RESOLUTION NO. 2025-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AUTHORIZING THE CITY MANAGER TO EXECUTE THE THIRD
AMENDMENT TO THE CONSULTING SERVICES AGREEMENT WITH
4LEAF, INC., IN THE AMOUNT OF $100,000, FOR ENCROACHMENT
PERMIT INSPECTION SERVICES, FOR A TOTAL NOT-TO-EXCEED
AMOUNT OF $274,950
WHEREAS, the Public Works inspection staff monitors construction of various projects to ensure they meet City engineering standards and are built to City specifications, in addition to monitoring all the encroachment permit work, which generates significant revenue for the City; and
WHEREAS, the combined number of projects in progress and the volume of encroachment permit inspections continually exceed the current capacity of in-house staff; and
WHEREAS, on August 26, 2024, the City entered into a Consulting Services Agreement with 4Leaf, Inc., (“4Leaf”), in the amount of $74,950; and WHEREAS, on December 10, 2024, the City Council adopted Resolution No. 6413-24, approving the First Amendment to the Consulting Services Agreement, and on July 1, 2025, the Second Amendment to the Consulting Services Agreement was executed to extend the term of the contract; and
WHEREAS, there are currently several Capital Improvement Projects (CIP) and land development projects both in construction and being prepared for bid, as well as significant encroachment permit inspection work that exceeds the capacity of in-house staff; and
WHEREAS, staff have been satisfied with the performance of the inspection services provided by 4Leaf, Inc.; and
WHEREAS, the Third Amendment to the Consulting Services Agreement with 4Leaf, Inc., in the amount of $100,000, will allow for needed assistance with encroachment permit inspection services through June 30, 2026; and WHEREAS, the Third Amendment, in the amount of $100,000, will be funded with funds available in the General Fund (Account Number 110-33003-54110), as identified in the Biennial Budget for Fiscal Years 2025-2026 & 2026-2027, adopted by the City Council on June 24, 2025.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby approves the Third Amendment to the Consulting Services Agreement with 4Leaf, Inc., in the amount of $100,000, for encroachment permit inspection services, for a total not-to-exceed amount of $274,950.

BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby authorizes the City Manager to execute the Third Amendment to the Consulting Services Agreement with 4Leaf, Inc.
