The meeting was called to order by Mayor Dutra-Vernaci at 5:03 PM.

City Attorney Kokotaylo announced that the Fair Political Practices Commission (FPPC) recently provided guidance that Mayor Dutra-Vernaci and Councilmember Singh can participate in the discussion on item 3.a. regarding the Business License Tax. Mayor DutraVernaci then indicated that the Council would consider items 3.a and 3.b. concurrently.

Mayor Dutra-Vernaci opened Oral Communications. There being no speakers, Mayor Dutra-Vernaci closed Oral Communications.

3. CITY MANAGER REPORTS
3.a. Receive Report On Community Survey Results And Provide Policy Direction On Potential Ballot Measures For Voter Consideration – Business License Tax
City Manager Joan Malloy and Godbe Research Bryan Godbe delivered a presentation to the Council and responded to questions from council members.
Motion: Direct staff to update the Business License Tax in the November 2024 General Election.
RESULT: Pass

The item was heard by the Council concurrently with item 3.a.
3.c. Proposed Amendments To The Fiscal Year 2024-2025 Budget Finance Director Acosta delivered the staff presentation to the Council and responded to questions from council members.
Council received the report.

4.a. Presentation Regarding The 2024 Safe And Sane Fireworks Public Education And Outreach Plan
Management Analyst Segarra delivered staff presentation to the Council and responded to questions from councilmembers.
