would not include the publication of notices in the newspaper, which would remain the City’s responsibility.

M. Hearings: Terra Nova staff will prepare for, attend and present the EIR and CEQA review at two hearings (Planning Commission and City Council), and will provide City staff support.

N. NOD Preparation and Filing: Following approval of the environmental document, Terra Nova will prepare the Notice of Determination (NOD) and provide it to the City for posting with the Clerk and SCH. City/applicant will be responsible for CEQA filing and CDFW fees.

BACKGROUND:

The City of Twentynine Palms has a history of supporting off-road racing events that bring tourism and economic activity to the community. In previous years, the City has provided limited Public Works support for the Hilltoppers Motorcycle Club (MC) Race Event. This support included the use of two graders to maintain safe and accessible routes for water trucks, which are essential for dust control between individual racing events. WORCS Racing has requested similar support for their upcoming event.

The Public Works Department proposes to provide two graders and necessary Staff to assist with course preparation and maintenance, specifically to ensure safe operation of water trucks for dust suppression. This support will help maintain safety standards and environmental compliance during the event.

DATE: Wednesday, July 16, 2025
TO: Mayors, Council Members, City Clerks, and City Managers RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Oct. 8-10, 2025 Long Beach Convention Center
Every year, the League of California Cities convenes a member-driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.

Taking place on Oct. 10, the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.

To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.

Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council. Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.

Following council action, please submit your city’s delegates through the online submission portal by Wed., Sept. 24. When completing the Voting Delegate submission form, you will be asked to attest that council action was taken. You will need to be signed in to your My Cal Cities account when submitting the form.

Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide pre-conference communications with voting delegates.

Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration is open on the Cal Cities website.

Council Action Advised by September 24, 2025

Page 50 of 104 ends

For a city to cast a vote, one voter must be present at the General Assembly and in possession of the voting delegate card and voting tool. Voting delegates and alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This will enable them to receive the special sticker on their name badges that will admit the voting delegate into the voting area during the General Assembly.

Please view Cal Cities’ event and meeting policy in advance of the conference.

Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the General Assembly, they may not transfer the voting card to another city official.

Seating Protocol during General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.

The voting delegate desk, located in the conference registration area of the Long Beach Convention Center in Long Beach, will be open at the following times: Wednesday, Oct. 8, 8:00 a.m.-6:00 p.m. and Thursday, Oct. 9, 7:30 a.m.-4:00 p.m. On Friday, Oct. 10, the voting delegate desk will be open at the General Assembly, starting at 7:30 a.m., but will be closed during roll calls and voting.

The voting procedures that will be used at the conference are attached to this memo.

Please share these procedures and this memo with your council and especially with the individuals that your council designates as your city’s voting delegate and alternates.

Once again, thank you for submitting your voting delegate and alternates by Wednesday, Sept. 24. If you have questions, please contact Zach Seals at [email protected].

1. One City One Vote. Each member city has a right to cast one vote on matters pertaining to Cal Cities policy.

2. Designating a City Voting Representative. Prior to the Cal Cities Annual Conference and Expo, each city council may designate a voting delegate and up to two alternates; these individuals are identified on the voting delegate form provided to the Cal Cities Credentials Committee.

Sixty days before the
Annual Conference
and Expo, Cal Cities
members may submit
policy proposals on
issues of importance
to cities. The resolution must
have the concurrence of at least
five additional member cities or
individual members.

How it works: Cal Cities
Resolutions and the General Assembly
General Assembly
General Resolutions Policy Committees
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure Cal Cities represents cities with one voice. These policies directly guide Cal Cities’ advocacy to promote local decision-making, and lobby against statewide policies that erode local control.

The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official Cal Cities policy. Here’s how resolutions and the General Assembly work.

The petitioned
resolution is an
alternate method
to introduce policy
proposals during
the annual conference. The
petition must be signed by
voting delegates from 10% of
member cities, and submitted to
the Cal Cities President at least
24 hours before the beginning
of the General Assembly.

Petitioned Resolutions
The Cal Cities
President assigns
general resolutions
to policy committees
where members
review, debate, and recommend
positions for each policy proposal.

Recommendations are forwarded
to the Resolutions Committee.

Who’s who
The Resolutions Committee
includes representatives
from each Cal Cities
diversity caucus, regional
division, municipal
department, and policy
committee, as well as
individuals appointed by
the Cal Cities president.

Voting delegates
are appointed by each
member city; every city
has one voting delegate.

The General Assembly is a
meeting of the collective
body of all voting
delegates —one from
every member city.

Seven policy committees
meet throughout the year
to review and recommend
positions to take on bills
and regulatory proposals.

Policy committees include
members from each Cal
Cities diversity caucus,
regional division, and
municipal department,
as well as individuals
appointed by the Cal
Cities president.

During the General Assembly, voting delegates
debate and consider general and petitioned
resolutions forwarded by the Resolutions
Committee. Potential Cal Cities bylaws
amendments are also considered at this meeting.

Cal Cities policy
development is a memberinformed process,
grounded in the voices and
experiences of city officials
throughout the state.

Resolutions Committee
The Resolutions
Committee considers
all resolutions. General
Resolutions approved1 by
either a policy committee
or the Resolutions Committee are next
considered by the General Assembly.

General resolutions not approved, or

Assembly. All Petitioned Resolutions
are considered by the General
Assembly, unless disqualified.2
During the Annual Conference and Expo

Plan FY 2025-26
BACKGROUND:

The Parking and Business Improvement Area Law of 1989 (Section 36500 et. seq., of the California Streets and Highways Code) authorizes cities to establish business improvement areas for the purposes of promoting tourism. In accordance with the Parking and Business Improvement Area Law of 1989, City Staff established the Twentynine Palms Tourism Business Improvement District (TBID) to levy and collect assessments from all hotels, motels, and vacation home rentals, and any other business providing transient occupancies and subject to the City's Transient Occupancy Tax (TOT), within the boundaries of the City, to raise funds to promote tourism within the City.

The Visit 29 Palms TBID is managed by an five-member Advisory Board, appointed by the City Council, and made up of lodging owners and operators. The Advisory Board is required to submit an annual report to the City Council, along with a tourism marketing plan and budget to outline the efforts to be undertaken by the TBID for the ensuing Fiscal Year. Activities funded by the levy of assessments generally include marketing programs to promote Twentynine Palms as an overnight tourism destination, including marketing, advertising, public relations and other related activities as determined

Page 55 of 104 ends

by the Advisory Board. The City Manager is authorized to make expenditures that are consistent with the annual budget approved by the Advisory Board and City Council.

The assessment is proposed to be levied on all existing and future hotel businesses within the City at a rate of 1.5% per occupied room night rate. The "room night rate" is calculated as the base room rate charged to the occupant prior to the application of the City's Transient Occupancy Tax (TOT). Note, the assessment will only apply to transient occupancies that are already subject to Transient Occupancy Tax and will be in addition to the City's TOT. For instance, a hotel room with a base room rate of $100 (not including any other taxes or fees), the TBID assessment would be 1.5% or $1.50, and the TOT would be an additional 9% or $9.00, so the total room rate with TBID assessment and TOT would be $110.50 plus any other applicable taxes and fees.

The TBID anticipates collecting $350,000 in FY2025–26. Under the direction of the Advisory Board, these funds will fuel efforts to showcase Twentynine Palms’ unique position as the gateway to Joshua Tree National Park, strengthen the city’s presence in the competitive tourism market, and support events and destination marketing initiatives, ranging from strategic advertising and media outreach to partnerships and promotions, that drive visitation and economic impact. Any funds remaining at the end of any term would be used in subsequent years, subject to the requirements of the attached TBID Ordinance No. 278 which was adopted by City Council on May 23, 2017.

ENVIRONMENTAL:

ALTERNATIVES:

The City Council could choose not to support the continuation of the TBID and the TBID assessment collections.

FISCAL IMPACT:

The proposed TBID Assessment of 1.5% on short-term stays is anticipated to be $350,000 in the 2025-26 Fiscal Year.

Twentynine Palms continued to rise as a destination in 2024-25, fueled by new lodging, restaurants, shops, and wellness businesses. The tourism sector is building momentum, and our community is working together to sustain that growth. At the same time, like the broader travel industry, we are navigating headwinds. Global unrest, inflation, tariffs and trade tensions, and airline route cutbacks have all impacted U.S. travel. California has also seen a sharp decline in international visitation, affecting gateway markets and nearby destinations such as Joshua Tree National Park, Mojave National Preserve, and Death Valley National Park. These conditions reinforce the importance of sustaining demand from domestic and regional markets, which remain the foundation of visitation to Twentynine Palms. 2017-18 2018-19 2019-20 2020-21 2021-22 2022-23 2023-24 $0 $100,000

YEAR IN REVIEW
Hotel performance held steady as inventory grew, with Hotel Wren and RESET Hotel adding 77 boutique-style rooms. This new lodging strengthens the city’s diversity of options, with modest year-over-year growth in Q1 and Q3 underscoring resilience in the segment. Vacation rentals saw gains in Q1 but declines in Q2 and Q3, reflecting a gradual contraction in inventory.

Year-to-date TBID assessment revenue (Oct ’24 – July ’25) totals $293,062, reflecting only a 2.5% year-over-year decline despite the broader challenges facing travel. YTD results by lodging segment:

TBID Assessment Revenue
YTD Hotels & RV: $156,398 (+0.5% YoY) YTD Vacation Rentals: $136,664 (-5.7% YoY) Annual TBID Assessment Revenue
Since its inception in FY17-18, the TBID has generated steady tourism revenue for Twentynine Palms. Based on industry trends and year-to-date results, we anticipate year-end collections of approximately $350,000 — about 5% below budget — with
reserves to ensure stability. Despite near-term fluctuations, the long-term trend reflects the city’s rising position as a high desert destination.

Visit 29 Palms Annual Report: FY 2024-25 3
According to Tourism Economics’ May 2025 Lodging Forecast, California’s lodging industry will see minimal growth in 2025, with statewide room revenue up just 0.2%. Modest ADR gains are expected to be offset by weak demand and new supply, driving a 1.5% drop in statewide occupancy and a 2.5% decline in non-gateway regions, including desert destinations. Modest growth is expected to return in 2026, with steady improvements in demand, rates, and room revenue, signaling a positive long-term outlook for Twentynine Palms and the region.

Twentynine Palms continues to evolve as a vibrant high desert destination, with 2024-25 bringing another wave of exciting new businesses that are redefining the visitor experience. Boutique hotels have expanded lodging options in notable ways: Hotel Wren, a stunning transformation of a historic 1940s property, has brought new life and style to the city’s core, while Reset Hotel, the first new property built from the ground up in more than 15 years, has introduced a fresh, contemporary stay. Together, these two properties added 77 boutique-style rooms, elevating the lodging experience in Twentynine Palms.

The city also welcomed a diverse mix of new restaurants, bars, shops, and wellness spaces, including 29 Palms Beer Co., Snakes & Stars, SBR29, Delilah’s Vintage, Desert’s Edge Vintage, Nxwhere California, Escapade 29, Earth & Easel Arte Studio, 3rd Libra Wellness Lounge, and more. This wave of investment is enhancing the dining, arts, and wellness experiences available to travelers, reinforcing Twentynine Palms as a place to stay, explore, and return to. It has also captured high-profile media attention, with features in the LA Times, Vogue, Travel + Leisure, National Geographic, Condé Nast Traveler, and more — spotlighting Twentynine Palms as California’s rising desert destination.

Visit California LA Media Reception
Produced by Visit California with 1 million copies in circulation, the 2025 California Visitor’s Guide features Twentynine Palms with a full-page story and interview with Habitat owner Blanca Bribiesca, highlighting the city’s transformation and rising profile within the California desert region.

Twentynine Palms’ businesses are making headlines, earning recognition in the LA Times, Vogue, Travel + Leisure, National Geographic, Condé Nast Traveler, and more. Behind this coverage are the creative entrepreneurs opening new hotels, restaurants, shops, and wellness spaces — capturing the attention of national media and reinforcing Twentynine Palms as a destination to visit, explore, and return to.

This visibility was further elevated through Visit 29 Palms’ participation in Visit California’s LA Media Reception in October 2024 — a competitive co-op opportunity requiring destinations to pitch their storylines. Visit 29 Palms was selected based on our pitch highlighting the wave of new boutique shops and businesses, the highly anticipated arrival of Hotel Wren and RESET Hotel, and a vibrant fall events lineup including the 29 Palms Book Festival and Rock Rumble Royale. Being chosen for this event provided the opportunity to connect directly with top editors and writers, relationships that will continue to generate meaningful coverage for our community. 2025 California Visitor’s Guide

OUTDOOR BILLBOARDS
Following the LA Times’ recognition of Twentynine Palms as the “new desert hot spot,” Visit 29 Palms strategically launched an outdoor campaign to amplify this message in key Southern California drive markets. The campaigns generated more than 9 million impressions, with placements in Silver Lake/Echo Park and along the I-10 corridor in Banning/Beaumont, directly reaching core Los Angeles and Inland Empire audiences:

Developed with community input and guided by a lodging and community subcommittee, the program reflects a shared commitment to strengthening Twentynine Palms’ identity as a vibrant desert destination while fueling long-term growth through a pipeline of annual and signature events that attract visitors today and build sustained demand for the future.

Visit 29 Palms Annual Report: FY 2024-25 13 Marketing Programs Operations

LOOKING AHEAD
As Visit 29 Palms prepares for FY25–26, we are building on the momentum of this past year with a balanced and strategic budget designed to strengthen our marketing reach, support local events, and sustain core operations. Looking ahead, FY25–26 will continue preparations to transition the TBID from the 1989 Law to the 1994 Law, a change that will extend the district to a five-year term.

This strategic step will provide long-term stability, enabling greater capacity for planning, investment, and collaboration in the years ahead. The proposed $547,843 TBID budget combines $350,000 in projected assessment revenue with $200,000 in reserves, ensuring both stability and capacity to invest in high-priority initiatives.

FY25–26 Proposed Budget Highlights
Sponsorship & Event Grant Program — $150,000
Continuing as the TBID’s largest single investment, supporting cultural, arts, wellness, sports, and community events that drive overnight visitation and community engagement.

Marketing & Advertising — $169,010
Expanding reach through billboards, digital marketing, print, social media contractor services, broadcast, travel trade, and special projects — positioning Twentynine Palms in both regional drive markets and targeted national campaigns.

Administration & Operations — $218,133
Sustaining visitor services and organizational capacity, including staff salaries and benefits, Visitor Center operations, Civitas contract services in preparation for district conversion, and a risk management contingency.

With a solid foundation in place, strategic investments planned, and district conversion on the horizon, Visit 29 Palms is entering FY25–26 with focus and momentum. Guided by our goals to grow awareness, engage visitors, attract overnight stays, and foster collaboration, we look forward to another year of advancing tourism and supporting the lodging and hospitality industry that drives it.

Operating under the Parking and Business Improvement Area Law of 1989, the Visit 29 Palms TBID is a public-private partnership between the City of Twentynine Palms and the lodging operators and owners within the district. Funded entirely by the 1.5% self-assessed TBID assessment levied on lodging properties within the district (excluding those on the Marine Base), the TBID delivers creative, targeted destination marketing programs designed to attract overnight visitors, support the city’s tourism economy, and elevate its positioning as the new high desert hot spot.

Looking ahead to 2025-26, organizational priorities include strengthening branding, expanding digital reach and engagement through improved visual storytelling on social media, and increasing advertising across digital, broadcast, and out-of-home channels to drive visitor interest, intent to book, and overnight stays in the city.

A top organizational priority will also be working toward conversion from the 1989 Law to the Property and Business Improvement District Law of 1994, enabling a five-year term and a stronger foundation for long-term strategic planning. This process will focus on aligning City Council, the TBID Advisory Board, stakeholders, and the community on the TBID’s mission, values, goals, and strategic vision, while increasing education on the benefits of the 1994 Law and developing a clear roadmap for transition.

Destination Overview
Twentynine Palms is a small rural city in San Bernardino County, located along the southeastern range of California’s Mojave Desert. This vibrant desert community, welcoming more than 800,000 overnight visitors annually, is home to Joshua Tree National Park Headquarters, the historic Oasis of Mara, and a brand-new national park Visitor Center. As the main north entrance to Joshua Tree National Park, Twentynine Palms serves as a pivotal gateway to one of the nation’s most visited parks, which draws over three million visitors each year from across the globe. It is also the official gateway to the Mojave Trails National Monument and proudly hosts the Twentynine Palms Marine Corps Air Ground Combat Center, established in 1952.

The city has entered a new era, marked by a revitalized downtown, an influx of locally owned and distinctive new businesses, and continued investment in its lodging infrastructure. Visitors can explore a thriving arts scene, discover rich Native American and military history, and enjoy year-round stargazing under some of the darkest skies in Southern California. Combined with exceptional access to outdoor recreation, diverse dining, and a renewed focus on branding, marketing, and visitor engagement, Twentynine Palms is wellpositioned for continued growth in the tourism sector. By diversifying attractions, enhancing the visitor experience, and expanding marketing reach through digital, broadcast, and outof-home channels, Visit 29 Palms aims to strengthen the city’s reputation as a premier destination in California’s desert region.

4 2025-26 Proposed Visit 29 Palms Tourism Business Improvement District Plan & Budget | Drafted August 2025 Looking ahead, Route 66’s Centennial in 2026 will spotlight the 100th anniversary of this iconic highway. Twentynine Palms, located just one hour south of the Route 66 corridor through Mojave Trails National Monument, is well-positioned to serve as a hub for travelers seeking to explore this historic route alongside the region’s national parks and desert landscapes.

Travel & Tourism Trends / State of the Industry
California’s tourism economy grew in 2024 but faces headwinds in 2025, with statewide visitor volume forecast to decline 0.7% and international visitation dropping 9.2%, led by a sharp fall in Canadian travel. Visitor spending growth is expected to slow to 0.5%, as domestic gains are offset by international losses. These trends reinforce the need for Twentynine Palms to prioritize domestic drive markets, encourage longer stays, and leverage its strengths in outdoor recreation, stargazing, and unique lodging to attract travelers seeking closer-to-home experiences.
(Source: Visit California, Visitation and Spend Forecast – May 2025) Implications for Twentynine Palms
• Prioritize domestic and regional drive markets to offset reduced international visitation.
• Encourage longer stays to counter shorter average trips from cost-conscious travelers.
• Highlight nature-based, closer-to-home experiences including Joshua Tree National Park, dark sky stargazing, and unique lodging options.
• Leverage expanded lodging inventory (Hotel Wren, RESET Hotel) to attract highpropensity overnight markets. • Position Twentynine Palms as a value-rich alternative to more expensive or crowded California desert destinations.

Lodging Market Overview
Twentynine Palms continues to offer the widest variety of lodging options in the Morongo Basin, making it the premier overnight destination in the region. From national brand hotels and boutique inns to the largest RV resort in the area and a diverse selection of vacation rentals, the city’s accommodations cater to every traveler type and budget.

Hotel Overview
Twentynine Palms leads the Morongo Basin hotel market with 677 traditional hotel rooms — the highest concentration in the region. For comparison, Yucca Valley offers approximately 231 rooms, Joshua Tree provides a more eclectic mix of 116 rooms, and Pioneertown, known for its historic Western charm, has 19 rooms.

This leadership position has been strengthened by significant new investments in 2025, with 77 new rooms added through the newly remodeled and relaunched 12-room Hotel Wren and the 65-room RESET Hotel — the first new hotel build in the area in the last 15 years. These openings represent an 11% increase in room inventory, with the potential 100-room Ofland Resort on the horizon. Together, these additions expand capacity, elevate the lodging experience, and further enhance the city’s appeal as the high desert’s premier destination.

5 2025-26 Proposed Visit 29 Palms Tourism Business Improvement District Plan & Budget | Drafted August 2025 RV Overview
With space for more than 170 recreational vehicles, Twentynine Palms is home to the largest RV resort in the Morongo Basin, offering unmatched space and amenities for RV travelers. Its convenient location near Joshua Tree National Park’s north entrance makes it a popular choice for visitors seeking both comfort and easy access to outdoor recreation.

Vacation Rental Overview
While outpaced by some neighboring communities in total inventory, Twentynine Palms remains a significant player in the Morongo Basin’s vacation rental market. The pandemic years brought a surge of new properties across the region, leading to an oversaturated market. More recently, Twentynine Palms has experienced a 12% decrease in vacation rental inventory, now totaling 365 properties, as the market undergoes a natural correction. Despite this adjustment, the city continues to offer a strong and diverse portfolio of vacation rentals, from stylish mid-century homes to rustic desert retreats. This quality and variety ensure Twentynine Palms remains highly competitive for travelers seeking unique, comfortable, and private accommodations.

As the market stabilizes, the city’s well-curated product mix positions it for renewed growth and sustained visitor appeal.

Conclusion
The depth and diversity of Twentynine Palms’ lodging market — spanning hotels, RV, and vacation rentals — are a cornerstone of the city’s tourism economy. This strong foundation supports Visit 29 Palms’ 2025–26 marketing priorities by enabling targeted campaigns to attract a wide range of traveler segments, drive overnight stays, and reinforce the city’s position as the premier lodging hub of the high desert.

Opportunities

• Leverage the city’s thriving arts and culture scene to attract new visitor segments.
• Capitalize on the city’s world-class stargazing opportunities and dark sky designation to expand astronomy and night sky tourism.

Threats
• Economic uncertainty, inflation, and fluctuating travel costs impacting consumer decisions.
• Increasing competition from neighboring high desert communities. • Vulnerability to federal government shutdowns affecting national park and Marine base visitation.
• Climate change and natural disasters that can disrupt access, infrastructure, and resources.
