RESOLUTION NO. 2025-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION
CITY FORMING REVENUE REVIEW AD HOC SUBCOMMITTEE AND
APPROVING MAYORAL APPOINTMENTS
WHEREAS, the Union City Strategic Plan includes Goal A. Financial Stability and Sustainability. Foster fiscal health through disciplined long-term planning, cost control, heightened efficiency, increased revenue, and cost recovery; and WHEREAS, Union City (the “City”) currently has Citywide Landscape and Lighting Assessment District No. 3 (“LLAD No. 3”), which currently generates assessment revenue that is well below the amount required to fund maintenance activities adequately; and
WHEREAS, the City also desires to consider other revenue measures, including revenue measures that are set to expire; and
WHEREAS, the City Council authorized staff to execute an agreement to retain TeamCivX to advise the City on how best to proceed to evaluate the revenue options; and
WHEREAS, the firm of Godbe Research is also being retained under a separate contract to perform public opinion polling that will yield data to inform the feasibility analysis; and
WHEREAS, to assist with the evaluation and make recommendations to the City Council, the City Council desires to form a Revenue Review Ad Hoc Subcommittee (the “Subcommittee”), to conclude its work no later than July 31, 2026; and WHEREAS, the Subcommittee will work with staff and the consulting team to prepare an analysis and recommendations related to LLAD No. 3 and other potential revenue options identified in the September 9, 2025, staff report related to this matter for consideration by the City Council.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby approves Mayor Singh’s appointment of [insert] and [insert] to the Revenue Review Ad Hoc Subcommittee to achieve the purposes of the above recitals.
BE IT FURTHER RESOLVED that the Subcommittee shall dissolve by July 31, 2026.
