How many years have you been a resident of
Union City?
26 Are you a registered voter in Union City? Yes
What is your District of Residency? 1
Have you attended any meetings of the
commission/board for which you are applying?
No
What is the primary role of the Planning
Commission?
Advising the Council on development projects
and regarding compliance with city policy and
ordinances, including review of zoning-related
issues.
How vital should aesthetics be in approving It should be a vital part of the decision-making development? since aesthetics affects not only how strongly the community supports the proposed
development but also how well the development
is utilized upon completion..
As land values increase, “affordable housing”
becomes increasingly scarce. What are your
thoughts on the City’s responsibility to plan for
and provide affordable housing?
It is the City's responsibility to provide affordable
housing to do its part in addressing the Bay
Area's housing crisis, while also balancing the
other key City initiatives of ensuring that we have
adequate parklands for its residents and building
a sustainable commercial base by attracting
growth-oriented businesses to our city.
What do you feel are some factors that make a
residential neighborhood a “good place to live?”
Adequate, well-maintained public resources
(such as parks, libraries, community centers,
continuing Ed) and safe and well-kept
neighborhoods with a viable downtown
containing a variety of popular restaurant/
shopping options. Also, having a diverse
economic base and a good transportation system
are key.
What role should the economics of the
development (city taxes received and the project
costs) play in planning
decisions?
The economics of the development should play a
vital role in planning decisions to avoid
unnecessary cost overruns and/or forced
downgrades of preferred development initiatives
to stay within budget. Special care should be
taken to carefully evaluate the best options by
weighing the cost vs benefit in planning
decisions.
What types of businesses should Union City
seek and why?
I believe Union City should seek to attract more
high tech companies in our city to not only help
further increase our tax base but also to increase
our profile in the Bay Area as a desirable techhub to attract more startups and families to settle in Union City. We currently have a limited
high-tech presence here and it would be gamechanging if we could attract even more over time.
In 1996, the voters approved Measure II, I would favor relaxing the policies if there is a enacting very stringent development policies in
the hillside area.
Pressure is mounting to allow some development
in the hills. If Measure II were proposed for
amendment,
under what conditions, if any, would you favor
relaxing the policies?
clear, written plan prepared containing detailed
specifics on the proposed development in the
hills that adequately balances the commercial
interests with both the agricultural and
community needs, while also maintaining the
character of the hillside area for our residents.
Of course this plan would need to be run through
the public hearing process for feedback and
possible adjustments if the feedback is
warranted.
Why do you want to be a Board/Commission/
Committee member? What do you feel you could
contribute?
I like to be involved in the Union City community,
have been an active Parks and Recreation
commission member since 2021, and can bring
both my experience working within that
commission and with the council, as well as
contribute a fresh perspective on issues to help
advise the council and mayor.
What qualifies you for this appointment? I feel that my experience both as a sitting commissioner on the Parks and Recreation
Commission and Sales Tax and Utility Oversight
Committee, as well as my experience a
corporate attorney for Apple, Meta, and various
other technology companies in Silicon Valley
would be of value in evaluating and advising on
development projects under review by the
Planning Commission.
What is your vision for the committee/
commission you are applying to?
My vision is to 1) help enable the growth of
scalable businesses in Union City such as hightech to promote innovation/tax revenue growth and a vibrant, dynamic community; 2) improve
the city infrastructure and financial stability; and
3) promote community development/public
safety/environmental initiatives, and actively

Commission? development plans, conspiring policies and
overall advising the government to make concise
decisions and strategies for development.
How vital should aesthetics be in approving
development?
Aesthetics are a vital aspect in approving
development because it helps with growth
economically, as it will attract people. In addition,
the most important aspect is cultivating an
environment that ensures high compliance to
safety, affordability, and operations.
As land values increase, “affordable housing”
becomes increasingly scarce. What are your
thoughts on the City’s responsibility to plan for
and provide affordable housing?
It's important that regardless of a person's
income status, everyone should have a safe
place to live, ensuring that it's affordable to their
financial status. Therefore, in order to have more
stability within the city, we need to ensure that
the well-being of families is considered and
helping those who struggle financially to have a
safe place to live.
What do you feel are some factors that make a
residential neighborhood a “good place to live?”
One of the most important element is affordability
because many people are struggling currently
with job crisis an other issues. However, if costs
of housing met with the financial status of people
it would help tremendously. Second, a strong
community where people can immerse in
programs and increase their social engagement
with others. Lastly, access to amenities including
shops, stores, medical support, transportation,
etc. These are vital, as they will be a great
means of support.
What role should the economics of the
development (city taxes received and the project
costs) play in planning
decisions?
I think that there should be a long-term effect and
benefit to the community, making sure it's more
cost effective to help create a sustainable city.
There are several, but job enhancement is
important because we need more jobs that are
stable and well-paying, so this means connecting

enacting very stringent development policies in
the hillside area.
Pressure is mounting to allow some development
in the hills. If Measure II were proposed for
amendment,
under what conditions, if any, would you favor

The development should provide transparent
benefits to the city including affording housing or
other changes that need to be done. In addition,
the feedback from the community is important;
therefore, there should be a larger scope when
receiving support from the public. Not to mention,
the environmental aspect is imperative, as we
should find ways to protect the ecosystem and

Why do you want to be a Board/Commission/

asset that can support any needs and ways I can
make a difference. With the little experience I

the need for reveue generation for the City, which large group tennis reservations are a significant sources of income for Leisure Services, one of the commissioners said, "I don't care about taxes".
As the City Councilmembers circle back on Mr. Chin's application, claiming his proficiency in city governnance by leveraging his professional and legal experiences, I want to impress upon the Councilmembers Mr. Chin's legal career amounts to nothing more than an in-house attorney working for major tech companies with a set of challenges and issues that are markedly different from the public sector. An in-house counsel in the private sector are not meant to innvoate, but rather, to merely protect exsiting corporate interests. Mr. Chin could have chosen the path of a high-powered attorney working thousands of legal billable hours at a major law firm. Instead, he chose to lead semi-comfortable professional existence working for Apple and Meta, collecting on his stock options and/or RSUs, while Tim Cook continues to produce uninspiring Apple products postSteve Jobs and Mark Zuckerberg chronically disregarded user privacy issues. Ask yourselves this - where does Mr. Chin's professional skills shine when he is nothing more than a cog in a big corporate wheel? The answer is he cannot. There is nothing in Mr. Chin's involvement with Union City's government to suggest his daily professional skills will be an asset to the City. When a Parks commissioner proclaims he doesn't care about taxes, taxes in a city as cash-strapped as Union City, every source of revenue matters. Mr. Chin's indifference and chronic inaction during Parks commssion meetings is in contradiction to his stated application goals of "promote innovation/tax revenue growth and a vibrant, dynamic community" as well as seeking "financial stability". He had an opportunties to make these views known two years ago and speak on the importantce of reasonable taxation and revenue, and he failed to do so in any consturctive manner.
Furthermore, Mr. Chin's application further calls for increase in residetial development for affordable housing, a requirementment that the city have already taken steps to meet the State's requirement through Regional Housing Needs Allocation (RHNA). However, Mr. Chin's application calls for relaxing the restrictions to open Union City hillside developement in the future, which is highly problematic for a small, modest suburb already facing population density challenges. As a homeowner residing in the California Rosecrest development near Kitayama Elementary School, Mr.
Chin funamentally fails to grasp the balance between housing developement and environmental protection. This is classic NIMBY behavior without any regard or consideration to the impacts to the immediate conditions of natural enviroments. In sum, Mr Chin's pro-development stance to drive an undercut real estate value in Union City, where the single biggest asset that matters to every homeowner is the value of their property. Unfettered housing development, especially affordable housing by targeting our hillside, makes Mr. Chin and incriebly dangerous candidate that must be stopped in his tracks.
For these reasons, please DO NOT consider Albert Chin's application to the Planning Commission and/or the Sales Tax Oversight committee. The City deserves better candidates who funmentally understands civility and basic consideration of his or her fellow residents and neighbors. Mr. Chin, in these instances, falls woefully short.
In defense of all hardowrking Union City residents, with open discourse through anonnymity.
