Appointments to Boards/Commissions/Committees are made by the Mayor with approval of the City Council.
The interest of the City is served best by actual and regular participation by Board and Commission members. As such, Union City Municipal Code (UCMC Section 2.20.040) states that if a commissioner is absent from three consecutive meetings without a valid excuse, their appointment to the commission will be automatically terminated. (UCMC Section 2.20.040(B).) Additionally, failure to attend at least 75% of all scheduled meetings in any twelve consecutive month period without a valid excuse, will result in termination of the appointment. (UCMC Section 2.20.040(B).)
Applications are accepted on a continuous basis and will remain valid 1 year from the date of submission. If you are selected to serve on a Board or Commission, you may be required to file an Annual Statement of Economic Interest (FPPC Form 700) and complete bi-annual Ethics Training (AB1234). Failure to complete AB 1234 training will result in termination of seat.

Vipan Commission Applicaon – Supplemental
Why do you want to be a member of a Board/Commission/Committee? What do you feel you could contribute?
Having been involved locally, which is known to neighbors, friends, and family, I am always the reference point for concerns that relate to planning in the city. Whether a friend that owns a local business, or a friend that needs permits for construction in their home, I have had individuals reach out with specific questions, which I usually am able to research and/or refer them to the appropriate person in the city.
What qualifies you for this appointment?
Knowledge of planning in Union City and comprehension of the General Plan.
What is your vision for the committee/commission to which you are applying? I would like to ensure the planning commission is there as a proper point of contact for businesses, residents, and developers in the city so we can enhance efficiency in processes to grow our city. Currently, I field calls and have to refer them to someone in the planning department or a city councilmember to resolve issues, and many of these issues (Roof color, permits for minor construction) are minor and should not be causing delays. I have had major issues, which resulted in the delay of construction for a business, this took the involvement of two councilmembers to get city staff to take appropriate action.
How does this vision support the Councils’ priorities as stated in the 5-Year Strategic Plan? We want to be a city where “businesses thrive, and innovation grows”, based on comments from current and potential business owners, we are not there. Union City has a bad reputation for being business friendly, and I do currently work on trying to change that as a member of the UC Chamber of Commerce, and hope to continue as a Planning Commissioner.
What community activities are you presently involved in, or have been in the past? I serve on a few boards for non-profits, including the New Haven Schools Foundation, and Union City Chamber of Commerce. I also have been an active volunteer as part of the FUN Rotary Club, this includes events such as the Union City food drives, along with Councilmembers Gary Singh, Jeff Wang, and Jaime Patino.
