EXHIBIT A
SCOPE OF SERVICES
PROJECT UNDERSTANDING:
The Union City Corporation Yard (Corp Yard) was constructed in 1999 on 7th Avenue at Chesapeake Drive. The Corporation Yard serves Public Works operations and Union City Transit operations as well as other uses including police evidence storage and storage for various City Hall departments. Current departments or groups that are permanently located at the Corp Yard include: Fleet, Grounds, Streets, Facilities, and Transit. Other City departments that use portions of the yard for storage include Police, Finance, Economic Development, Community & Recreation Services, Human Resources, and the City Manager’s Office.
The design of Quarry Lakes Parkway – Phase 1 along the southeast edge of the Corp Yard also realigns 7th Street and the existing Line M channel, encroaching into the existing Corp Yard area. This reduction of Corp Yard area is coupled with increased Corp Yard operations; therefore, there is a need to holistically improve existing operations, modify portions of the campus to better accommodate all of the demands currently placed on it, and also look to the future to create a design for the Corp Yard that can serve the City of Union City well into the future.
PROJECT SCOPE:
The Consultant’s Basic Services will provide conceptual design with optional services for construction documentation and construction administration services for the following scope of work:
Phase 0 – Transit Fleet Electrification Infrastructure:

The Consultant’s Basic Services and fee assume that work up to 10% Design for Phase 0 and all Phase 1 Categories (1A-1D) will be performed. Subsequent tasks will be limited to developing design and bidding documents for the Phase 0 scope only. The relocation and redesign of the southern Corporation Yard fence will be performed by others and is outside of the scope of this contract, and the Phase 1 Category 1A scope is make-ready work to prepare the site for the southern security fence relocation project.
