PUBLIC COMMENTS
Caitlin Gill, Twentynine Palms, thanked the City Council for your support of the TBID and she complimented members of the City Council and the City Manager for taking interest in Rediscover 29. On a personal level, she reminded everyone that part of the pillars of our tourism growth is astronomy, and our dark skies are vitally important for this community.
MJ Fiocco, Twentynine Palms, asked about item #6 under the Future Council Initiated Items list, saying that this item was not discussed and wanted to know what a "Recognized Neighborhood Program" was. Mayor Bilderain explained that it isn't an item that has been brought up yet to discuss.
Nicole Crossleytownsend, Twentynine Palms, spoke regarding some telephone poles that have been installed in her area, which has caused some change in the terrain from the digging. This affects the flow of the water when it storms, and she is afraid that her home is going to be damaged from the storms. She commented that she just wanted to come on record stating this for future rainstorms.
Christopher Bickford, Twentynine Palms, urged the City Council to bring a veterans art center in our area as well as a VA Hospital. Mayor Bilderain commented he should get in touch with Mil-Tree out of Joshua Tree, a veteran-based non-profit organization.

Audrey Philpot, Twentynine Palms, reported on the results thus far on the public voting campaign for the Levitt grant. She mentioned that the City of Twentynine Palms is now #19 out of 100 cities.
LeeAnn Clarke, Action Council 29, commented that she received a call from a gentleman from a task force that is involved with a campaign to protect public land, in particular the Chuckwalla National Monument. She mentioned that this group is interested in putting up a mural in our community to bring attention to the protection of our National Monuments, so she has contacted the PAAC to see if we will be able to do this by the deadline of September 28th. She mentioned that the "Great Race" will be coming back through our community and are excited to see this come back.
CITY MANAGER UPDATE
City Manager James thanked the community for coming together during the recent storms. He mentioned that he saw a greater cohesion amongst the community and our first responders. He commented that he was able to realize during this recent storm the opportunity on the city's behalf to improve education and communication to the community. He pointed out to everyone that the way Public Works prioritizes clearing roads is based on speed, the higher the speed, the sooner that road is going to be cleared. He mentioned that Staff is also analyzing the cost of road construction. He announced the annual Fall Community Cleanup to be held on Saturday, November 8, 2025. He complimented Rediscover 29, mentioning what an impressive group we have, indicating that they went from 2 members two years ago to 70 members as of today.
Councilwoman Ramirez announced the Hispanic Heritage Celebration this Saturday, September 13th at Freedom Plaza from 5:00 p.m. to 9:00 p.m.
ADJOURNMENT - Mayor Bilderain adjourned the meeting at 7:01 p.m.

BACKGROUND:
Government Code section 34856 provides that the City Council shall have appointment and supervisory authority over the City Clerk, unless that authority is delegated to the City Manager. Currently, the City Council has the authority to appoint the City Clerk and has retained supervisory authority over the position. In order to more efficiently address personnel issues, the City Council desires to delegate this authority to the City Manager. Upon approval of the recommended action, the City Manager will have supervisory authority over the City Clerk. This will clarify that she reports directly to him, and that he will be responsible for supervisory functions such as to providing reviews, step increases, and similar functions just as is the case with other department heads.
ENVIRONMENTAL:
In accordance with the California Environmental Quality Act (“CEQA”) Guidelines Section 15061(b)(3), the proposed amendment to the Municipal Code is covered by the common-sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment, the activity is not subject to CEQA.
ALTERNATIVES:
The City Council can choose to retain supervisory authority over the City Clerk.

ORDINANCE NO. ___
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TWENTYNINE PALMS, CALIFORNIA, ADOPTING AN AMENDMENT
TO THE CITY OF TWENTYNINE PALMS MUNICIPAL CODE,
AMENDING CHAPTER 2.01, CITY MANAGER, CHANGING
RESPONSIBILITY FOR SUPERVISORY AUTHORITY OVER THE CITY
CLERK FROM THE CITY COUNCIL TO THE CITY MANAGER
WHEREAS, currently, the City Clerk of the City of Twentynine Palms (“City”) is appointed by, and serves at the direction and discretion of, the City Council; and WHEREAS, Municipal Code Section 2.01.070 provides that the City Manager has “authority to control, order and give directions to all heads of departments and to subordinate officers and employees of the City under his jurisdiction through their department heads”; and
WHEREAS, Municipal Code Section 2.01.070 provides that the City Manager “shall appoint, remove, promote and demote any and all officers and employees of the City, except the City Attorney, City Clerk and Treasurer”; and WHEREAS, pursuant to Government Code section 34856, the City Council is responsible for appointment and supervision of the City Clerk, unless that authority is delegated to the City Manager, and the City Council desires to delegate such authority over the City Clerk to the City Manager.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TWENTYNINE PALMS, CALIFORNIA, TAKES THE FOLLOWING ACTIONS:
Section 1. Based upon the review of the proposed amendment to the Municipal Code, Chapter 2.01, City Manager, the City Council finds that the proposed amendment does not have the potential to have an adverse impact on the environment and, in accordance with the California Environmental Quality Act (“CEQA”) Guidelines Section 15061(b)(3), the activity is covered by the commonsense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen, as here, with certainty that there is no possibility that the activity may have a significant effect on the environment, the activity is not subject to CEQA. Therefore, the Council finds and determines that the adoption of this Ordinance is not subject to CEQA.
2 Section 2. The City Council finds that the proposed amendment to the Municipal Code is consistent with the City’s adopted General Plan Goals and Policies.
Section 3. As authorized by Government Code section 34856, City Council hereby delegates its authority for the appointment and supervision of the City Clerk, including expressly the authority to appoint, direct, discipline, and dismiss the City Clerk, to the City Manager.
Section 4. In order to accomplish the intent sent forth herein, the City Council hereby amends Twentynine Palms Municipal Code Section 2.01.070, City Manager, Powers and Duties, to read as fully set forth in Exhibit A attached hereto and incorporated by this reference.
Section 5. The City Clerk of the City of Twentynine Palms shall certify to the adoption of this Ordinance and cause publication to occur as required by law.
Section 6. This Ordinance shall become effective thirty (30) days after the second reading and adoption by City Council.
Section 7. If any provision of this Ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and, to this end, the provisions of this Ordinance are declared to be severable.

Confirming TBID Levy
BACKGROUND:
The Parking and Business Improvement Area Law of 1989 (Section 36500 et seq., of the California Streets and Highways Code) authorizes cities to establish business improvement areas for the purpose of promoting tourism.
Pursuant to this law, the City of Twentynine Palms established the Tourism Business Improvement District (TBID) to levy and collect assessments from all hotels, motels, vacation home rentals, and any other businesses providing transient occupancies that are subject to the City’s Transient Occupancy Tax (TOT). These funds are Page 17 of 87 dedicated to promoting tourism within the City. The Public Hearing is the final step of the TBID’s annual reauthorization process under the Parking and Business Improvement Area Law of 1989.
The TBID is managed by a five-member Advisory Board, appointed by the City Council, and composed of local lodging owners and operators. Each year, the Advisory Board is required to submit an annual report to the City Council, including a tourism marketing plan and budget outlining the efforts to be undertaken in the ensuing Fiscal Year. On September 9, 2025, the City Council approved the TBID’s Annual Report for Fiscal Year 2024- 25 and the TBID's Tourism Marketing Plan and Budget for Fiscal Year 2025–26, along with Resolution No. 25-19, adopting a Resolution of Intent to levy the TBID’s 1.5% assessment.
The assessment is levied on all hotel, motel, RV, and vacation rental businesses within the City at a rate of 1.5% of the base room night rate, calculated prior to the application of the City’s TOT. The assessment only applies to transient occupancies already subject to the TOT. For example, a hotel room with a $100 base room rate would generate a $1.50 TBID assessment and a $9.00 TOT, for a total of $110.50 plus any other applicable taxes and fees. Activities funded by the TBID generally include marketing, advertising, public relations, and related programs to promote Twentynine Palms as an overnight tourism destination. The City Manager is authorized to make expenditures consistent with the budget approved by the Advisory Board and City Council.
The TBID anticipates collecting approximately $350,000 in Fiscal Year 2025–26. Under the direction of the Advisory Board, these funds will fuel efforts to showcase Twentynine Palms’ unique position as the gateway to Joshua Tree National Park, strengthen the City’s presence in the competitive tourism market, and support destination marketing initiatives and events that drive visitation and economic impact. Any unspent funds at the end of the Fiscal Year will roll over for use in subsequent years, in accordance with TBID Ordinance No. 278, adopted by the City Council on May 23, 2017.
This Public Hearing was noticed in the Desert Trail on September 10, 2025, and letters were mailed to all affected businesses on September 15, 2025.
ENVIRONMENTAL:
Not applicable.
ALTERNATIVES:
The City Council could choose not to support the continuation of the TBID assessment collection.
FISCAL IMPACT:
The proposed TBID assessment of 1.5% on short-term stays is anticipated to generate $350,000 in TBID's 2025- 26 Fiscal Year.

Our mission is to raise visibility, inspire visitation, and strengthen the city’s tourism economy. Core objectives
include:

campaigns.

experiences, and events.

Strengthening partnerships with stakeholders, local
businesses and regional tourism organizations.
Visit 29 Palms Annual Report: FY 2024-25 1
Twentynine Palms continued to rise as a destination in 2024-25, fueled by new lodging, restaurants, shops, and wellness businesses. The tourism sector is building momentum, and our community is working together to sustain that growth. At the same time, like the broader travel industry, we are navigating headwinds. Global unrest, inflation, tariffs and trade tensions, and airline route cutbacks have all impacted U.S. travel. California has also seen a sharp decline in international visitation, affecting gateway markets and nearby destinations such as Joshua Tree National Park, Mojave National Preserve, and Death Valley National Park. These conditions reinforce the importance of sustaining demand from domestic and regional markets, which remain the foundation of visitation to Twentynine Palms. 2017-18 2018-19 2019-20 2020-21 2021-22 2022-23 2023-24 $0 $100,000

YEAR IN REVIEW
Hotel performance held steady as inventory grew, with Hotel Wren and RESET Hotel adding 77 boutique-style rooms. This new lodging strengthens the city’s diversity of options, with modest year-over-year growth in Q1 and Q3 underscoring resilience in the segment. Vacation rentals saw gains in Q1 but declines in Q2 and Q3, reflecting a gradual contraction in inventory.
Year-to-date TBID assessment revenue (Oct ’24 – July ’25) totals $293,062, reflecting only a 2.5% year-over-year decline despite the broader challenges facing travel. YTD results by lodging segment:
TBID Assessment Revenue
YTD Hotels & RV: $156,398 (+0.5% YoY) YTD Vacation Rentals: $136,664 (-5.7% YoY) Annual TBID Assessment Revenue
Since its inception in FY17-18, the TBID has generated steady tourism revenue for Twentynine Palms. Based on industry trends and year-to-date results, we anticipate year-end collections of approximately $350,000 — about 5% below budget — with
reserves to ensure stability. Despite near-term fluctuations, the long-term trend reflects the city’s rising position as a high desert destination.
Visit 29 Palms Annual Report: FY 2024-25 2
Visit 29 Palms Annual Report: FY 2024-25 3
According to Tourism Economics’ May 2025 Lodging Forecast, California’s lodging industry will see minimal growth in 2025, with statewide room revenue up just 0.2%. Modest ADR gains are expected to be offset by weak demand and new supply, driving a 1.5% drop in statewide occupancy and a 2.5% decline in non-gateway regions, including desert destinations. Modest growth is expected to return in 2026, with steady improvements in demand, rates, and room revenue, signaling a positive long-term outlook for Twentynine Palms and the region.
Twentynine Palms continues to evolve as a vibrant high desert destination, with 2024-25 bringing another wave of exciting new businesses that are redefining the visitor experience. Boutique hotels have expanded lodging options in notable ways: Hotel Wren, a stunning transformation of a historic 1940s property, has brought new life and style to the city’s core, while Reset Hotel, the first new property built from the ground up in more than 15 years, has introduced a fresh, contemporary stay. Together, these two properties added 77 boutique-style rooms, elevating the lodging experience in Twentynine Palms.
The city also welcomed a diverse mix of new restaurants, bars, shops, and wellness spaces, including 29 Palms Beer Co., Snakes & Stars, SBR29, Delilah’s Vintage, Desert’s Edge Vintage, Nxwhere California, Escapade 29, Earth & Easel Arte Studio, 3rd Libra Wellness Lounge, and more. This wave of investment is enhancing the dining, arts, and wellness experiences available to travelers, reinforcing Twentynine Palms as a place to stay, explore, and return to. It has also captured high-profile media attention, with features in the LA Times, Vogue, Travel + Leisure, National Geographic, Condé Nast Traveler, and more — spotlighting Twentynine Palms as California’s rising desert destination.

LOOKING AHEAD
As Visit 29 Palms prepares for FY25–26, we are building on the momentum of this past year with a balanced and strategic budget designed to strengthen our marketing reach, support local events, and sustain core operations. Looking ahead, FY25–26 will continue preparations to transition the TBID from the 1989 Law to the 1994 Law, a change that will extend the district to a five-year term.
This strategic step will provide long-term stability, enabling greater capacity for planning, investment, and collaboration in the years ahead. The proposed $547,843 TBID budget combines $350,000 in projected assessment revenue with $200,000 in reserves, ensuring both stability and capacity to invest in high-priority initiatives.
FY25–26 Proposed Budget Highlights
Sponsorship & Event Grant Program — $150,000
Continuing as the TBID’s largest single investment, supporting cultural, arts, wellness, sports, and community events that drive overnight visitation and community engagement.
Marketing & Advertising — $169,010
Expanding reach through billboards, digital marketing, print, social media contractor services, broadcast, travel trade, and special projects — positioning Twentynine Palms in both regional drive markets and targeted national campaigns.
Administration & Operations — $218,133
Sustaining visitor services and organizational capacity, including staff salaries and benefits, Visitor Center operations, Civitas contract services in preparation for district conversion, and a risk management contingency.
With a solid foundation in place, strategic investments planned, and district conversion on the horizon, Visit 29 Palms is entering FY25–26 with focus and momentum. Guided by our goals to grow awareness, engage visitors, attract overnight stays, and foster collaboration, we look forward to another year of advancing tourism and supporting the lodging and hospitality industry that drives it.

EXECUTIVE SUMMARY
Visit 29 Palms Tourism Business Improvement District Overview Branded as Visit 29 Palms, the Twentynine Palms Tourism Business Improvement District (TBID) was established in October 2017 to increase awareness, interest, and positioning of the city as a premier travel destination. Operating under the Parking and Business Improvement Area Law of 1989, the Visit 29 Palms TBID is a public-private partnership between the City of Twentynine Palms and the lodging operators and owners within the district. Funded entirely by the 1.5% self-assessed TBID assessment levied on lodging properties within the district (excluding those on the Marine Base), the TBID delivers creative, targeted destination marketing programs designed to attract overnight visitors, support the city’s tourism economy, and elevate its positioning as the new high desert hot spot.
Looking ahead to 2025-26, organizational priorities include strengthening branding, expanding digital reach and engagement through improved visual storytelling on social media, and increasing advertising across digital, broadcast, and out-of-home channels to drive visitor interest, intent to book, and overnight stays in the city.
A top organizational priority will also be working toward conversion from the 1989 Law to the Property and Business Improvement District Law of 1994, enabling a five-year term and a stronger foundation for long-term strategic planning. This process will focus on aligning City Council, the TBID Advisory Board, stakeholders, and the community on the TBID’s mission, values, goals, and strategic vision, while increasing education on the benefits of the 1994 Law and developing a clear roadmap for transition.
Destination Overview
Twentynine Palms is a small rural city in San Bernardino County, located along the southeastern range of California’s Mojave Desert. This vibrant desert community, welcoming more than 800,000 overnight visitors annually, is home to Joshua Tree National Park Headquarters, the historic Oasis of Mara, and a brand-new national park Visitor Center. As the main north entrance to Joshua Tree National Park, Twentynine Palms serves as a pivotal gateway to one of the nation’s most visited parks, which draws over three million visitors each year from across the globe. It is also the official gateway to the Mojave Trails National Monument and proudly hosts the Twentynine Palms Marine Corps Air Ground Combat Center, established in 1952.
The city has entered a new era, marked by a revitalized downtown, an influx of locally owned and distinctive new businesses, and continued investment in its lodging infrastructure. Visitors can explore a thriving arts scene, discover rich Native American and military history, and enjoy year-round stargazing under some of the darkest skies in Southern California. Combined with exceptional access to outdoor recreation, diverse dining, and a renewed focus on branding, marketing, and visitor engagement, Twentynine Palms is wellpositioned for continued growth in the tourism sector. By diversifying attractions, enhancing the visitor experience, and expanding marketing reach through digital, broadcast, and outof-home channels, Visit 29 Palms aims to strengthen the city’s reputation as a premier destination in California’s desert region.
4 2025-26 Proposed Visit 29 Palms Tourism Business Improvement District Plan & Budget | Drafted August 2025 Looking ahead, Route 66’s Centennial in 2026 will spotlight the 100th anniversary of this iconic highway. Twentynine Palms, located just one hour south of the Route 66 corridor through Mojave Trails National Monument, is well-positioned to serve as a hub for travelers seeking to explore this historic route alongside the region’s national parks and desert landscapes.
Travel & Tourism Trends / State of the Industry
California’s tourism economy grew in 2024 but faces headwinds in 2025, with statewide visitor volume forecast to decline 0.7% and international visitation dropping 9.2%, led by a sharp fall in Canadian travel. Visitor spending growth is expected to slow to 0.5%, as domestic gains are offset by international losses. These trends reinforce the need for Twentynine Palms to prioritize domestic drive markets, encourage longer stays, and leverage its strengths in outdoor recreation, stargazing, and unique lodging to attract travelers seeking closer-to-home experiences.
(Source: Visit California, Visitation and Spend Forecast – May 2025) Implications for Twentynine Palms
• Prioritize domestic and regional drive markets to offset reduced international visitation.
• Encourage longer stays to counter shorter average trips from cost-conscious travelers.
• Highlight nature-based, closer-to-home experiences including Joshua Tree National Park, dark sky stargazing, and unique lodging options.
• Leverage expanded lodging inventory (Hotel Wren, RESET Hotel) to attract highpropensity overnight markets. • Position Twentynine Palms as a value-rich alternative to more expensive or crowded California desert destinations.
Lodging Market Overview
Twentynine Palms continues to offer the widest variety of lodging options in the Morongo Basin, making it the premier overnight destination in the region. From national brand hotels and boutique inns to the largest RV resort in the area and a diverse selection of vacation rentals, the city’s accommodations cater to every traveler type and budget.
Hotel Overview
Twentynine Palms leads the Morongo Basin hotel market with 677 traditional hotel rooms — the highest concentration in the region. For comparison, Yucca Valley offers approximately 231 rooms, Joshua Tree provides a more eclectic mix of 116 rooms, and Pioneertown, known for its historic Western charm, has 19 rooms.
This leadership position has been strengthened by significant new investments in 2025, with 77 new rooms added through the newly remodeled and relaunched 12-room Hotel Wren and the 65-room RESET Hotel — the first new hotel build in the area in the last 15 years. These openings represent an 11% increase in room inventory, with the potential 100-room Ofland Resort on the horizon. Together, these additions expand capacity, elevate the lodging experience, and further enhance the city’s appeal as the high desert’s premier destination.
5 2025-26 Proposed Visit 29 Palms Tourism Business Improvement District Plan & Budget | Drafted August 2025 RV Overview
With space for more than 170 recreational vehicles, Twentynine Palms is home to the largest RV resort in the Morongo Basin, offering unmatched space and amenities for RV travelers. Its convenient location near Joshua Tree National Park’s north entrance makes it a popular choice for visitors seeking both comfort and easy access to outdoor recreation.
Vacation Rental Overview
While outpaced by some neighboring communities in total inventory, Twentynine Palms remains a significant player in the Morongo Basin’s vacation rental market. The pandemic years brought a surge of new properties across the region, leading to an oversaturated market. More recently, Twentynine Palms has experienced a 12% decrease in vacation rental inventory, now totaling 365 properties, as the market undergoes a natural correction. Despite this adjustment, the city continues to offer a strong and diverse portfolio of vacation rentals, from stylish mid-century homes to rustic desert retreats. This quality and variety ensure Twentynine Palms remains highly competitive for travelers seeking unique, comfortable, and private accommodations.
As the market stabilizes, the city’s well-curated product mix positions it for renewed growth and sustained visitor appeal.
Conclusion
The depth and diversity of Twentynine Palms’ lodging market — spanning hotels, RV, and vacation rentals — are a cornerstone of the city’s tourism economy. This strong foundation supports Visit 29 Palms’ 2025–26 marketing priorities by enabling targeted campaigns to attract a wide range of traveler segments, drive overnight stays, and reinforce the city’s position as the premier lodging hub of the high desert.
SWOT ANALYSIS
Strengths
• Strategic location as the northern gateway to Joshua Tree National Park and close proximity to Mojave National Preserve and Mojave Trails National Monument.
• Diverse lodging options — from national brand hotels to boutique inns, vacation rentals, and the region’s largest RV resort — with 77 new hotel rooms in 2025 (Hotel Wren, RESET Hotel) expanding capacity across all price points and traveler types.
• Year-round demand support from the Twentynine Palms Marine Corps Air Ground Combat Center in addition to leisure and group travel. • Freedom Plaza contributing to a revitalized downtown, driving economic growth, events, and new business investment.
Weaknesses
• Absence of a clearly defined and widely recognized destination identity. • Need for additional signature events to boost visitation during shoulder and offseasons.
6 2025-26 Proposed Visit 29 Palms Tourism Business Improvement District Plan & Budget | Drafted August 2025 • Growth in tourist amenities such as retail and dining still lags behind neighboring communities.
• Limited public transportation and car rental availability, along with gaps in EV charging infrastructure.
• Perception of Twentynine Palms being overshadowed by the “Joshua Tree” brand.
Opportunities
• Promote extended stays and encourage exploration beyond Joshua Tree National Park into surrounding desert parks, cultural sites, and attractions. • Encourage use of Freedom Plaza as a venue for tourism-driving events, festivals, and conferences that attract overnight visitors.
• Leverage the city’s thriving arts and culture scene to attract new visitor segments.
• Capitalize on the city’s world-class stargazing opportunities and dark sky designation to expand astronomy and night sky tourism.
Threats
• Economic uncertainty, inflation, and fluctuating travel costs impacting consumer decisions.
• Increasing competition from neighboring high desert communities. • Vulnerability to federal government shutdowns affecting national park and Marine base visitation.
• Climate change and natural disasters that can disrupt access, infrastructure, and resources.
Key Takeaways
To remain competitive and grow visitation, Visit 29 Palms must sharpen its destination identity, expand year-round tourism offerings, and capitalize on its unique assets — from diverse lodging and world-class stargazing to arts, culture, and proximity to multiple national parks — while proactively addressing market challenges and competitive pressures.

Notice of Public Meeting and Public Hearing Related to Reauthorizing of the Twentynine Palms Tourism Business Improvement District (TBID) September 12, 2025
Dear Tourism Partner,
Tourism in Twentynine Palms continues to grow, and together we are building momentum for our city as an attractive destination. From new lodging and businesses to major events and national media attention, it’s been an exciting year for tourism. We are continuing the momentum with the reauthorization of the City’s Tourism Business Improvement District (TBID), branded as Visit 29 Palms.
This notice is being provided to you as a business potentially affected by the reauthorization of the City’s Tourism Business Improvement District (TBID). Established under the Parking and Business Improvement Area Law of 1989, the TBID operates on one-year terms and goes through an annual reauthorization process each fall. The objective of the City’s TBID is to increase tourism through destination marketing programs and initiatives that drive more visitors, overnight stays, and local spending, and these efforts are funded by a 1.5% TBID assessment that is proposed to continue being levied and collected from all lodging properties in Twentynine Palms that are providing transient occupancies, and who are subject to the City’s Transient Occupancy Tax.
The TBID is nearing completion of its current year of operation and is seeking reauthorization for the 2025–2026 fiscal year. The first step in the reauthorization process was the adoption of a Resolution of Intention to establish the area to which the TBID would apply and to set the time and place for a public meeting and public hearing. This Resolution of Intention, Resolution No. 25-19, was adopted by the City Council on September 9, 2025.
The Resolution of Intention set the time and place for the public hearing for September 23, 2025, at 6:00 p.m. at City Hall, 6136 Adobe Road, Twentynine Palms, California, 92277. A copy of the Notice of Public Meeting and Public Hearing, along with Resolution of Intention, is attached. Note that the Resolution contains important information required to be shared pursuant to Government Code Section 54954.6.
We invite you to attend this meeting on September 23, 2025, to share your feedback. If you have any questions or concerns, please contact me at (760) 367-6799 or the TBID Advisory Board. The TBID Advisory Board, five local lodging leaders appointed by the City Council, work hard to guide this program and ensure it brings value to the community. Members include: Chair Rakesh Mehta (SureStay by Best Western), Vice Chair Ashton Ramsey (Ramsey 29), Board Member Maria Madrid (Holiday Inn Express & Suites), Board Member Ben Uyeda (Reset Hotel), and Board Member Liz Shickler (29 Palms Inn & Campbell House).
Tourism continues to be one of the brightest opportunities for Twentynine Palms. With your partnership, the year ahead promises even more growth, energy, and success. We look forward to working together to make it our strongest year yet.
Thank you,
Stone James, DPPD

BACKGROUND:
The Historic Plaza, located on the northwest corner of Adobe Road and Two Mile Road, and is the first commercial center in the City of Twentynine Palms. Currently, there are eight buildings within the Plaza that house a variety of businesses, including retail, a salon, and a bar / restaurant. Unlike modern shopping centers, the parking lot and drive aisles in the middle of the Plaza - along with the landscaping - are owned by the City.
Recently, the Friends of the Historic Plaza have held a number of successful events over the course of the last calendar year. Given that these are technically City streets, and not a "City Facility", the jurisdiction for closing the parking lot falls within the Community Development Department to process any temporary permits. It should be noted that other City facilities, such as Freedom Plaza, would require a Use of Facilities Agreement with the Parks and Recreation Department.
Recently, the Historic Plaza has hosted several successful events in the last calendar year. According to the Development Code, activities as such are limited to 4 in a calendar year unless a Conditional Use Permit is issued.
Given the frequency of the occurrence of the Farmer's Market, the City allowed the proprietor to file for a Conditional Use Permit with no fee.
Since the City owns the drive aisle and parking lot where any event would be taking place, anything more than four events would require a Conditional Use Permit, which costs about $5,000 in application fees.
The question for the City Council is: Would the City Council be amenable to accepting a Conditional Use Permit (CUP) application for the Historic Plaza, and to waive the fee? If the answer would be "Yes", then this would not mean an automatic approval of the CUP, but a waiver of the fees. The details of the CUP would have to be worked out between the City and the Historic Plaza before it would go before consideration of the Planning Commission.

Informational Overview
BACKGROUND:
. Founded in 1952, the Marine Corps has become a cornerstone of the Twentynine Palms community. Sustaining the region through economic booms and busts, the Marine Corps Base injects approximately $1.3 Billion annually into the regional economy. The Marine Air Ground Task Force Training Command (MAGTFTC or Base) provides hundreds of well-paying jobs.
MAGTFTC also provides vital training opportunities needed to keep our Country safe and to equip service members with the necessary tools to succeed in both times of war and in times of peace.
.
. Prior to September 11th, Twentynine Palms residents were generally able to access the Base. Base access allowed non-military residents to attend certain events and use certain amenities. As security increased, non-military residents were no longer able to enter the Base. Both the residents and the Base suffered. Residents lost access to several great amenities, and the Base businesses lost needed revenue. .
. In an effort to strengthen the connection between the Twentynine Palms community and MAGTFTC, MAGTFTC is requesting a Category C Waiver from the Commandant of the Marine Corps. A Category C waiver would reestablish non-military residents' ability to access certain Base business and attend certain events.
.
. The attached document titled 2025-09-16 Cat C Waiver Informational Overview provides more background on the three categories of Base facilities. For purposes of a Category C waiver, Category C
facilities within MAGTFTC include a movie theater, Game Stop, Qdoba, Popeye's Chicken, Mine Train BBQ, ahi-poke bar, golf course, bowling center, and various clubs. .
. Understandably, public access is only granted where excess facility capacity exists, and military patrons retain priority. Members of the public wishing to gain access to the Combat Center for the purpose of patronizing Category C facilities, must be able to obtain a Defense Biometric Identification System (DBIDS)card by providing two forms of ID, to include a REAL ID, and after undergoing a criminal background check and vetting.
Within the City's five-year draft strategic plan, Strategy A6 identifies, "Explore feasibility of leveraging the Category C Waiver to increase community access to the Marine Corps’ facilities and build relationships between the City and Marine Corps"as tactic to advance the overall mission of, "Enhancing a partnership with the Marine Corps to maintain and grow regional investments". While the strategic plan is in draft form, the current draft is the product of months of input from the City Council, residents, businesses, and key organizations such as the Marine Corps Base.
A Marine Corps representative is planning to attend the September 23rd City Council meeting in order to address any City Council questions or concerns.
For reference:
Twentynine Palms Five-year Strategic Plan:
Strategy A6. Enhance partnership with Marine Corps to maintain and grow regional investments. o Promote the City as a military-friendly community.
o Regularly engage the Marine Corps to provide political support for military investments in MAGTFTC and the region.
o Support the establishment, management, and sustained long-term growth of the Twentynine Palms Combat Center Alliance to mobilize the community to support Marine Corps initiatives.
o Work to advance the partnership with the Twentynine Palms Combat Center Alliance to achieve implementing its mission of educating, advocating, and supporting MAGTFTC. o Foster partnership with the Marine Corps Community Services to support military quality of life programming that supports military families and encourages military veterans and retirees to live and stay in the community.
o Explore feasibility of leveraging the Category C Waiver to increase community access to the Marine Corps’ facilities and build relationships between the City and Marine Corps.
o Continue research into and development of the Intergovernmental Service Agreement to explore contracting opportunities for the City to provide infrastructure services at the Marine Corps, growing the relationship between the City and Marine Corps and acting as a revenue generator for the City.
