Memorandum 8.2
DATE: May 15, 2025
TO: Programs and Projects Committee
FROM: Vivek Bhat, Senior Director of Programming and Projects Jacki Taylor, Assistant Director of Programming and Allocations Seon Joo Kim, Senior Program Analyst
SUBJECT: Approve the 2026 Comprehensive Investment Plan Recommendation
It is recommended the Commission approve the following actions:

1. Approve the 2026 Comprehensive Investment Plan (CIP), which incorporates:

A. $60.16 million in new programming and allocation recommendations consisting of Measure B, Measure BB, Vehicle Registration Fee (VRF), and Transportation Fund for Clean Air (TFCA) funds,
B. $32.09 million in previously approved programming actions occurring after the 2024 CIP Update was approved on May 23, 2024, and C. Technical adjustments to previously approved CIP funds, including $5.59 million in new allocations of previously programmed funds.

2. Authorize Executive Director or designee to execute Project Funding Agreements (PFAs) for funding awarded and allocated through the 2026 CIP.

Summary
Alameda CTC’s CIP is a near-term strategic programming document through which fund sources administered by Alameda CTC (such as Measure B, Measure BB, VRF, and TFCA) are programmed, allocated, and documented. The CIP includes discretionary funding awarded by Alameda CTC, as well as funding allocations for named capital projects from Transportation Expenditure Plans, but does not include Direct Local Distribution funding. The CIP is updated annually to document any programming and allocations that occurred since its last approval; to capture new programming, allocations and technical adjustments; and to update CIP programming guidelines, policies and procedures. The shift of the programming timeframe and the inclusion of new discretionary programming through an open call for projects are incorporated biennially.

As part of the biennial CIP process, the 2026 CIP shifts the five-year programming horizon to Fiscal Years (FYs) 2025-26 through 2029-30 and recommends the following components:

A. $60.16 million in new 2026 programming and allocation recommendations consisting of Measure B, Measure BB, VRF, and TFCA funds; B. $32.09 million in previously approved programming actions occurring after the 2024 CIP Update was approved on May 23, 2024; and
C. Technical adjustments to previously approved funds, including $5.59 million in new allocations of previously programmed funds.

The combined total 2026 CIP includes programming of approximately $80.29 million over a five-year window, of which $65.43 million is allocated over the first two fiscal years.

Background
Alameda CTC’s CIP is a near-term strategic programming document through which fund sources administered by Alameda CTC are consolidated and programmed through a single programming cycle.

The CIP’s purpose is to strategically program available funds toward transportation investments that support the vision and goals of the Alameda CTC’s Countywide Transportation Plan (CTP), multi-modal plans, and voter-approved transportation expenditure plans. It also supports other agency priorities and policies, as applicable and directed by the Commission, including Alameda CTC’s Countywide Bikeways Network (CBN) and All Ages and Abilities Policy (AAA Policy). Alameda CTC adopts a new CIP with new discretionary programming every two years. Each year following a new CIP adoption, a “CIP update” is adopted to bring any “off-cycle” Commission programming actions and updates that occurred during the prior FY into the CIP document.

On May 23, 2024, the 2024 CIP Update was approved by the Commission, including approximately $73.3 million in new programming and allocations and capturing $128.8 million in previously approved programming actions occurring after the 2024 CIP was approved on May 25, 2023.
2026 CIP Development and Funding Recommendations
The 2026 CIP recommendations incorporate changes within three areas:

A. New Programming and Allocations Recommendations
B. Previously Approved Programming
C. General Technical Adjustments
A. New Programming and Allocation Recommendations - $60.16 Million The 2026 CIP includes a new programming recommendation totaling $60.16 million.

This consists of $50.29 million in new discretionary programming and $9.87 million of other new programming recommendations related to Commission approved priorities and named commitments identified within the Measure BB 2014 Transportation Expenditure Plan (TEP), as detailed below.
2026 CIP Call for Projects – Discretionary CIP Program ($60 million) and Three Major Trails (3MT) Grant Matching Program ($40 million) On May 23, 2024, the Commission approved 2026 CIP Programming Guidelines and Project Selection Criteria to establish the programming process for an estimated $100 million of available capacity: $60 million of CIP Discretionary Program (from combined Alameda CTC-administered discretionary funding sources, including Measures B and BB, VRF, and TFCA) and $40 million of the 3MT Grant Matching Program (from Measure BB funds, TEP-42). Newly included in the 2026 CIP, the 3MT Grant Matching Program was intended to provide matching funds for successful external discretionary grant awards for projects that directly benefit one of the three major trails, as identified in the Measure BB TEP: Bay Trail, East Bay Greenway, or Iron Horse Trail. The Commission-approved 2026 CIP Guidelines included the following key points:
• Eligible project types included bicycle/pedestrian and complete streets, transitcapital, shuttle operations and technology. Eligible projects were to be consistent with the 2020 CTP, and eligible sponsors were to provide, at the time of the CIP application submittal, board-adopted resolutions of local support committing to comply with the 2026 CIP requirements, including fully funding the CIPawarded phase and covering phase cost increases. • The Commission-adopted project selection criteria include:
o Project readiness, 40%
o Needs and benefits, 50%:
 General benefits, 15%
 Access improvements / MTC or locally-defined Equity Priority Communities, 15%
 Safety benefits, 10%
 Safety benefits on the High Injury Network, 10%
o Matching funds, 10%
• New for the 2026 CIP, funds available for bicycle facilities were prioritized toward projects on the adopted CBN. Additionally, bicycle projects that directly benefit the CBN are subject to Alameda CTC’s AAA Policy, adopted in December 2022.

On July 26, 2024, Alameda CTC released the 2026 CIP Notice of Funding Opportunity and accepted applications between September 1 and October 31, 2024. The Notice was distributed to members of the Alameda County Technical Advisory Committee (ACTAC), including the 14 cities, the County, AC Transit, BART, LAVTA, Union City Transit, Port of Oakland, other regional agencies, and to subscribers to the ACTAC mailing list. The funding opportunity was also published in Alameda CTC’s e-newsletter and social media accounts.

Numerous resources were provided to potential applicants, including but not limited to resources for confirming 2020 CTP consistency, CBN inclusion and AAA Policy consistency, priority area maps, and resources for how to demonstrate equitable project engagement. An application workshop was held on September 12, 2024, and staff were available throughout the application period to answer questions and for individual meetings with applicants to help identify candidate projects. Alameda CTC received 36 applications requesting approximately $50.34 million of the available $60 million for the CIP Discretionary Program and two applications requesting $8.4 million of the available $40 million for the 3MT Grant Matching Program.

All applications were screened for consistency with the 2020 CTP. The applications were grouped within designated discretionary categories for bicycle/pedestrian, technology, transit-capital, and shuttle operations, and separately for the 3MT Grant Matching Program. Applications were then evaluated against the Commissionapproved CIP selection criteria and the eligibility requirements of the available funding sources, and for consistency with CIP policies and guidelines. For bikeway projects, Alameda CTC Programming and Planning staff coordinated to confirm which of the submitted projects are on the CBN and, as such, subject to the AAA Policy, which requires projects that directly benefit the CBN to meet a set of design expectations, including National Association of City Transportation Officials AAA design standards.

Additionally, Programming and Planning staff coordinated to provide feedback to applicants regarding areas where the proposed project design could be improved to increase safety outcomes and/or alignment with the AAA Policy. The recommended 2026 CIP program of projects includes a mix of modes and project phases (i.e. environmental, design, construction, and program and shuttle operations) and reflects alignment with the Commission-approved guidelines.

For the oversubscribed bicycle/pedestrian category, most of the recommended projects are on the CBN, within multiple priority areas, and include multimodal, complete streets elements. For these projects, staff maximized the recommendations to the extent possible by recommending a mix of eligible funding sources. For the transit category, a number of projects submitted were for general operations and facility maintenance and did not align well with the Commission’s priorities in the guidelines or funding sources available. Alameda CTC staff will continue to work with transit operators to identify their capital needs that align with CIP priorities well ahead of the next CIP cycle and consider ways to better align future CIP guidelines with identified transit needs. The 3MT category was a new approach the Commission took to try to encourage the securing of external funds. Staff will evaluate potential changes in future CIPs based on feedback from this cycle. The 2026 CIP recommendations maximize the use of the available TFCA and MBB technology funds to help preserve transit funds for the next CIP cycle. In addition, all funding requests for shuttles are included in the staff recommendation.

Attachments A-1 through A-4 summarize the recommendations for the CIP Discretionary and 3MT Grant Matching programs, as follows:
• For a list of the overall ranking of project applications within each category and the recommended amounts, refer to Attachment A-1: Discretionary Program Recommendations, Ranked by Category.
• For a list of projects and project phases not recommended for funding, refer to Attachment A-2: Discretionary Program – Projects Not Recommended. • For a list of the recommendations sorted by Sponsor, with CIP details, such as phase(s), fund source(s) and assigned CIP ID, refer to Attachment A-3:

Discretionary Program - New Programming and Allocations. • For a summary of TFCA recommendations and technical adjustments, refer to Attachment A-4: FYs 2024-25 and 2025-26 TFCA Program Summaries.

Other New Programming ($9.87 Million)
Additionally, the 2026 CIP includes other new programming recommendations to advance the delivery of projects and programs, including those identified as specifically-named projects in the 1986 and/or 2014 Transportation Expenditure Plans or projects and programs that are implemented directly by Alameda CTC to advance the agency's priorities and actively leverage significant outside funding. These items are detailed in Attachment A-5: Other New Programming:
• Countywide Transportation Demand Management (TDM) Program, Alameda CTC ($0.42 million, TFCA). This TFCA funding completes the funding actions needed for FY 2026-27 operations, the 3rd year of the current TDM contract, to continue Guaranteed Ride Home, iBike and other alternative mode information and incentive campaigns, and bike safety education classes. • San Pablo Avenue Safety Enhancements, Alameda CTC ($1.63 million, Measure BB, TEP-26). The added funds provide resources to complete the Plans, Specifications and Estimate package to allow the Project to leverage $25 million in federal and state funds and allow Caltrans to utilize $5 million of State Highway Operation and Protection Program funds. These fund sources are currently programmed for the Construction phase, which is scheduled to begin late summer/early fall 2026.
• Rail Safety Enhancement Program (RSEP), Alameda CTC ($3.83 million, Measure BB, TEP-23). The added funds provide resources related to the implementation of Construction Management/General Contractor procedures, which aim to reduce risks that increase construction costs, accelerate construction bidding timelines, and select contractors based on qualifications instead of low-bid. Additionally, the funds provide the needed resources for utility companies to develop their Plans, Specification and Estimate for relocation of their facilities in Union Pacific right of way that are in conflict with RSEP-A improvements.
• Quarry Lakes Parkway (QLP), Union City ($3.995 million, 1986 MB, for QLP “Segment 2” Project). The QLP project is the last project from the 1986 Measure B Transportation Expenditure Plan (1986 MB TEP) with remaining unallocated funds. In March 2018, the Commission approved the transfer of project sponsorship for the I-880 to Mission Boulevard East-Connector Project from Alameda CTC to the City of Union City. The project funding at the time included approximately $89 million of 1986 Measure B funds with $69 million remaining for future expenditure. The $3.995 million recommendation is for the design phase of the QLP Segment 2 project and is conditioned as follows:
o Commission policy as reflected in the current CIP allows for risk management strategies such as initial usable segments to address risks to full project implementation, including significant funding shortfalls. As applied to this recommendation, the Initial Usable Segment strategy is intended to allow for currently available funding to be put to use to provide some portion of the intended benefits of the overall, underfunded project while minimizing the amount of funding expended at risk on a project with a significant funding shortfall or other impediments to the implementation of the full project. The benefits of the Initial Usable Segment must be independent of the need to construct future segments of the overall project.
o The current staff recommendation is made with the understanding that the City needs to develop the design to a level of detail that identifies and supports the delivery of an Initial Usable Segment that is eligible for the 1986 MB funds. The expected deliverable for the recommended allocation for the design phase of Segment 2 is a set of construction-ready plans, specifications and estimates for the Initial Usable Segment.

B. Previously Approved Programming - $32.09 Million
Since the approval of the May 2024 CIP Update, the Commission approved a total of $32.09 million in programming to projects, which are to be incorporated into the 2026 CIP document. Examples include: Alameda CTC’s Oakland Alameda Access Project, I580/I-680 Interchange Safety Improvements, and East Bay Greenway Multimodal Phase 1, North Segment projects; the Port of Oakland’s Next Generation Fuel Cell Electric Top Loader and Wet-Hose Mobile Refueler; and the FY 2024-25 TFCA program of projects. These previously approved programming actions are included in Attachment B: Previously Approved Programming.

C. General Technical Adjustments
The 2026 CIP includes technical changes to the existing programming and allocations to reflect two main categories of changes.

1. Programming to Allocations: Funds previously programmed in FYs 2025-26 or 2026-27 through the 2024 CIP update are now eligible for an allocation, since the CIP five-year programming horizon has shifted by two FYs for the 2026 CIP and includes FYs 2025-26 and 2026-27 as the new allocation years. A total of $5.59 million is recommended to be converted from previously programmed to new allocations. The programming to allocation conversions include funding for transit operations and capital improvements ready to continue with the next fiscal year or phase of implementation. The programming to allocation conversion does not change the previously approved programmed funds. Rather, the allocation enables Alameda CTC to encumber the funds and enter into a funding agreement with the project sponsors. Refer to Attachment C-1: Programming to Allocations.

2. General Technical Adjustments: These adjustments to the CIP programming record reflect fund source changes and exchanges, phase allocation shifts, corrections of errors/typos, and deallocation of balances from completed projects. Refer to Attachment C-2: General Technical Adjustments.

In summary, the combined 2026 CIP recommendation includes $80.29 million in programming over FYs 2025-26 through 2029-30, with $65.43 million in allocations. The detailed itemization of all updates to the previously approved 2024 CIP Update is shown in Attachment D: Programming and Allocation Adjustments to previously approved 2024 CIP Update.

The formal record for the 2026 CIP, which incorporates the programming and allocation recommendations and adjustments described within this report, by fund source, phase and fiscal year, is shown in Attachment E: 2026 CIP Programming and Allocations.

Staff recommends the Commission approve the 2026 CIP programming and allocation actions described herein and authorize the Executive Director or designee to execute PFAs related to CIP allocation recommendations.

Next Steps
Upon approval of the programming and allocations contained within the 2026 CIP, Alameda CTC will enter into PFAs with project sponsors receiving the allocated 2026 CIP funding. The effective date of the allocations will be no earlier than July 1st of the 2026 CIP-identified allocation year.

In cases where proposed amounts by fund source identified in the 2026 CIP are required to be revised ahead of a funding agreement (e.g., TFCA amounts are adjusted due to certain final calculations), such fund source adjustments that do not impact the total funding award will be captured in a future CIP Update. A staff recommendation for a final FY 2025-26 TFCA program of projects is scheduled to be brought to the Commission in fall 2025.

Fiscal Impact: The recommended actions will result in the subsequent encumbrance and expenditure of the funds allocated through the 2026 CIP. The corresponding encumbrance amounts will be included in Alameda CTC’s annual budget updates for the applicable fiscal year.

4. Project is approved with a 4-year TFCA expenditure period to align with the project schedule.

6. For EV fleets, the Air District allows TFCA funds awarded for EV purchase to be used towards the purchase and installation of the required EV charging equipment.

5. Award reflects change in fund source and does not increase the total Alameda CTC CIP funding previously awarded to the project for the identified FYs.

2. The recommended amount replaces a draft TFCA award from October 2024. The project has subsequently been awarded 2026 CIP funding and moving the TFCA award to FYE26 will align the TFCA grant timelines with 2026 CIP award. Upon Commission adoption of the FY 2025-26 TFCA program, the project's prior TFCA grant (FYE25) will be cancelled.

3. The recommended amount replaces a previously approved TFCA award from October 2023. The project has experienced delays, and moving the TFCA award to FYE26 TFCA program is intended to better align the project schedule with the TFCA expenditure deadlines and reconfirm TFCA cost-effectiveness. Upon Commission adoption of the FYE26 TFCA program, the project's prior TFCA grant (FYE24) will be cancelled.

1. Project's TFCA recommendation is considered the final award through the Commission adoption of the 2026 CIP, May 2025. Following Commission approval, funds may be encumbered through a funding agreement with Alameda CTC as soon as Air District staff's subsequent review/staff approval is completed. Any subsequent changes to the programmed TFCA amounts will be brought to the Commission in fall '25.

4. The project is approved up front with a 4-year TFCA expenditure period to align with the project schedule.

5. The recommended amount replaces a previously approved TFCA award. The project has experienced significant delays, and moving the TFCA award to the current TFCA program cycle is intended to better align the project schedule with the TFCA expenditure deadlines and reconfirm TFCA cost-effectiveness. Upon Commission adoption of the 2026 CIP and FYE26 TFCA program, the project's prior FYE25 TFCA grant will be cancelled.

2. Project was submitted for the 2026 CIP and as such the project's FYE25 TFCA award approved by the Commission, October 2024, was noted as being a "draft" TFCA award. Project is currently recommended for 2026 CIP funding, which may include adjustments to the original October 2024 FYE25 TFCA award, including moving the project from the FYE 25 TFCA program to FYE26 to better align the TFCA and 2026 CIP grant timelines (see also FYE26 program summary).

3. The final TFCA award identified in the 2026 CIP is subject to change based on Air District review. For projects awarded a mix of TFCA and other 2026 CIP fund sources, following the 2026 CIP adoption, if the identified TFCA awards need to be reduced following Air District's review, the other CIP funding sources will be adjusted accordingly to maintain the total 2026 CIP funds awarded to project.

Program Notes:

1. No changes to the project's original FYE 25 TFCA award, approved October 2024.
